09-21-32 v ADJOURNED MEETING OF THE TOWN COUNCIL, SEPT. 21, 1932 AT R. E. SUGG'S STORE AT 8 O'CLOCK, P. M. PRESENT:- Lawrence K. Tucker, Jr. J. M. Bradfield , E. H. Thompson, Geo. B. Stallings, Jas . D. Palmer. The meeting was called to order by Mr. Lawrence K. Tucker, Chairman. The Clerk read the minutes of the meeting of Sept. 12th, which were approved as read. Upon motion of Me. Palmer, seconded by Mr . Stallings and unanimously carried, the following bills were approved :- Royal Typewriter Co. .Repair "of typewriter $12.50 S. B. Bradfield, seconded by Mr . Stal- lings and unanimously carried, that the Public vvorks vommittee be authorizedto confer with and obtain from several different arch- itects, sketches and working plans for a new Town Hall. That said Co,amitt-ee make special effort to obtain these plans on the best basis possible and that they submit same to the Council at the next regular meeting. A motion was made by Me. Thompson, seconded by Mr. Brad- field, put and unanimously carried that the following letter, ad- dressed to the property holders of atlantic Beach, be mailed each property holder at once. Atlantic Beach, Florida, September 26, 1932 Property Owner of Atlantic Beach, Atlantic Beach, Florida. Dear sir:- - The unfortunate and disastrous fire which occurred on September 10th, destroyed our Town Hall and all of the records pertaining to the Town a nd is causing us quite a bit on incon- venience and expense. vve are writing this letter to you asking for your co-operation, assistance, and help, in this crisis . Our Tax Books were destroyed and it is going to be neces- sary that we rely, to a certain extent, on information furnished us by our residents concerning certain back taxes which are due oru Town. The fire mentioned above has caused additional expense which was not anticipated and in order to take care of this expense, it will be absolutely necessary for those owing back taxes to co-operate and help the Town out by paying them. In addition to replacing all of the records and replacing the garbage truck we must build a new Town Hall which is used also for Sunday .school purposes and we expect to do so at the earliest possible moment. We have attached a blank hereto requesting certain in- formation in reference to your property at the Beach and you will be doing your Town a great favor if you will fill in this blank completely and return it to the Town ulerk. We know that you will want to do your part in helping to to ke care of the situation at the present time and know that you will bear in mind that we are doing our very best as each and every one of the Town officials, serving and devoting a good deal of time to the Town's affsirs withour any salary or renumer- ation. whatsoever. - Thanking you and assuring you that we will appreciate your mailing this blank back to-day as the back records are now in process of preparation, we. are, Yours very truly, R. Have you paid all taxes including the year 1931? you have not, pleade state for which years you still owe. Years Mr. Palmer made a motion, seconded by Mr. Stallings, that Mr. Harvey Mabry, be engaged as council for the Town of Atlantic Beach, at a retairer of $100.00 (one hundred dollars) per year, he to attend all meetings and for any extra work, to receive a fee established on a reasonable basis and mutually agreed upon. Motion put and unanimously carried . So ordered . A motion was made by Mr . Stallings, ',econder? 1"7 r?r. Palmer and unanimously carried , that Mayor Robt. E. ougg- , be authorized to secure the best man available to act until May 1st, as police or night watchman, at a salary of fifty dollars ($50.00) per month, said officer to be hired by the month. Mr , Harvey Mabry, having compiled and submitted a comprehensive report of the fire which destroyed the Town Hall on September 10th, a motion was made .by Mr. Bradfield, second- . ed by Mr. Thompson, put and unanimously carried , that said re- port be adopted and filed as of record . Upon motion of Mr. Thompson, seconded by Mr. Brad- field, put and unanimously carried, the Clerk was instructed to draw a warrant in favor of Mr. Mabry for $15.00 (fifteen dollars) in payment of his bill for above report. A motion was made by Mr. Palmer, seconded by Mr. Stal- lings, that the following report on Town Truck made by Mr. Thomp- son be adopted, viz;- In as muvh as Burwell Motor Co. submitted the lowest bid , which was six hundred ninety six dollars and eighty six cents ($696.86) , they be awarded the contract to furnish said truck, which is to consist of a 1932 Ford Truck, complete with steel dump body, six ply cord ballon tires and closed cab. As soon as insurance is received, Duval Motor Co. be paid balance of two hundred seventy five dollars ($2'75.00) due on truck burned. That Burwell Motor Co. be paid three hundred fifty dollars ( $350.00) down payment on new truck and balance on open account, to be paid as practicable. Motion put and unanimously carried . so ordered. A motion was made by Mr. Bradfield, seconded by Mr. Palmer and unanimously carried, that the Public vvorks Committee be appointed to negotiate with the Voluntier Fire Department of Jacksonville Beach to the end that they furnish fire truck when necessary and respond to call promptly without any preamble or red tape. That they ascertain what arrangements can be made on a reasonable basis which shall not exceed twenty five dollars ($25.00) , for the first hour and fifteen dollars ($15.00) for each succeeding hour or any part thereof and that they shall come promptly upon call of some specified reputable person, such as the mayor, police officer ate. Upon motion made by Mr. Palmer, seconded by Mr. Stallings, the meeting was adjourned to such time as Mr. Barwald, Tax Assessor, should have preliminary assessment Roll ready. Correct, Chairman.
