AT THE TGWN HALL SEPT. 15, 1937, AT 8, P. Y.

Mayor Geo. H. Smith, C. C. Howell, Jr. , the Town Atty. , and
C. R. Frazier, City Supervisor, acting as Clerk, were also present.
The meeting was called to order by the President and upon
motion of Mr. Thompson, seconded by Mr. Brooke G. White, the read-
ing of the minutes of the last Regular Meeting, was postponed to
the next regular meeting.
Mr. C. C. Howell, moved the reading of an Ordinance to
adopt the Assessment Roll and Fix the Rate of Taxation for the
year 1937. After third and final reading, upon motion of Mr.
Howell, seconded by Tar. White, the ordinance was unanimously passed.
The Chair presented a report from Special Auditor James,
showing final and corrected audit of Seawall construction cost, which
on motion of Mr. White, seconded by Mr. Howell, put and carried, was
ordered accepted and spread on the minutes.
A lenghty discussion of this report was had. Mr. Brooke
G. White, Jr. , explained several of the details. After this dis-
cussion, the Chair by unanimous consent, asked that the Chairman of
the Finance Committee, prepare a letter to all ocean front property
owners, explaining in detail the revised sat up and to prepare and
forward to those who have signified their desire to pay the whole
amount, a statement showing exactly the amount now due on the ac-
count as a whole.
The following motion was presented by Mr. White, second-
ed by Mr. Howell, put and unimously passed: -
BE IT RESOLVED BY THE TOWN COUNCIL OF ATLANTIC BEACH,
FLir;IDA:-
SECTION 1. TI At the Town Council of Atlantic Beach do and
it hereby does, make an assessment against each Ocean Front prop-
erty owner an annual installment in the amount set forth in the
Special Final and Corrected Audit Report of B. E. James herein-
eefore adopted and spread upon the minutes of the present meeting,
together with an assessment for accrued interest, at the rate of
4% due the Government on the outstanding bonds, such assessment to
be ride as of June 1, 1936.
SECTION 2. That the Town Council do and it hereby does
declare such assessments for annual installments delinquent if not
paid on or before the first day of October 1937, and subject to a
penalty of 1% per r:c;:','i for each month thereafter such assessments
and interest remain unpaid, and shell, in the event it beeenes ne-
cessary for the Town Attorney to make collection, be subject to an
additional 10o attoreeyts fees for collection without suit as here-
tofore provided by Ordinance.
It wa3 also suggested by Mr. White that separate accounts
be set up for retiring the principal bonds and for interest account.
This suryestion was unanimously adopted.
410 The matter of the East Coast Drive was presented by the
Chair.
The City Supervisor was asked to read a letter addressed to
the Board of County Commissioners by the County Engineer in which the
County Engineer recommended the acceptance of the East Coast Drive as
a County Road, if and when proper widths and other stipulations are
complied with. The Chair asked the City Supervisor to explain each item
of the letter. After e, discussion it was decided that the follow-
ing letter be sent to each of the property owners along East Coast
Drive.
Atlantic Beach, Fla.
Dear Sir:-
The growth of our Town demands an improvement in our
street situation, particularly through streets running North and
South. East Coast Drive is the only street in which the Town
clearly exerts control, Ocean Boulevard being involved between
7th and 10th streets.
The Council feels that it will be highly advisable to im-
prove East Coast Drive from Atlantic Boulevard to 16th St. and
the object of the present is to acquaint you with the situation and
submit the following plans:
1. Tender the whole East Coast Drive from Atlantic bou-
levard to 16th St. to the County as a County Road. In this case,
the County has agreed to accept the Road and build it at County
expense and maintain it in the future. However, the County will
not accept the Drive at its present width.
2. The Town to build the Road at its present width and
at the expense of the Town. Assuming Government aid would be ob-
tainable, the expense on the Town a:; sponsor would be considerable,
resulting in assessment of approximately $1.00 per front foot against
abutting property owners with future maintenance expense to be assumed
by the Town. It is not considered that the present width of the
street, however, would be ample.
It would appear that property owners along the entire
Drive would fare much better if each would donate five feet off
their property so that the Drive would be acceptable to the
County and this letter is addressed to you for the purpose of ob-
taining your opinion. The future course of action to be pursued
by the Council will be determined by the replies received from
the property owners. Condemnation proceedings are not being
considered and it is the present feeling that unless there is
a unanimous donation, it will become necessary for the Town to at-
tempt the second plan or some other that might possibly be sug-
gested.
Please file with the Town Clerk at the Town Hall at once
a reply, indicating your opinion of the matter and whether or not
you are agreeable to a donation to the Town of a five foot front-
age of your property.

City Auditorium. After some discussion , upon motion of Mr. Howell,
seconded by Mr. Thompson, put and carried, the President of the Council
and the City Supervisor, were directed to sign all necessary papers and
submit the application forthwith to the Government.
There being no further business for consideration, upon mo-
tion put, seconded and carried, the meeting adjourned.

For The Year 1937, And To Determine And Fix The hate of Taxation
And hake The Annual Tax Levy Of The Year 1937.
LE IT ORDAINED BY 'IHE MAYOR AND TOWN COUNCIL OF THE 07:11
OF ATLANTIC BEACH, FLORIDA:
SECTION 1: That the tax assessment roll of the Town of
Atlantic Beach, heretofore submitted to the Town Council by the
Town Tax Assessor, as thereafter and heretofore considered and
acted upon by said Town Council, be, and it hereby is, approved
and adopted, as the tax assessment roll of said Town for the year
7.937.
SECTION 2: That upon all the taxable property in and
of the Town of Atlantic Beach, assessed upon the said tax
assessment roll of said Town for the year 1937, as t' us adopted
and approve(] by the Town Council, there is hereby levied, for
all Town purposes for said year (except for payments due or to
become due upon Seawall Bonds) , a tax of 8i mills.
SECTION 3: That upon allthe taxable property in and
of the Town of Atlantic Beach, asses ,ed upon the said tax ass-
essment roll of said Town for the year 1937, as taus adopted and
approved by the Town Council, there is hereby levied, for pay-
ments due or to become due upon Seawall Bonds in said year, a tax

SECTION 4: That the rate of taxation upon all said prop-
erty, so assessed upon said tax assessment roll, for and on account
of the several purposes aforesaid, is hereby determined and fixed
at the total rate of ten mills upon each Dollar of the valuation
assessed on said roll for and in respect of each 'p►arcel;tof property
thereon assessed severally and respectivelt*# .
