08-03-37 v MINUTES OF THE REGULAR MEETING OF THE TOWN COUNCIL OF ATLANTIC BEACH, HELD TUESDAY, AUGUST 3, 1937, at 8 o' clock P. M. at the TOWN HALL. Present : J. C. Outler, C. C. Howell G. L. Rosborough Brooke G. White Geo. H. Smith, Mayor was also present. The meeting was called to order by J. C. Outler, President. Upon motion of Mr. White, Seconded by Mr. Rosborough, the following bills were approved and authorized paid: Florida Hardware Co. 2 sprinklers @ $1.25 ea. $2.50 Clifford A. TheClerk read the minutes of the special meeting of July 13, which, after certain corrections, were approved as read. The Clerk read the minutes of the special called meeting of July 28, which were approved as read. The report of Mr. Osborne, Treasurer, was received, approved and ordered filed. The Mayor was called on for his report or recommendations, He had none to offer. The Clerk read a letter from Mr. E. B. v;alker, in which he stated that he had purchased the property in Atlantic beach of the Rutherford Estate and that the lot directly South of this property needed a fill and asked that the Town assist in an effort to have this fill made. The matter was referred to the Laws and 41, Rules Committee for the purpose of ascertaining the legal status of this property , of a former filling lien and to determine whether or not the Town has lea.a 1 recourse in case of such leins . Mr. Howell suggested that the Clerk write Mr. Walker a letter telling him that the matter is being considered and that whatever relief the Town ##2 could give would be supplied. Qn motion of Mr. Rosborough, seconded by Mr. Howell, the Mayor, taiairman of Polie Committee and Marshal were authorized and requested to fix police regulations covering parking in the Business Zone. Howell, seconded by Mr. yvhite, an Ordinance to Regulate the Disposition of Garbage 'n the Town of Atlantic Beach was unanimously passed on third and final reading. Upon motion of Mr. Howell, seconded by Mr. Rosborough, and Ordinance to amend an Ordinance entitled "An Ordinance to FAgulate Building in Atlantic Beach" was passed on Third and Final Reading. Upon motion of Mr. Howell, seconded by Mr. White, an Ordinance to amend an Ordinance entitled "An Ordinance to regulate the sale and/or manufacture of alcoholic beverages in the Town of Atlantic Beach, and to fix the license fee therefor" was passed on first reading,.. Upon motion of Mr. Howell, seconded by Mr. White, an Ordinance to amend an Ordinance entitled "An Ordiance to Regulate the sale and/or manufacture of alcoholic beverages irn the Town of Atlantic beach and to fix the license fee therefor was passed on second reading. Upon motion of Mr. white, seconded by Mr. Howell, the following resolution was adopted: RESOLUTION Be it resolved by the Town Council of Atlantic beach that the Town do, and it hereby does, agree to accept a proposition of Mr. Harcourt Bull whereby the said Mr. Bull would agree to sell to the Town for the sum of $500. in cancelled back taxes on Salt Air property, the six-inch well located in and upon the Salt Air Sub-division. Be it further resolved that the Council instruct the City Supervisor to complete the teras of this transaction with. Mr. Bull, prepare an agreement on the reservations and other stipulations, shich agreement is to be submitted to the next meeting of the Town Council for ratification. The Chair called attention to the matter of disposal of personal property heretofore forfeited in cases where held as security for bond in police cases. The Town Attorney, Mr. C. C. Howell, Jr. , advised that under the law all such property could now be sold for the best price obtainable and the City Supervisor was instrnnted to cause this to be done. The Chair reported on the matter of the now under way Mosquito control project being done by Relief Wgrkers under the supervision of the State hoard of Health in conjunction with all of the other Beach municipalities. Yr. Outler explained the situation as to transportation for the workers. Thereupon Mr Howell made a motion, seconded by Mr. White, put and carried, that the Town appropriate $50. per month for two months to assist in this transportation. By unanimots consent the City Supervisor was instructed to employ additional help on the streets for a period of three weeks. After considerable discussion which the Chairman of the Finance Committee led, a motion by Mr. White, seconded by Mr. Rosborough, which is as follows, was adopted: • RESOLUTION Be it resolved by t eFi�T6wn uncil of Atlantic each that the following budget for the year 1937 be tentatively adopted, such tentative budget being subject to such changes and corrections as may be necessarly on account of errors in additions, changes in tax assessments at the time of the meeting of the Equilization Board, and on account of other reasons should they occur before the beginning 3 of the new year; Account number -2 Executive salaries 2-1. White, Chairman of the Finance Comittee, Mr. Barwald, Tax Assessor, was requested to increase the assessment on Ocean Front property to $60. per front foot. Likewise i‘.r. Barwald was requested by the Council to make the following change in the Hotel Reservation Assessment on the preliminary Tax Roll; e In as much as the Ocean Frontage represents back property as well as Ocean Front Property, which back property is equivalent or even g? eater than that represented by the Blocks between Beach Avenue and Ocean