03-05-34 v 111, REGULAR MEETING OF THE TOWN COUNCIL OF ATLANTIC BEACH, HELD MARCH 5th, 1934 AT 8 O'CLOCK, P.M. 106 - PRESENT:- Lawrence K. Tucker, Jr. , Jas. D. Palmer, E. H. Thompson, Geo. B. Stallings. Atty. Mabry, NOT present. The meeting was called to order by Mr. Lawrence K. Tucker, Jr. , Chairman. The Clerk read the minutes of the meeting of Feby. 5th, which were approved as read. Upon motion of Mr. Thompson, seconded; by Mr. Stallings, put and carried, the following bills were approved:- Col. Gilbert A. Material & work Removing Hydrant20.00 $144.54 It was the unanimous opinion of the Council, regarding the status of the Seawall, that the only thing needed to consumate the arrangements, was the presence in Washington of an interested person, equipped with the necessary kno*ledge and the force to put it into action. Thereupon a motion was made by Mr. Palmer, second- ed by Mr. Stallings, put and carried, that Mr. Tucker as President of the Council, instruct Mr. John E. Mathews, should he deem it necessary, to go to Washington and bring back the contract. Mr. S. H. Berg, being present in person, pointed out that the C.W.A. work on Beach Ave., had raised the grade to such an extent that he had been obliged to build a brick wall and have other work done in order to protect his house from the water which settled back during rains. He affirmed that in his opinion the town should reimburse him for money thus spent. There- upon, Mr. Tucker appointed the Public Works Committee to look into this matter. Mr. Albert A. Stoddard was present and advised that he had two projects which he wished to present to the council. The first was as follows:- That the public fountain, called the Town Pump in San Marco, So. Jacksonville, being a sightly place, permission had been obtained, to have this painted and suitably lettered, cal- ling attention to andgiving direction to the Beaches. The ex- pense for this enterprise, having been ascertained, it was i�ro $osed that the three beaches share this equally, which made it 15 .00 each. Thereupon a motion was made by Mr. Palmer, seconded by Mr. Stallings, put and carried, that the Clerk be instructed to draw a warrant in favor of Mr. Stoddard, in the amount of $15.00 411) to be used for this advertising of the beaches. • Mr. Stoddards second proposition was in regard to the Boy Scouts. He pointed out that while several years ago there had been a Scout Troop at the beach, it had disintegrated thru lack of proper organization. He said that times had changed since then and there were at present many boys of suitable age living at the beaches and that these boys were anxious to organize. This would mean that they had to obtain a charter, repaid the building which had been loaned for them to meet in etc., all of which would require funds and as this organization is of Civic benefit where-ever started, he proposed that the three beaches should each contribute $20.00 to this aim. 411/ Thereupon a motion was made by Mr. Stallings, seconded by Mr. Thompson, put and carried that a committee of three be ap- pointed by the Chair to look into this matter and report to the Council as to the advisability of this project. Mr. Tucker ap- pointed the following:- G. B. Stallings, J. C. Cutler and W. H. Adams, Jr. Mayor Sugg advised that it was absolutely necessary to obtain oil sufficient for oiling three miles of streets. That the requisition was already in but that it did not seem to be forthcoming. The streets had been shelled arra were in readiness to have the oil applied. Thereupon a motion was made by Mr. Stallings, seconded by Mr. Thompson, put and carried, that a committee be appointed to push this matter. Accordingly Mr. Tucker, appointed Mr. Palmer, Mr. Stallings and Mr. Thompson, a committee of three to look into the situation and do some intensive work which would produce results and get the oil. A representative of the S/Eastern Underwriters Associa- tion being present, pointed out to the Council ahat the threads on fire hose and hydrant had now been standardised in order that they might be interchangeable from one town to another in case of a big fire and stated his willingness to supervise the chang- ing of the threads in Atlantic Beach, provided the town would furnish the requisite number of men to do the work, which would be about six. Thereupon a motion was made by Mr. Palmer, seconded by Mr. Stallings, put and carried that Mayor Robt. E. Sugg, be authorized to procure the necessary labor. Mr. H. P. Meyerson being present, pointed out that he was without adequate fire protection, there being no fire hy- drant on Beach Ave. from the Hotel Grounds to 13th St. Thereup- on a motion was made by Mr. Stallings, seconded by Mr. Palmer, put and carried, that this matter be referred to the Public Works Committee and Mr. W. H. Adams, Jr. Attention was called to a tree on Beach Ave. , which ex- tended over the road at such an angle that it was dangerous to traffic. As this tree was in front of Mr. Bradfields property, (altho not on it) , a motion was made by Mr. Palmer. , seconded by Mr. Thompson, put and carried that Mr. Bradfield be notified re- garding the matter and asked to phone Mayor Sugg that he had made up his mind to have the tree cut down. Mr. M. V. Osborne, Treas. presented the bank statement for the month ending Beby. 28th, which was ordered filed and likewise the balance in the bank as certified to by the Comp- troller, which is in words and figures as follows:- Florida Nat' l.
