The meeting was called to order by Mr. Lawrence K. Tucker,
Jr., President.
The minutes of the meeting of March 4th, were read by the
Clerk and approved as read.
Upon motion of Mr. Stallings, seconded by Mr. Bradfield,
put and carried, the following bills were approved:-

A motion was made by Mr. Bradfield, seconded by Mr.
Stallings, put and carried that the Bond of M. V. Osborne, Treas-
urer, handling proceeds of Seawall Bond Issue of Town of Atlantic
Beach, issued by the Hartford Accident and Indemnity Co. of Hart-
ford, Conn. in the Amount of $75,000.00 and dated the 15th day of
March A. D. 1935, be approved.
A resolution was offered by Mr. Bradfield, seconded by
Mr. Stallings, put and carried, as follow s:-
"Be
:-
"Be it resolved by the Town Council of the Town of
Atlantic Beach, Florida, that M. V. Osborne, Treasurer of the
Town, be and he is hereby authorized to pay all bills for the
construction of the seawall, only when the same have been approv-
ed by the Town Engineer, the P . W. A. Engineer a nd the Presi-
dent of the Town Council; except all bills for engineer and le-
gal service and miscellaneous, shall be paid by the Town Treas-
urer, only when such bills have been approved by the Town Council
in open session.
Capt. Arthur W. Platt of the Life Saving Corps of Jack-
sonville Beach, gave an interesting and impressive talk on the
great need of a First Aid Station at the foot of Atlantic Boule-
vard at the ramp between Atlantic Beach and Neptune. He stated
that Neptune had agreed to furnish one half of the expense of a
building, the total cost of which had been estimated as $300.
three hundred dollars and he urged that Atlantic Beach co-
operate with Neptune and The Life Saving Corpp in this project
for which there is such urgent need. At the conclusion of his
talk, a motion was made by Mr. Bradfield, seconded by Mr. Stall-
ings, put a nd carried, that the Town pay one half of the expense
of this three hundred dollar building.
The question of transportation to and from the Beaches
having come up for discussion, Councilman Bradfield introduced
the following resolution, which was seconded by Mr. Stallings
and unanimously adopted, all the councilmen present voting
therefor:-
WHEREAS It is of great importance to the citizens of At-
lantic Beach and to the residents of the Beaches generally to
have a cheap and sufficient public transportation to and from
the City of Jacksonville, and the residents of therCity of Jack-
sonville, are also desirous of accomplishing the same result, a nd;
WHEREAS The Beach is no longer merely a summer resort for
the spending of vacations, but there are now many year round resi-
dents at the beaches that work, or have offices in the City of
Jacksonville, and make the daily trip.
NOW THEREFORE BE IT RESOLVED by the City Council of the
Town of Atlantic Beach that they do respectfully recommend to
our Legislative Delegation in Tallahassee that they use their
best efforts to secure the passage of such legislation at the
present session of the Legislature as will accomplish the fore,
going results.
BE IT FURTHER RESOLVED that a copy of this resolution
be sent to each member of said delegation."
"Two members of the Atlantic Beach Garden Circle, Mrs. C. P.
Wilcox, Pres. and Mrs. Harcourt Bull, each gave a short talk before
the Council, in which they brought out the fact that the Circle
was using every effort and influence to bring about a seaside beau-
tification project for Atlantic Beach, in the accomplishment of
which they had already contacted Mr. Richard Forester, head of
the Beautification Division of the FERA and Mr. Warren Baker, who
had each been to the beach and had wxpressed sincere interest in the
project and promised their aid in so far as possible.
They pointed out that no government funds were available
for beautification of any privately owned property but that the
property beautified must belong to the town and be for the bene-
fit and enjoyment of the public at large.
It was therefore suggested that the FEC Ry. Co. be asked
to contribute a strip of land adjoining the Town Hall and running
approximately 1200 ft. N & S and 160 ft. E. & W. bounded on the
S. by the North line of 7th St. and on the North by the South line
of 10th St. and on the East by the property of W. H. Adams and on.
the West by East line of Fla.East Coast Drive, same to be laid out
as a park and playground. It was stated that the Garden Circle
had resolved to make a request in writing to the FEC Ry. Co. for
this grant a nd asked that the Council co-operate with them and also
send in a like request. Whereupon the Chair referred the matter to
Mr. Earl Thompson, Chairman of the Public Works Committee."
In the name of the Garden Circle, Mrs. Wilcox extended to
the Council and their wives, an invitation to attend the regular
meeting of the Circle to be held at her Ocean Front House, on
Tuesday, April 9th, at which time Mr. Forester would be the
speaker of the afternoon.
In the name of the Council, Mr. Tucker thanked Mrs. Wilcox
for this invitation.
A motion was made by Lir. Bradfield, seconded by Mr. Stallings
put and carried, that the bill of expenditures, amounting to $1452.22,
laid- out by the Town on the seawall project, be approved and that Mr.
M. V. Osborne, Treasurer, be authorized to transfer this amount from
the money advanced by the government for seawall expenditures, to the
Town' s account, to reimburse the Town for said outlay.
A motion was made by Mr. Bradfield, seconded by Mr. Stallings,
put and carried that the treasurer, I,ir. Osborne, be directed to trans-
fer $200.00 from the General Fund of the Town to the Interest Fund of
the Seawall Bonds.
A motion was made by Mr. Bradfield, seconded by Mr. Stallings,
put and carried, that the Treasurer, Mr. Osborne, be authorized to
pay to Hills and Youngberg, the Town' s engineers for the Seawall pro-
ject, the following three emounts, totaling $2500.00.

