The meeting Was called to order by Yr. Lawrence K.

The Clerk read the minutes of the meeting of i,ay 1st,
which were approved as read.
Upom motion. of Mr. Stallings, seconded by Mr. 'Thompson,
put and carried, the following bills were ordered paid.

The Clerk read a letter from Mr. Chalmers D. Horne, sug-
gesting that imediate step s be taken to open up all Town streets
running east and west across the East Coast Ry. property, which
have not already been opened, to the end that it may possibly avoid
later contention on the part of the F. E. C. Ry Co.
Upon motion of Mr. Stallings, seconded by Yr. Palmer,
put and carried this letter was referred to Mr. Mabry for action.
The Clerk read a letter from the Southeastern Underwriters
Association, giving information as to the steps to be taken and
the fire equipment necessary to reduce the rate of fire insur-
ance.

Upon motion of Mr. Palmer, seconded by ' 'Ir. Stallings,
put and carried, this letter was referred to the Public Works
Committee.
A motion was made by Mr. Stallings, seconded by Mr.
Palmer, put and carried, that Mr. H. L. Walters, appointment as
marshal by Mayor Sugg, be approved, he to be retained on a month
to month basis, at a salary of $115.00 per month.
An ordinance was introduced providing for obtaining
license to deal in or sell retail, beer or other alcoholic
beverages within the corporate limits of the Town of Atlantic
Bea ch.
Upon motion of Mr. Palmer, seconded by Mr. Stallings, put
and carried, this matter was referred i.-.o the Finance & Taxation
Committee, that they might •report their findings as to the ad-
visability of it' s adoption.
A motion was made by Mr. Stallings, seconded by Mr.
Bradfield, put and unanimously carried, that Mr. Frederick W.
Truex, be appointed municipal judge thru the remaining term
AID of the Council, or until August 1934.
A motion was made by Mr. Stallings, seconded by Mr. Brad-
field, put and carried, that the license of Mr. Peter Jensen be
reduced to $10.00 beginning with June 30th, 1932.
A motion was made by Mr. Bradfield, seconded by Mr.
Palmer, ppt and carried that the following resolution be adopted: -

RESOLUTIO N.
A RESOLUTION Designating the Necessity of Constructing a
Seawall on the Shore Line of the Town of Atlantic Beach and De-
signating the Approximate Cost thereof, and Designating the Manner
of Payment Thereof Pursuant to the Provisions of Chapter 16311,
Number 454, Laws of Florida, Acts of 1933.
WHEREAS, During the month of November, A. D. 1932, ocean
tides of great proportions damaged the then existing seawalls on
the shore line of the lown of Atlantic Beach to such an extent
that property now is endangered, the Town determines, if necessary,
to construct seawall and issue bonds under the provisions of the
aforesaid act along its shore line; and
WHEREAS, The said town has in its possession prepared
plans and specifications showing the type, construction and cost
of such seawall as will provide relief of endangered condition of
property which is now without protection from ocean tides; and
WHEREAS, The Tdwn Council of Atlantic Beach by this reso-
lution proposes to construct seawall and issue bonds for the
payment thereof along the property described herein, to- wit:
Beginning at a point northeasterly of Block 62,.
Atlantic Beach, Florida, said point of beginning being a
point ten feet, more or less, on the easterly prolongation
of the north line of 16th Street, as recorded in Plat Book
6, page 1, df the public records of Duval County, Florida;
thence southerly to a point on the easterly prolongation of
the southerly line of 10th Street, Atlantic Beach, Florida,
said point being '726- feet, more or less, easterly from
the center line of the main track of the Florida East
Coast Railway Company; thence southerly to a point on the easterly
prolongation of the north line of Seventh Street, of Atlantic
Beach, Florida, said point being 683 feet, more or less, easterly
from the center line of the main track of the Florida East
Coast Railway Company; thence Southerly to the North
end; of the existing concrete seawall or wing wall on the North
side of the concrete ramp at Atlantic Boulevard, Atlantic.
Beach, Florida; AND
WHEREAS, The Town of Atlantic Beach for the purpose of
constructing seawall on the foregoing described property hereby
resolves and determines to levy special assessments against such
abutting property on the said seawall, as aforesaid, in not less
Man eighty per cent, (80%) of the total cost of the construction
pf said seawall, such special assessments shall be assessed on the
front foot pro-rated basis of the property abutting on said sea-
wall of the total amount of the cost of such seawall, said funds
to be raised by special assessment, as aforesaid and shall be
recorded in such special assessment records as may be provided
for this purpose, the payment of such special assessment shall be
made in regular intervals to coincide with the payment of taxes
in such an amount as to equal each yearly assessment set forth
by the authorized assessor. The owner of any parcel of land
against which special assessments are made under the provisions
of this resolution may pay the principal of the entire assessment
at any time, together with the accrued interest up to, the time
of such payment and the said parcel of land shall thereupon be
discharged from any further lien on account thereof; and
WHEREAS, The said town is to pay a portion of the cost of
the said seawall improvement, which said cost shall be paid from
as valorem tax to be levied against all the taxable property in
the municipality. The said cost to be apportioned, as aforesaid,
_ shall not wxceed the limit set forthin the legislative Act pro-
viding for the proposed improvement.
NOW, THEREFORE, BE IT RESOLVED That the Town Council of 410
Atlantic Beach go on record, as approving and ratifying the fore-
going matters and issues, and further that the Town of Atlantic
Beach, proceed with necessary measures so that bonds may be
issued in accordance with Chapter 16, 11, Number 454, Laws of
Florida, Acts of 1933.

2/ An ordinance for Seawall and Bond Issue to finance
same, introduced by Mr. Bradfield, failed to carry.
A motion was made by Mr. Stallings, seconded by Mr. Thompson,
put and carried, that the Council agree to complete shell on 13th St.
from where the shell now ends, to be an approximate width of ten ft.
Mr. Bradfield introduced the following resolution:-
____R E S 0 L U T I 0 N.
Under Section 204 of the National Recovery Act., which was
passed in the House by an overwhelming majority and will probably
pass in the Senate and become law, within two weeks, a specific
grant of four hundred million dollars will be made to states and
other political subdivisions for the construction of Public Roads.
The bill specifically provides for the building of roads and park-
ways in and through municipalities, the entire cost being borne by
the Federal Government.
THER FORE, BE IT RESLVED, That in order for the Town of
Atlantic Beach to avail itself of the benefits of this gra nt and to
improve the traffic and parking facilities in the town,that the
Town Council hereby invites the Town authorities of Neptune,
Jacksonville Beach, and the County Commissioners, for a conference
with a view of investigating the feasibility of acquiring the 100
foot right of way of tie Florida East Coast Railroad, now abandoned,
thru these towns for a Publicdrive tie and Parkway and to formutate
a definite plan for a joint petition requesting the State Highway
Department and the Secretary of Agriculture to include the cost of
construction of this project in the State' s allotment of funds for
road work to be financed entirely by the Federal Government.
Thereupon a motion was made by Mr. Thompson, seconded by
Mr. Stallings, put and carried, that Mr. Daughtry Towers and Mr.
Chalmers Horne, who being present, had signified their willingness
to act, be appointed to conder and act with the members of the
Council to that end.
Yr. Albert Stoddard being present gave an interesting and
instructive talk on fire equipment and procedure in case of fire
and suggested ways in which co-operation with Jacksonville Beach and.
and Neptune could accrue to the advantage of all concerned.
There being no further business for consideration, upon
put and carried, the meeting adjourned.
