05-04-36 v I:EGULAR. MEETING OF THE `DOWN COUNCIL OF ATLANTIC BEACH, HELD MAY 4th, 1936, AT 8 O ' CLOCK, P. M., AT 'IPE TOWN HALL. PRESENT :- Lawrenc e K. Tucker, Jr. , George B. Stallings, E. H. Thompson, James D. Palmer, - J. M. Bradfield The meeting was called to order by Yr. Lawrence K. Tucker, Jr., President. Upon motion made, seconded, put and carried, the reading of the minutes of April 20th, 1936, was disrensed with. Upon notion of Mr. Thompson, seconded by Lir. Falmer, put and carried, the following bills were approved and authorized paid. • Harvey Mabry - 105 of $198.65 Delinquent Taxes collected - ? 19,86 James E. F. & F. $54.29 25.00 ?210.32 There being a number of citizens present who were interested in the proposed waterworks franchise, the president took up this subject first. Mr. C. E. Richheimer explained his proposition after which there was a general discussion,upon conclusion of which a motion was made by Mr. 1 almer, seconded by Mr. Stallings, put and carri ed: "That action be deferred on the \.aterworks Franchise for a period of thirty to sixty days, and that -in the event a franchise of better rates and schedules is not presented within that time, then we will call an • . .election on the rates and schedules, on the ratter . .before the •board, costs of said election to be paid by Mr. Richheimer." -Ligon motion of Mr. Palmer, seconded by Mr. Thompson, i:ut and carried, Hr. Stallings was appointed to report on waterworks si tuati on. The selection of a school site, having come up for dis- cussion, it was ascertained that plans for a school building, to be located at one of the beaches, have been approved but that no site has been selected. It was stated that the only site offered, free of cost, was that in Atlantic beach, same to be donated by Er. Harcourt Bull, Frovided it be accepted as a locationfor the proposed school. It was pointed out that the sites offered at the other beaches, consisted of land, which would not only have to be purchased but which were low and would actually necessitate filling in. . In order to bring all pressure to bear on the situation for the establishment of the school here in Atlantic peach, a motion was made, seconded, put and carried, that Mrs. 1;. H. Adams, Jr., who has node a study of the codditions• and is familiar with all it ' s phases, be appointed chairman of a committee, whose work should be to secure this advantage for Atlantic beach, and that she have power to appoint her own committee. In accordance with the request of the Council that the City Planning Board advise from time to tine what it considered the pr oblems in it ' s report, which should receive immediate attention, Mr. Smith, Chairman, suggested a permanent Planning Advisory Board and mentioned names of five persons whom he be- lieved, would be glad to serve. Thereupon a motion was made by Lair. Palmer, seconded by Mr. Stallings, put ar_c carried that Mr. Smith be made permanent Chairman of such a board, with power to appoint the other members. The following improvements were recommended: that lots . be cleaned pf weeds and trash, and that suitable street marking posts he erected at all intersections on Ocean. Boulevard and East Coast Drive. Thereupon a motion was made by Mr. Bradfield, seconded by Mr. Thompson, put and carried, that the foregoing recommendation . be accepted in regard to removing of weeds and trash from lots in the built-up area and that a letter be sent to owners of privately owned lots, giving two weeks notice to clean same or•the town would do so. A motion was made by Mr. Palmer, seconded by Mr. t)tall .ngs, put and carried that Col. . Stolbrand obtain estimates . • .for street markers. A'motion was made by Mr. Palmer, seconded by Mr. Thompson, put and carried, that 0200.00 be paid on the pr incipal, ' "together with 022.50 interest due, on .the mortgage to Gulf Life Insurance Co., on property used as a park site and adjacent to Town 'Hall lot . A motion -.ras made by Mr. Palmer, seconded by Mr. Stallings, put and carr: , that the Town Treasurer, Mr. Osborne, pay Gulf Life Insurance Co. the interest on the balance of the mortgage each quarter , as it falls due. . Mr. Osborne, Treasurer, submitted his usual monthly state- ment which was ordered filed and a certified balance, signed by J. L. Dart, Comptroller, on the four different accounts, stating that on April 30th, 1936, the balance on each was as follows: Construction Account .5 2,440.93 Town of Atlantic Beach ad ,.valorem Int .
