12-06-34 v REGULAR MEETING OF THE TOWN COUNCIL OF ATLANTIC BEACH, FLORIDA, HELD DECEMBER 6th, 1934, AT EIGHT O' CLOCK, P. M. AT THE TOWN HALL. PRESENT:- Lawrence K. Tucker, Jr., Geo. B. Stallings, Jas. D. Palmer. The meeting was called to order by Mr. Lawrence K. Tucker, Jr., President. Upon motion of Mr. Stallings, seconded by Mr. Palmer, put and carried, the reading of the minutes of Nove. 5th, was waived. Quite a number having assembled owing to interest in the proposed seawall, the meeting was thrown open for general discussion. After controversy pro and con, on the different types of wall, a vote was taken and the majority being for type "C" , a motion was made by Mr. Palmer, seconded by Mr. Stallings, put and carried, to the effect that:- WHEREAS, on November 5th, A. D. 1934, the Town Council of the Town of Atlantic Beach, accepted the bid of North American Con- struction Company of Jacksonville for the construction of type "T" seawall, subject to the approval of the Federal Emergency Adminis- tration of Public Works, and at the same time rejected all other bids as submitted on Oct. 12th, 1934 and, WHEREAS, the Federal Emergency Administration of Public Works has disapproved the award made to the North American Construc- tion Company of Jacksonville for the construction of type "T" seawall, NOW, THEREFORE, Be It Resolved by the Town Council of the Town of Atlantic Beach, that its actin n in accepting the bid of North American Construction Company of Jacksonville for the construction of type "T" seawall, and the award of the contract to that firm, be and the same is hereby rescinded and that the bid of the North American Construction Company of Jacksonville for the construction of type "T" seawall be and the same is hereby rejected, and all other bids submitted on Oct. 12th, 1934, be and the same are hereby rejected, and all bidders' bonds or certified checks received with such bids be returned to such bidders. BE IT FURTHER RESOLVED that advertiseme nt for new bids on type "C" seawall, and under the plans and specifications hereto- fore approved for the construction of such type of seawall, invit- ing bids upon such type, be inserted in accordance with la w at the earliest practicable date. BE IT FURTHER RESOLVED that Hills & Youngberg be and they are hereby instructed to take all necessa ry action to carry into effect this resolution. Upon motion of Mr. Palmer, seconded by Mr. Stallings, put and carried, the following bills were approved:- Florida Times Union, Adv. Seawall $ 41.00 Clifford. A. Payne Co. Inc., Prem. Bond E. J. Sugg, Gas and Oil $17.90 Mosquito Con 3.05 . . 20.95 (129.10. A release of patent rights from Shore Line Builders Inc. to Town of Atlantic Beach, having been received, a motion was made by Mr. Stallings, seconded by Mr. Palmer put and carried, that said release of patent be accepted and placed on file in the records at the Town Hall. A motion was made by Mr. Palmer, seconded by Mr. Stallings, put and carried, that Mayor Robert E. Sugg be authorized to make arrange- ments with Mr. H. Warren Smith, Supt. of Mosquito Control work in this section, to continue said work in Atlantic Beach, until the January meeting of the Council, when the matter would be given further consideration. Mr. Osborne, Treasurer, submitted thru the Clerk, his usual financial report, which was ordered filed and also a certified statement of bank balance, which is in words and figures as fol- lows:- Jacksonville, Fla.
