The Clerk read the minutes of the meeting of May 4th, the
Special Meeting of May 10, and the Special Meeting of May 21st, which
were approved as read.
Mr. Osborne, the Treasurer, submitted his usual financial
report, which was read and filed.
Upon motion of Mr. G. L. Rosborough, seconded by Mr. Brooke
G. White, the following bills were approved and ordered paid:-

Whereupon Mr. Brooke G. White, Jr. , tendered the following
resolution, which was seconded by Mr. Howell and unanimously adopted:-
BE IT RESOLVED BY THE TOWN COUNCIL OF ATLANTIC BEACH
SECTION 1. That the Town Council of Atlantic Beach, recom-
mend to the Honorable County Commissioners and the Sheriff, Hon. Rex
Sweat, of Duval County Florida, that in view of the lack of suf-
ficient side roads to accommodate great amounts of traffic and be-
cause of the attendant dangers to automobile racing, no further per-
mits be issued for such Automobile Racing on any of the beaches, ly-
ing between the St. Iiohns and Duval County lines and the Jetties at
the St. Johns River.
SECTION 2. That a copy of this resolution be furnished
each of the Beach Municipalities.
The Clerk read a letter signed by the City Supervisor,
setting out a verbal request from Jimmy Long to operate upon
the streets of the town and through the Town, a negro bus line.
The Laws and Rules Committee was requested to prepare a suitable
ordinance to regulate such a bus line and the City Supervisor was
instructed to advise Mr. Long that the Council is very sympathetic
to his proposition.
Upon motion of Mr. C. C. Howell, seconded by Mr. White,
the Clerk was instructed to write and thank Mr. Harcourt Bull for
',is public spirited attitude as indicated by his dedication of the
• East Coast Drive and to thank Mr. Geo. Eilam for his interest in
the matter.
The Clerk read a letter signed by Mrs. 0. P. Likins in
reference to encroachment on the 7th Ramp, which was passed to
later consideration.
The Mayor made the suggestion that certain streets be oiled
to keep down dust whereupon the City Supervisor, was instructed to
look into the matter of securing waste oil for this purpose and to
endeavor to secure the loan of a spreader.
Mr. S-lith, the Mayor, took the floor, introduced Mr. Torn
Quinn, representing the Jacksonian and relinquished forther time
to Mr. Quinn, so that he could explain to the Council a proposition
for selecting a Beauty queen from the Southern States to come to
dedication ceremonies for the Statues of "Neptune" and "Lure of the
Sea" now being considered for erection at the Florida Boulevard in
Neptune Beach, said statues having been designed by Adrian Pillars.
The matter involved an advertising proposition.
After Mr. Quinn had thoroughly explained the proposition, the
matter was taken under advisement, Mr. Quinn to be informed of the
final decision at a later date.
Mr. C. C. Howell, Sr. , Chairman of the Laws and Rules Committee,
submitted a report on his findings in connection with the claim of
Harvey Mabry, former Town Atty. , for fees aggregating $800.00, Mr.
Mabry having agreed to a reduction down to $550.00. Whereupon, a motion
was made by Mr. G. L. Rosborough, seconded by Mr. White, put and carried
that the Clerk write Mr. Mabry, a letter and state that the Council
has approved the Bill for $300.00 and will pay him this amount in
cash upon his acceptance of the settlement approved.
Mr. Howell, Chairman of the Laws and Rules Committee, called
the Councils attention to the fact that the Charter requires that
the Tax Assessor set up a preliminary Tax Roll as of July 1st and
suggested that the matter should have some immediate attention.
After discussion, Mr. Howell made a motion, seconded by Mr. White,
put and carried, that Mr. Brooke G. White, Chairman of the Finance
Committee be asked to prepare a report on this matter, and that
Mr. White 'me authorized to name such members as he desired to as-
sist him, the president voluntiering to assist. The City Supervisor
was instructed to compile all possible data relative to present
assessments, increases and any additional sources of revenue, to-
gether with a tentative statement relative to the possible expense
so that a budget may also be prepared.
Mr. C. C. Howell, Chairman of the Laws and Rules Committee,
roved the passage on first reading, of an ordinance granting a
franchise to W. H. Adams, Sr. , to supply the Town of Atlantic
Beach, with lights and water. The motion was seconded, after the
proposed ordinance was read, by Mr. G. L. Rosborough and was there-
upon passed on First Reading.
Upon motion of Mr. Rosborough, seconded by Mr. Howell, the
salary of the marshal was designated for the summer months at $125.
per month and $15. allowance for gas and oil. No gas and oil to be
purchased for use of the marshal at the expense of the Town.
Upon motion of Mr. Rosborough, seconded by Mr. White, Mr. E. V.
Aderhold was employed commencing June 5, 1937, and continuing through
until Labor Day of 1937, as special policeman, he furnishing his own
motorcycle, to be on duty beginning at 2 P. b.. on Saturday and ending
at midnight Sunday of; each week, to be paid for two days at $5.00 per
day for each week-end.
Upon motion of Mr. C. C. Howell, seconded by Mr. White, the
salary of C. R. Frazier, City Supervisor, was increased from $100.
per month to $125. per month.
Upon motion of C. C. Howell, seconded by Mr. Rosborough, an
ordinance "Creating a Safety Bathing Zone," providing for the roping
off of such zones, designating the hours therefor, fixing penalties
for violation thereof,"was passed on Third and Final Reading, the •
following Council members being present and voting for its passage,

