7-12-11 Workshop MINUTES OF THE WORKSHOP OF ATLANTIC BEACH CITY COMMISSION
HELD IN ADELE GRAGE CULTURAL CENTER ON JULY 12, 2011 AT 5:00 PM

The meeting, which was held for the purpose of discussion on the Employee Health Insurance
Options, was called to order at 5:04 p.m. by Mayor Borno. Mayor Borno announced he would
allow the audience to speak for 3 minutes each at the end of the meeting if anyone wished to do
so.
Human Resource Manager George Foster gave a slide presentation on the health insurance. He
clarified several issues such as cash back, joining other organizations, employees having other
than employee coverage, and discussed the Health Care Reform 2014. He also explained why
the cost to the City for health insurance has decreased from the cost in 2003. He stated the
Commission must decide on what coverage to supply the employees and at what cost. He stated
the employees currently have high out -of- pocket costs and a high deductible. He pointed out that
employees have had no pay adjustments since 2008, except for a 1.1% one -time bonus in 2010,
yet their premiums for insurance continue to increase. He stated the last CPI (May) was at 4.1%.
He presented to the Commission the various options available for renewal.
Mr. Foster introduced Dave Polovina, the Agent of Record for the City's insurance, who was in
the audience.
Discussion on the various plans followed with the consensus of the Commission being to have
staff bring back Options B, C, and D, as listed in the chart in the agenda packet, to the next
Commission meeting.
Mayor Borno opened the Courtesy of the Floor to Visitors.
Dale Hatfield, Redevelopment Coordinator — City of Atlantic Beach, reflected on his
personal medical issues, stating that even with being one of the higher paid employees of the
City, he has reached a point with his medical expenses where he can no longer go to the doctor
because he cannot afford to continue to pay the co -pays.
Ray Brown, citizen, stated whoever caused the problem should pay. He stated cost control is
needed; he is on a fixed income and expressed concern with any millage increases.
No one else from the audience spoke so the Mayor closed the Courtesy of Floor to Visitors.

There being no further discussion by the City Commission, Mayor Borno declared the meeting
adjourned at 6:47 pm.
