11-04-35 v REGULAR MEETING OFTHE TOWN COnCIL OF ATLANTIC BEACH HELD NOVEMBER 4th, 1935, at 8 o' clock P. M. at the Town Hall. Present:- Lawrence K. Tucker, Jr. Jas. D. Palmer, Geo. B. Stallings E. H. Thompson The meeting was called to order by Mr. Lawrence K. Tucker, Jr., President. foe ,aqn motion of Mr. Palmer, seconded by Mr. Stallings, put, and carries �the minutes of the regular meeting of October 14th and the Equalization Meeting of the same date and the Special Called Meeting of October 18th was waived. Upon motion of Mr. Thompson, seconded by Nr. Stallings, put and carried, the following bills were approved: Bisbee-Baldwin Corp. Fire and Theft on Truck --$10.10 Jacksonville Journal-Notice Completion Prelim- inary tax assessment roll- 7.50 Clifford A.Payne,Co. Premium-Bond of E. J. Candee, Clerk - 20.00 H. B. Burke,Surveyor Block adjoining Town Hall- 10.00 $69.45 Upon motion of Mr. Thompson, seconded by Mr. Stallings, put and carried, the clerk was instructed to notify Clifford A. Payne Co. , Inc. to cancel bond of M. V. Osborne, Treasurer, taken out through Hartford-Indemnity Co. , under date of March 15, 1935, same to be cancelled as of Oct. 19, 12 M, 1935. Councilman Palmer presented a resolution as follows: WHEREAS, the Engineers for the seawall structure have submitted letters to the owners of ocean front lots relative to the removal or retention in place of the steps; and WHEREAS, twelve (12) ,owners have indicated that they desire their steps removed for the winter season and will assume the responsibility for the replacement thereof when said owners shall need the steps; NOW, THEREFORE, BE IT RESOLVED that the Town Council do, and it hereby does, instruct its engineers to arrange with the contractor for the removal of the steps of the twblve (12) owners indicated; and BE IT FURTHER RESOLVED that the engineers arrange with the contractors for repair and replacement of all other steps, whether belonging to private owners, or to the Town, . at suitable times preceding the final examination of the structure; and BE IT FURTHER RESOLVED that the disposal of the steps as aforesaid shall not be held as a failure on the part of the contractor to comply with the specifications and re- quirements of the contract, nor shall it operate to prevent the Town Council from accepting the structure as complete in all respects. PROVIDED that the structure is complete in all other respects, with the disposal of the steps as above indicated. Page 2 Upon motion of Councilman Palmer, seconded by Councilman Thompson, the resolution was unanimously adopted. A letter from Mrs. H. L. McCullough was read in which she stated that owing to the inadequate mucking of the street between her property and the estate of the J late W. H. Macduff, sand was being blown onto her premises and into-her house, which caused a most annoying situation. Upon motion, put, seconded and carried, this matter waw- referred to the Chairman of the Public Works Committee. The question of the liquor ordinance not yet having been settled, but not being of immediate concern, upon motion of Mr. Palmer, seconded by Mr. Stallings, put and carried was voted tabled temporarily. The question of the report submitted by Mr. Geo. H. Smith as Chairman of the City Planning Committee as to the water supply for the Town, having been brought before the Council, a motion was made by ivir. Palmer, seconded by Mr. Stallings, put and carried, that Mr. Smith' s report be given full consideration as soon as the Council receive information from the Government as to the status of their application for water works project, which is now pending. Mr. Smith submitted his third report to date, this last being on the subject of obtaining a High School for Atlantic Beach. Upon the conclusion of the reading of this report a committee composed of the following was appointed to confer and work out a plan for the furtherance of this project: Messers J. C. Outler M. W. Pruitt H. P. Meyerson Finley Tucker Robert Milam Chalmers D. Horne R. Marks Frank Norris C. P. Wilcox Geo. H. Smith Gen. Sumpter L. Lowery aided by the following ladies: Mrs. Gordon Wright " C. P. Wilcox " W. R. McQuaid " W. H. Adams, Jr. " Harcourt Bull and Robt. R. Sugg, Mayor, the Mayor being ex-officio member of all Committees. Mr. Osborne, Treasurer, submitted his usual financial report, which was ordered filed, and a certified statement of balance which is in words and figures as follows: Jacksonville, Florida.