Upon motion of IY , . White, seconded by IMr. Rosborough put and
carried, an ordinance "Providing for the payment of license fees and
fixing the amount of such license fees to be paid by persons, firms,
corporations and associations to engage in or manage any business, pro-
fession or occupation in the Town of Atlantic Beach," was passed on third

The marshal was instructed by the Colzncil to direct ' r.
C. Frank Reed to keep a dangerous dog, owned by him, off the streets
of the Town.
Upon motion of Mr. White, seconded by Mr. Rosborough, put
and carried, the following resolution was unanimously adopted:-

WHEREAS, The Atlantic Beach Garden Circle has tendered
the Town Council of Atlantic Beach, an invitation to express it ' s
wishes in reference to the future control and operation of the Town
Park, and
WHEREAS, It is the sense of the said Town Council that
it appears to be the responsibility of the Town to take over and
operate the said Park, and,
WHEREAS, It is the desire of the said Town Council to
further carry on to completion of this beautification and play-
ground project, and to exercise control over it,
THEREFORE, Be it resolved that the Town Council of
Atlantic Beach, do, and it hereby does, accept the responsi-
bility of the future control, operation and maintenance of the
said Park, and
BE IT FURTHER RESOLVED, That the said Town Council
extend to the Atlantic Beach Garden Circle it' s deep apprecia-
tion for the wonderful work it has done in the past and does
urgently request it' s continued co-operation in this and other
similar matters, to the end that the park facilities of the Town
may be of the highest degree of eficiency in beauty and useful-
ness.
A Report for the month of May was submitted by the
City Supervisor. Action eas taken on the recommendations con-
tained therein as follows:-
The City Supervisor was directed to purchase a small
ice box for use at the Town Hall, to secure a suitable cover for
the garbage truck and to hire for not more than ten days, a man to
clean the City streets, said man to be paid not more than $2.00 per
day, by resolution made by Mr. Rosborough, seconded by Mr. Howell,
put and carried.
After a discussion at considerable length, the City Super-
visor was instructed to confer with Mr. J. L. Burke, Engineer for
Neptune, and ascertain from him an estimate as to the possible cost
etc. , in securing for the Town of Atlantic Beach, an accurate mark-
ing of street lines, and to make his report back to the Council.
The matter of assessments for the construction of the
seawall was again brought to the attention of the Council and the
Clerk and Tax Collector was instructed to advise that the assessment
has been left the same for this year and that as soon as a complete
audit has been made, a redistribution of the costs will be made and
will be taken care of in future years.
Upon motion of Mr. Howell, seconded by Mr. White, the
following resolution eas unanimously passed:
BE IT RESOLVED BY THE TOWN COUNCIL OF ATLANTIC BEACH
THAT:-
SECTION 1. That the following fees be set as official
for play on the municipal tennis Court, to wit : -
Five dollars (.$5.00) per annum.
111 One dollar ($1.00) per month.
Twenty-five cents (25 ) per hour per couple.
SECTION 2. That the Town appropriate $25.00 per month,
payable to Miss Mary Guess, to cover her expenses, as Recreational
Director for the Tennis Court and Playground for a period of three
months, said sum to be paid from the funds collected as fees on the
court.
SECTION 3. That the said Mary Guess be asked to adopt
rules and regulations for the conduct of all recreation matters.
There being no further business for consideration, the
meeting adjourned.