A motion was made by Mr. Bradfield, seconded by Mr. Stall-
ings, put and carried that, Mr. Osborne, the Treas. be authorized
to place the money received from the Government, in the following
accounts:-
Town of Atlantic Beach, Construction Account.
Town of " " Special Assessment Interest Ace., 83%
Town of " " Ad Valorem Int. Account, 17%
The marshal, Mr. Cronwalt, called the attention of the
Council to the recent fire and commended the efficient work and
valuable a ssistance given by the men which Duval County had work-
ing on the road and a lso the same service performed by those employed.

out that the Fire Dept. of Jacksonville Beach had responded to a call
for assisstance but advised that they had not been given the financial
backing which. the Town of Atlantic Beach had promised. Thereupon the
Clerk was instructed tc look this matter up and ascertain what ar-
rangements were agreed upon and to carry out the terms of the resolu-
tion as set forth in the minutes.
The question of an additional strip of land adjacent to and
extending from that on which the Town Hall stands, having come up
for discussion, it *as acertained that Mr. V . H. Adams, Sr., the
owner, was willing to release the land in question for $500.00 and
would accept credit on his taxes at some future date for this amount.
The purchase price of the original strip had been agreed up-
on as $1500.00 and the Town having paid $1317.50 on this amount.
leaving a balance of $182.50 Mr. Adams. 6xpressed willingnes's to
likewise accept credit on his taxes at some future date for this
amount, also.
A motion was made by Mr. Palmer, seconded. by Mr. Stallings,
put and carried, that the price and arrangements were reasonable a nd
.satisfactory and that they be accepted subject to abstracts being
brought down to date and title proved good and merchantable or in
lieu of abstracts, title insurance be provided.
Mayor Sugg presented a written list of criticisms of the
seawall work as at present being carried. on.
Upon the conclusion of the reading of these complaints, the
President requested Col. Youngberg, the Town' s Engineer, to explain to
those present the technical points in certain parts of the work being
done, for their better understanding.
Col. Youngberg then took the criticiwms point by point and in
an able manner showed conclusively that each and every criticism was
in error, which was apparently satisfactory to those present as there
were no questions and no further discussion.
There being no further business for consideration, upon motion
put, seconded and carried, the meeting adjourned.
