05-07-34 v REGULAR MEETING OF THE TOWN COUNCIL OF ATLANTIC BEACH, HELD MAY 7th, 1934 AT 8 O'CLOCK, P. M. AT THE TOWN HALL. PRESENT:- Lawrence K. Tucker, Jr., Jas. D. Palmer, J. M. Bradfield, E. H. Thompson, Geo. B. Stallings, and Atty. Mabry. The meeting was called to order by Mr. Lawrence K. Tucker, Jr., Chairman. The clerk read the minutes of April 2nd, which were ap- proved as read. Upon motion put, seconded and carried, the read- ing of the minutes of the Special Meetings of April 25th and May 23rd, was waived. Upon motion of Mr. Thompson, seconded by Mr. Stallings, put and carried, the following bills were ordered paid:- Frank G. Thereupon the Chair referred this matter to Mr. W. H. Adams, Jr. to ascertain the exact number to which they had respond- ed and the amount of aid rendered and report same at the next meeting. It was called to the attention of the Council that gar- bage was being collected at a number of houses outside the City limits for which no compensation was being received and that a consequent dissatisfaction was felt by tax payers within the City limits. Thereupon, a motion was made by Mr. Bradfield, seconded by Mr. Thompson, put and carried that the owners of said premises be notified by the marshal that a fee of ten dollars per year, paid in advance, would be required in future for this service rendered by the town. Mr. Palmer, as Chairman of the Laws and Rules Committee, 411/ submitted the following report as to a request of the Misses Hood and Williams, that they be allowed to use the Town Hall for school purposes. April 6, 1934 To Town Council, • Atlantic Beach, Fla. (Next Page) Our Town Hall having been constructed at the expense of the Town of Atlantic Beach and for the benefit and convenience of the citizens of said town is, of course, for their use at all times. And the Town Hall having only one room, your committee does not believe that it would be to the best interest of the Town of Atlantic Beach to allow this room to be occupied during practically every day in the week, all day, to the exclusion of the citizens of the town. Your committee desires to commend highly the efforts of Miss Hood and Miss Williams in desiring to conduct a summer school at Atlantic Beach and to assure them that your Council will co-operate in every way they possibly can in such an un- dertaking. Your committee recommends that the Town Clerk be in- structed to advise Miss Hood and Miss Williams as to the act- ion of your Council and further recommend that, for the reasons as set forth above, such action be in accordance with your committee' s recommendations. But whereas your Committee, after consulting with Misses Williams and Hood, does recommend that Misses Willa ams and Hood be allowed to use the City Hall for school purposes from June 11 to August 4, 1934, between the hours of 9 A. M. and 12.30 P. M. Thereupon .a motion was made by Mr. Thompson, seconded by Mr. Stallings, put and carried that the report of the Chairman be accepted as herein set forte,. and that the Clerk be in- ,struoted to notify the Misses Williams and Hood as to the ac- tion of the Council. A motion was made by Mr. Thompson, seconded by Mr. Stal- lings, put and carried that the matter of closing the beach to vehicular traffic during certain hours, be deferred until a Special Meeting be called some time prior to the Regular Meeting of June 4th and that a _Committee be appointed to consult with the Budget Committee of Duval County, in regard to their fulfil- ment of promise to pay for the ramps leading to the beach. Thereupon the President appointed Messrs. Palmer, Thomp- _son and Bradfield as such Committee, Mr. Palmer to act as chair- man. Upon motion of Mr. Bradfield, seconded by Mr. Palmer, put and carried, the matter of the Electric Code was referred to a committee for investigation. Thereupon the president appointed Messrs. Bradfield, Thompson and Stallings as such committee, Mr. Bradfield to act as chairman. Upon motion of Mr. Palmer, seconded by Mr. Stallings, put and carried, it was voted to authorize the marshal to have signs made for the beach, giving instruction as to speed limit, he to submit to Mr. Thompson, the plans, specifications, cost etc. and obtain his Okeh before placing the order. The Treasurer, Mr. M. V. Osborne, sub-mitted, thru Mr. Bradfield, his usual financial report, which was ordered filed and also a certified statement of the bank balance, which is in words and figures as follows:- Florida National Bank, Jacksonville, Florida, May 1st, 1934 Mr. J.