Boulevard, that a like amount to that assessed against other property lying between Beach Avenue and Ocean Boulevard, be made, towit; $24. per front foot and that the valuation of the buildings and other improvements be in- creased to $50,000. making a total assessment of $143,500. On motion of Mr. Howell, seconded by Mr. Rosborough, put and carried the following resolution was adopted: RESOLUTION APPROVIING PHELIId7.NARY TAX ASSES:)MENT ROLL FOR THE YEAR 1937. WHEREAS, The Town Tax Assessor has completed the pre- liminary tax assessment Roll of the Town of Atlantic Beach, Florida for the year 1937, and has submitted the same to the Town Council, and, • WHEREAS, it appears that all property, real and personal, in the Town of Atlantic Beach, subject to taxation, has been assessed on saietax assessment Roll, and the Tax Assessment Roll is in due form, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Atlantic Beach, that the said preliminary tax assessment Roll be and the same is hereby approved. #4 BE IT FURTHER RESOLVED That the Town Clerk shall post at the Town Hall and two other public places in the Town and shall also publish for four successive days, in a newspaper published in the City of Jacksonville, Duval County Florida, notice that said assessment Roll has been submitted to the Town Council and approved and also requiring all persons desiring to have corrections thereof made, whether in the listing, valuation of property or otherwise, to file with the Town Tax Assessor on or before the 7th day of September 1937, at 8 o' clock P. M. their petition to the Town Council, setting forth their objection to said assessment and the correction that they desire made, and also that the Town Council will net at the Town Hall, in the Town of Atlantic Beach, on the 7th day of September, D. 1937, at 8 o(clock P. M. , for the purpose of equalizing said assessments and makingiproper corrections therein. Upon motion duly made, seconded and carried, it was ordered that the Town C&erk publish the following notice four times in a Jacksonville paper and post copies of same in accordance with the Charter. NOTICE OF COMPLETION OF PRELIMINARY TAX ASSESSMENT ROLL OF THE TOWN OF ATLANTIC BEACH, FLORIDA, FCR THE YEAR 1937. TO ALL WHOM IT MAY CON CM N: You are hereby notified that the preliminary tax assessment roll of the Town of Atlantic Beach, Florida, for the year 1937, has been completed and submitted to and approved by the Town Council. All persons desiring to have corrections thereof made, whether in the listing, valuation of property or otherwise, are required on or before the 7th day of September 1931 , at 8 o' clock P. M. to file with the Town Tax Assessor of the Town of Atlantic Beach, their petitions to the Town Council of said Town, setting forth their objections to the said assessment and'the correction that they desire made. The Town Council will meet at the Town Hall in the Town of Atlantic Beach, Florida, on the 7th day of September A. D. 1937, at 8 o' clock P. M. for the purpose of equalizing said assessments and making proper corrections therein. All persons who shall file petitions as aforesaid will be given the opportunity to be heard at said meeting. Upon motion of Mr. White, seconded by Mr. Rosborough, put and carried, the following resolution was adopted: RESOLUTION BE IT RESOLVED BY THE TOWN COUNCIL OF ATLANTIC BEACH, Section 1, That the Town of Atlantic Beach do and it hereby does make formal application to the Federal Government, through Works Progress Administration for funds and assistance in the erection of a Municipal Building and Auditorium, the said building to be erected on property of the Town of Atlantic Beach, which property is known as the Town Park and more particularly described as follows: All that portion of the abandoned right-ofrway of the • Mayport Branch of the Florida East Coast� 4iy/gy between the north line of Seventh Street ' easterly, in the Town of Atlantic Beach, Florida said strip being 160 feet wide and three hundred feet more or less in length, lying in Government Lot 5, Section 16, Township 2, South, Range 29 East, Duval County Florida, #5 and on that particular portion necessary to accommodate the building as called for by the plans and sketches now on file in the office of the Town Clerk, situated on the 'Southwest corner of the above described property; Section 2. That the City Supervisor, C. R. Frazier, be, and he hereby is, instructed to prepare an application at the earliest possible date for tendering to the office of the W. P. A. of the Federal Government . Section 3. That the Council do, and it hereby does, pledge that funds will be available for the Sponsor' s Donation immediately upon the acceptance and approval by the Government of the application to be filed. Mr. Barwald presented a sketch prepared by the County Engineer, J. 1.. Long, showing certain strictures, obstructions, etc., in the East Coast Drive, which, it is contended, would forego a favorable consideration and recommendation by the County Corrun_ssioners on the proposal to turn this thoroughfare over to the County Commissioners of Duval County as a county road. All of these matters were previously discussed between the County Engineer, 1+Ir. Barwald and the City Supervisor for the Town of Atlantic beach. Further study is to be given to the problems in an effort to, if possible, eliminate as far as practicable the objections offered by Idr. Long.
