The meeting was called to order by Mr. Lawrence K. Tucker,
Jr. Chairman.
The minutes of the meeting of Dec. 5th were read by the
Clerk a nd approved as read.
Upon motion of Mr. Thompson, seconded by Mr. Palmer, the
following bills were approved:-

The following resolution was offered by Mr. Palmer,
seconded by Mr. Thompson, put and unanimously carried:-

A RESOLUTION AUTHORIZING THE ISSUANCE OF SPECIAL
ASSESSMENT BONDS BY THE TOWN OF ATLANTIC BEACH, PURSUANT TO THE
PROVISIONS OF CHARTER OF SAID MUNICIPALITY AUTHORIZED BY ACT OF
THE LEGISLATURE BILL NO. AND OF AMENDED ARTICLE OF THE CON-
ATITUTION OF STATE OF FLORIDA, ARTICLE IX, SECTION 6, OF THE
STATE OF FLORIDA.
WHEREAS, The Town Council of. Atlantic Beach deems it
necessary that immediate construction and maintenance of a uni-
form bulkhead and or seawall along the ocean front of said town
be commenced and completed, as such construction and mainte nce
of a bulkhead and or seawall is deemed to be an emergency meas-
ure to „rotect and keep uniform the present bulkhead and or sea-
wall which was destroyed by high tides on the 30th day of Novem-
ber A. D. 1932, and
WHEREAS, detail plans, specifications and estimates in
that behalf are on file in the office of the Town Clerk, and have
been submitted to and examined by the Town Council, and said
Town Council hereby finds and determines that a bond issue in the
sum of One Hundred Thousand 0100,000) Dollars, will be necessary to
defray the cost and expenses of such construction and maintenance, and
771EREAS, The Town Council deems it necessary to pass
and adopt an appropriate and sufficient Ordinance authorizing
such expenditures and making appropriations therefor.
N0W, THERL1:FORE, BE .121' RESOLVED That the Town Council of
The Town of Atlantic Beach in compile nce with the Charter of
said Town hereby declares the necessity for the doing of such
work, and tha t a uniform bulkhead and or seawall from, to-wit;
Beginning at a point on the beach of the Atlantic
Ocean, as shown on map of a part of sub-division
of Atlantic Beach, Flat Book 6, page 1, of Duval
• County. where said North side of an unnamed street
North of Blocks 62, 63 and 64 as shown on said map
and known as Sixteenth Street intersects the pres-
ent bulkhead line as now established along said
beach; thence running Southerly along said beach
in a line following that of the present bulkhead
line to a point where said bulkhead line, as afore-
said, intersects Atlantic Boulevard. All being
in the Municipality of Atlantic Beach, Florida
be constructed and maintained with permanent materials in com-
pliance with the estimate of such work and as indicated by the
plans thereof now on file with the Town Clerk to which reference
is hereby made, all of which are now on file in the office of the
Town Clerk and constitute the plans and specifications of such
work.
BE IT FURTHER RESOLVED that the Mayor and Town Council
of the Town of Atlantic Beach, a municipal corporation, establish-
ed and existing in Duval County, Florida acting in their cor-
porate capacity under the provisions of Bill No. of Acts of
of the State of Florida and of Amended Articles of
the Constitution of the State of Florida Article IX, Section 6,
hereby provide, 17 Ordinance, for the issuance of bulkhead and c-
seawall bonds, 100 in number, and numbered from 1 to 100 consecu-
tively, both inclusive, to be known as Town of Atlantic Beach
Bulkhead Bonds, issue of 1933, each bond being of the denomination
of one Thousand $1,000) Dollars dated the day of
A. D. 1933, bearing interest at the rate of per cent , per
annum, payable annually.

The Town of Atlantic Beach, in the State of Florida,
will pay, on the first day of January, A. D. 19 , to bearer
the sum of One Thousand 11,000. ) Dollars, in gold coin of the
United States of America, of the present standard of weight and
fineness, at the office of the Town Treasurer in the Town of
Atlantic Beach, Florida, or at the fiscal agency of the Town of
Atlantic Beach, in the City of New York, State of New York, at
the option of the holder, with interest at the rate of
( ) per cent per annum, payable annually in gold coin the
United States of America, of the present standard of weight and
fineness, on the first days of February of each year, at the
office of the Town Treasurer in the Town of Atlantic Beach,
Florida, or at the fiscal agency of the Town of Atlantic Beach,
in the City of New York, State of New York, at the option of the
holder, on presentation and surrender of the annexed interest coupons
as they severally become due and payable.
The following resolution was offered by Yr. Palmer, second -'
seconded by Mr. Stallings, 'lit and unanimously carried.

A RESOLUTION AUTHORIZING THE TOWN ATTORNEY TO RE-
ESTABLISH THE LIST OF THOSE WHO ARE QUALIFIED ELECTORS AND WHO
WERE QUALIFIED TO VOTE AT THE LAST GENERAL 47N ELECTION.
WHEREAS, the Town official list of those qualified
to vote and those who were registered voters was destroyed by
fire on the 10th day of September A. D. 1932, and
WHERAS, it is necessary to re-establish through Court
procedure the lost list of those qualified to cote at the last
general Town election.
NOW, THEREFORE, BE IT RESOLVED that the Town Council
does hereby authorize the Town Attorney to proceed with such
Court procedure as is necessary to completely re-establish the
list of those who were qualified electors of said Town and those
who are free holders who were qualified to vote at the last
general Town election. 1101
Mr. Palmer, told of attending, in company with
Bradfield, a meeting regarding a uniform bulkhead for the beaches,
at which Jacksonville Beach, Neptune, and Atlantic Beach were
represented.
The matters up for discussion were the question of
the municipalities working together or separately ard the best
method of proceedure in seeking to obtain aid from the County
and the likelihood of success.
Committees were appointed to outline definite plans
and the consensus of opinion was that all arrangements should
move forward as rapidly as possible.
At the conclusion of Mr. Palmers outline of the
meeting, there being no further business for discussion,
upon motion, put and carried, the meeting adjourned.
