Upon motion put, seconded and carried, the reading of the minutes of the Regular Meeting of Dec. 6th, was waived and the Clerk then read the minutes of the Special Meeting of Dec. 22nd. Note 1.27 7.72 $319.37 The Clerk called to the attention of the Council, the mat- ter of the complaint of Mr. Frank Bisbee, Re- Assissment of his prop- 410 erty and was instructed to advise Mr. Bisbee, that as the tax Roll for 1934was made up and accepted, same could not now be altered and his complaint not having been presented until several months after the Equalization Board Meeting of Sept. 10th, 1934, this matter would be taken up when the 1935 assessment roll is made up. A motion was made by Mr. Palmer, seconded by Mr. Thompson, put and carried, that the Council execute and send to Mr. James Y. Wilson, a petition for FERA labor for grubbing, grading and clearing certain streets in Atlantic Beach. A letter from James E. Cotton, State Engineer was read, which was ordered spread upon the minutes as information and is in words and figures as follows:- Tallahassee, Florida, January 19, 1935 To the Town Council Atlantic Beach, Florida. Attention:- Mr. Lawrence Tucker, Jr. President. Gentlemen: In accordance with advertisement of the Town Council in- viting proposals, to be opened December 22, 1934, for the construc- tion of the Atlantic Beach Seawall Project, P. V.. A., Docket No. 962, four bids were received for the building of this wall (referred to in the specifications and proposal as type "C" wall.) The bids were reviewed and tabulated in this office as indicated by the tabulation forwarded herewith. It is our deter- mination that the North American Construction Company is the low- est bidder, and a contract entered into with this company for the Construction of 5, 651.5 feet of seawall @ $24.40 per lin. ft 1137, 896.00 of 2 Ramps (Primary Bid) @ $4,477 8,954.00 of 85 steps @ $22.50 . 1, 912.50 Cu. The President called upon Col. Gilbert A. Youngberg for his report, which is in words and figures as follows:- Jacksonville, Florida. January 21, 1935 The Town Council, Atlantic Beach, Florida. Subject: Atlantic Beach Seawall, Gentlemen:- 4111 Pursuant to duly published Public Notice, bids were re- ceived and opened on December 22, 1934, by the Town Council for the construction of a seawall of that certain type designated "C", to- gether with two ramps, stairways and backfill, all as described in the Specifications. Bids were received from four different bidders, viz; Atlantic Shell Company, Okeechobee Construction Company, North American Construction Company and Shore Line Builders, Inc. The proposals were referred to your engineers for tabu- lation and report and we submit tabulation herewith. Bidders were permitted to offer bids based on the use of either new or second-hand steel rails, on the use of reinforcing metal known commercially as billet steel or rail steel and also or the use of new or senond-hand steel sheet piling in the cut-off walls of the ramps. This condition resulted in certain differentials as to the costs of materials and in compliance with instructionsrfrom the PWA authorities, these differentials were insert in the Spe- difications in order that bids might be canvassed bn a pre-estab- lished and fixed basis of values as follows: Jany.21, Pg. 2 Differential between new and second-hand steel rails $8480.00 Differential between billet steel and rail steel re- inforcing metal 534 .75 Differential between new and second-hand steel sheet piling343.20 Total differential $935' 7-- An examination of the bids of the Atlantic Shell Company and the Okeechobee Construction Company, will show that they are so much higher than the other two bids that they can not be con- sidered. The bid of the Shore Line Builders, Inc. was based on second-hand steel rails, on rail steel reinforcing metal and on second-hand steel sheet piling, resulting in a total of $145,461,02. The bid of the North American Construction Company was based on new steel rails, billet steel reinforcing metal and new steel sheet piling, resulting in a total of $148,762.50. The figures above do not include the cost of sand back- fill for the reason that the volume of fill can not be determined until the time comes for the work to be done; noe do the figures include the cost of the transverse cut-off wall for the reason that the exact location and full details of construction can not 4410 be determined until the work is to be done. However, after adjusting the bid of the Shore Line Build- ers, Inc. by applying the differentials corresponding to the va- rious types of materials, then the total bid of the said company becomes $154,818.65. It thus appears that, in accordance with the Specifications which embody the requirements of the Public Works Administration, the North American Construction Company is the lowest bidder, as announced in a letter from the State Engineer, Public Works Admin- istration, dated January 19, 1935 and addressed to the Town Council, Atlantic Beach, Florida. It is our opinion that the North American Construction Company is qualified in all respects to enter into contract with the Town and to perform the work and we therefore recommend that the Town Council award the work and enter into contract with the said North American Construction Company of Jacksonville, Florida. The tabulation referred to in above report and submitted therewith, was ordered filed. Upon consideration of said report, Councilman Jas. D. Palmer, offered the following resolution, which was seconded by Councilman J. M. Bradfield WHEREAS, bids submitted to the Town Council of Atlantic Beach, and opened December 22, 1934, for the construction of the Atlantic Beach Seawall Project, were referred to Hills & Youngberg, Engineers for the Town, for tabulation and report; and, WHEREAS, Hills & Youngberg have submitted their tabula- tion, report and recommendations; and, WHEREAS, from the said tabulation and report, and said bids, it appears that the North American Construction Company, a corporation, is the lowest and best responsible bidder for the construction of said seawall, using new Railroad rails in the seawall, and new steel sheet piling in the ramps and new billet steel for reinforcement of the con- crete; and, WHEREAS, it is to the best interest of the said Town to accept the bid and make the award of contract to North American Construction Company, a corporation; NOW, THEREFORE, be it resolved by the Town Council of the Town of Atlantic Beach, that the report, tabulation and recommendaSO - tions of Hills & Youngberg, Engineers for the Town, be and the same are hereby accepted and approved. Be it further RESOLVED that the North American Construc- tion Company, a corporation, is the lowest and best responsible bidder under the bids submitted December 22, 1934, for the con- struction of the Atlantic Beach Seawall project, said bid being: Construction of 5, 651.5 feet of seawall @ $24.40 per lin. ft. . . . . . . ; 4137,896.00 " of 2 Ramps (Primary bid) $4, 477.00 8,954.00 It of 85 steps @ $22.50 1,912.50 Cu. Company at the unit prices specifically set forth in the said bid, aggregating approximately $148,762.90, subject, however, to the approval of the Federal Emer410 - gency Administration of Public Works. Be it further RESOLVED that all other bids submitted for the construction of the Atlantic Beach seawall project on December 22, 1934, be and the same are hereby rejected, and the bidders+ bonds, or certified checks be returned to the unsuccess- ful bidders. Be it further RESOLVED that the President of the Town Council, and the Clerk, be and they are hereby instructed to execute on behalf of the Town, the contract with the North Ar^orican Con'truction Company, based upon the plans, specifications, the bid submitted, and this award, and that when said contract has been duly executed by the North American Construction Company, and sat- isfactory bond, as provided for in the specifications, delivered, that the certified check submitted by said North American Construction Company with it' s bid, be returned to it. Upon roll call the vote was; Ayes - Lawrence K. Tucker, Jr„ Geo. B. Stallings, E. H. Thompson, J. M. Bradfield, James D. Palmer. Nays - None, and the resolution was unanimously adopted.
