02-05-34 v REGULAR MEETING OF THE TOWN COUNCIL OF ATLANTIC BEACH, HELD FEBY. 5, 1934 AT SIX O' CLOCK, P. M. PRESENT:- Lawrence K. Tucker, Jr., Jas. D. Palmer, J. M. Bradfield, E. H. Thompson, Geo. B. Stallings, and Harvey Mabry, Atty. The meeting was called to order by Mr. Lawrence K. Tucker, Jr. , Chairman. The Clerk read the minutes of the meeting of Jany. 2nd, which were approved as read. Upon motion of Mr. Bradfield, seconded by Mr. Thompson, put and carried, the following bills were approved:- Ocean Beach Hotel Co. Sugg, Gas and Oil, CWA Telephone calls 11.85 $129.07 A motion was made by Mr. Palmer, seconded by Mr. Bradfield, put and unanimously carried, the the CWA work agreement covering project 16-123, Town of Atlantic Beach, Duval County, Florida, showing the necessity for Federal funds for Civil Works projects, be signed. A motion was made by Mr. Palmer, seconded by Mr. Stallings, put and carried, that the Mandalay Co. Be instruct- ed to move three hydrants on Beach Ave., between 13th and 15th streets,which are now in the street and constitute a menace to transportation. In case the Mandalay Co. have not complied with these instructions by Friday night, Feby. 9th, that the Ocean Beach Hotel Co. be employed to move the hydrants above referred to and the Mandalay Co. be notified that this ex- pense will be made a charge against it by the Town of Atlantic Beach. The following RESOLUTION was offered by Mr. Brad- field, seconded by Mr. Palmer, put and carried:- "THAT MAYOR SUGGS AN]) SUPERVISIONG ENGINEER BUR- ROUGHS BE AUTHORIZED to prepare and present to the CWA au- thorities a new set-up to continue and finish Project 16-123 under the new CWA appropriations commencing February 15th." This set-up is to include not only labor and mater- ials for the completing of the work under the former appro- priations but is also to include a permanent binder for the shell streets, continuation of the Plaza to the Mayport Road, Sherry Drive to the Plaza and Salt Air Avenue from Atlantic Boulevard to the intersection of the Plaza Mayport Road. Upon motion of Mr. Stallings, seconded by Mr. Bradfield, put and carried it was decided that police officer Crnnwalt be allowed five dollars extra, a month for gas, instead of the five gallons of gas formerly appropriated for each week-end. This brings his monthly salary up to $65.00. Mr. Palmer made a report as Chairman of Transportation Committee, to the effect that said committee met with the com- mittees of the other Beach municipalities in discussion of the bus question. It was the consensus of opinion that the three municipalities could own, controll and operate a bus line be- tween the Beaches and Jacksonville and make it a paying prop- osition. Mr. Palmer reported that a plan to that end is be- ing worked out by which they hope to have adequate bus service in operation by May, which will be of benefit to local people, as well as visitors and that this plan will be later submitted for approval. Mr. M. V. Osborne, Treas. not being able to be present, submitted thru Mr. J. M. Bradfield, his monthly, financial state- ment, which was ordered filed and, also a certified statement of the Town' s bank balance which is in words and figures as fol- lows:- Florida Nat' l Bank. Dear Sir:- We hereby certify that the balance standing to the credit of the account of : M. V. Osborne, Treasurer As shown by our books at the close of business January 31, 1934, was: Four hundred eighty-two and 69/100 dollars. ($482.69) Yours very truly, (Signed) J. L. Dart, Comptroller. Mr. Tucker made a detailed report on what had been done to date on the Seawall, at the conclusion of which a motion was made by Mr. Palmer, seconded by Mr. Bradfield, put and carried, that the President' s report be approved and his action in the matter commended. Mr. Stallings reported that in regard to his assign- ment to see all interested parties in regard to front strip of property, the title to which is now in name of Harcourt Bull, he had contacted all concerned and that they had unanimously refused to purchase deed to property. Thereupon, Mr. Tucker, appointed a Committee, com- posed of Atty. Mabry, Mr. Palmer and Mr. Stallings to get in touch with Mr. Bull and see what can be done in regard to this matter in order that the project may not be held up.
