The meeting was e led to order, by Mr. Lawrence K. Tucker,
Jr., President.
The reading of the minutes of the previous meeting of Aug.
5th, was waived.
Upon motion of Mr. Stallings, seconded by Mr. Palmer, put
and carried the following bill was ordered paid:-

A motion was made by Mr. Palmer, seconded by Mr. Stallings,
put and carried that:- •
BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF
ATLANTIC BEACH:-

EACH:-
aECTION 1: That the Town of Atlantic Beach proposes to •
exercise the powers granted it by Senate Bill #515, enacted by the
Legistature of 1935, to construct a municipal water-works and pro-
. vide a water supply for. domestic, mynicipal: and industrial purposes
within and contiguous to the territorial limits of the• town, and to
finance the construction of said project by the issuance of mort-
gage revenue certificates or debentures secured by a lien only up-
on the property and revenues of. such municipal water-works. The
cost of such water-works is estimated to be sixty-five thousand
dollars (165,000.00) .
A motion was made by Mr. Palmer, seconded by Mr. Stallings,
put and carried that the following APPLICATION RESOLUTION be adopted:-

A resolution authorizing the Town of Atlantic Beach
to file an application. to the United States of America
through the Federal Emergency Administration of Public
Works_ for a loan and grant to aid in financing the
construction of A MUNICIPAL WATER WORKS
and designating GILBERT A YOUNGBERG to furnish
. such information as the Government may request.
Be it resolved by the Town Council of Atlantic Beach, Flor-
ida
SECTION 1. That E. H. Thompson, a member of and Vice Pres-
ident of the Town Council, be and he is authorized to execute and
file an application on behalf of the Town of Atlantic Beach to the
United States of America for a loan and grant to aid in financing
the construction of a MUiICIPAL WATER WORKS.
SECTION 2. That Col. Gilbert A. -Youngberg, Engineer and
C. E. Pelot, Atty. be and they are hereby authorized and directed
to furnish such information 'as. the United States of America, through
the Federal Emergency Administration of Public Works may reasonably
request in connection with the application which is herein author-
ized to be filed.
A motion was made by Mr. Palmer, seconded by Mr. Stallings,
put and carried that Mr. Thompson, as Chairman, Public Works Com-
mittee, be authorized to advise Ivir. Scott L. Loftin, Receiver FEC
Ry. that it is unanimously agreed by the Council that the Town
buy the FEC Ry. Co. abandoned right of way, adjacent to the Town
Hall, extending along North side of 7th St. , West to FEC Drive,
thence along East Coast Drive to North line of 8th St; from thence
East to East line of right of way and along same South, back to 7th
St., for the cash price of $1500.00, pursuant to agreement arrived
at during a conversation between Mr. Thompson and Mr. Loftin, said
agreement subject to approval of the Trustees and the Court.
A motion was made by Mr. Stallings, seconded by Mr. Thompson,
put a nd carried that Mr. J. A. Reid be appointed municipal judge.
Mr. Geo. Blum of Neptune Beach, being present, proposed
that, as Neptune has a large fire engine but not adequate hose
and Atlantic Beach has hose but no fire engine, the Voluntier
Fire Department of Neptune render "service" in exchange for At-
lantic Beach hose.
Whereupon it was suggested that no doubt fir insurance
rates would advance in Atlantic Beach, should this hose be teans-
ferred to Neptune.
A motion was then made by Mr. Palmer, seconded by Mr. Thomp-
son, put and carried, that Mr. Stallings be deputised to phone the
office of Tucker & Tucker and ascertain if this procedure would
raise the insurance rate_ in atlantic Beach.
A motion was made by Mr . Palmer, seconded by Mr. Stallings,
put and carried, that the Clerk be instructed to write the County
Engineer in regard to a piece of old wreckage on the beach., just .
North of Atlantic Beach Hotel, advising that said wreckage is
dangerous and that several people have already been severely in-
jured on account of it and asking that this peril be removed.
Mr. Thompson, Chairman Public Works Committee advised
that the lowest and best bid submitted to him for mucking and
grassing street ends had been made by B. B. McCormick & Sons Inc.
for $425.00. Whereupon a notion was made by Mr. Stallings, second-
ed by NIr. Palmer, put and carried, that this bid be accepted.
A motion was made by Mr. Stallings, seconded by Mr.
Thompson, put and carried, that :-
AN ORDINANCE Regulating the Manufacturing, Selling or in
any wise dealing in liquors, wines, beers, or other beverages,
containing more than one per cent (1 ') of alcohol by weight;
Fixing the license tax; restricting the location of such business;
and providing penalties for the violation of this ordinance, be
ordained by the mayor and Town Council, which ordinance was pas-
sed forthwith on the first and second readings.
A motion was made by Mr. Stallings, seconded by Mr. Thomp-
son, put and carried, that the liquor license run from October to
October and that the license from this date, Aug. 8th, until Oct. 1st
be apportioned as $75.00.
There being no further business for consideration, tpon
motion put, seconded and carried, the meeting adjourned.
