MINUTES OF THE SPECIAL CALLED MEETING OF THURSDAY, AUGUST 16, 1990
The meeting uas called to order by Chairman Donald Fagan at 7:40 pm In attendance were:
Donald Fagan, Richard Riley, Gerard Verney, Henry Batts, David Turner and Parks ;
Director Rose Blanchard. Member Jeff Croon vas unable to attend but came by to discuss
the agenda and hand wrote hie votes (which are attached).
The Chairman stated for all co be informed [hat [he last meeting of Aug. 9, 1990 vas
declared null and void due [o the lack of a quorum.
He asked for a report on the status of the report from [he board and members present
a[ the time of the last meeting, regarding the request of the Tennis Team. for ;500
for the Slate Championship Matches in Orland August 16, 17, 18th. He vas informed
that the Ci[y Commission granted the request (NOT a recommendation) after stating that
guidelines would be. set before any other such requests were granted.
The next order of business vas [o determine, once and for all, and PERMANENTLY, the
number of members [hoc would sic on this Board. After discussion, the unanimous vote
vas to maintain the 7 member Board ae ve had previously determined.
After a tie vote. the members voted again, to select a 7th member to fill the vacancy
created by the resignation of Alice Richardson. The final selection vas for SBAMTTE
SZMPKINS, primarily as a mother and eager, energetic citizen, ae well as a teacher.
on the subject of citizens interested in serving on this Board, the suggestion of
Jeff Croon vas adopted and the remaining 5 people who expressed a desire to serve,
were selected as alcerna[es. They will be informed that they will replace any Poard
member who must resign, in the order listed.

Unexcused absences exceeding 2 CONSECUTIVE MEETINGS, will declare a member vacancy
on Chia Board. This vas [he unanimous decision of [he Board. M unexcueed absecence
Ss one whereby the member does not contact the Chairman oz Parke Director PRIOR
TO A METING.
A quorum, as identified by this Board, for its purposes, will be 4 members. Mything
less will cone[Stute a null and void and therefore the meeting will NOT proceed.
In the matter of formulating a set of by-lays, this Board recommends against such
action, feeling that too many rules may only help confuse issues. The vote vas
unanimous AGAINBT formulating by-lays at Chia time.
The Board next considered the request of the Allen C. Rill Entertainment Corp. co
set up a circus at Russel! Park on Oct. 28th, 1990. In spite of the fact chat [he
Greater Jacksonville Fair will operate from Oct. 1?-27, 1990, Nov. 11th is scheduled
for a performance in the Pazk by the River City Band, and Dec. 6, 1990 is the date
for [he Mnual Christmas Tree Lighting Ceremonies, a vote of 3-1 for the circus vas
rendered, SUBJECT TO VERIFICATION OP TBEIR REPUTATION BY CHAIRMAN PAGAN. The recommendation
will be presented to the City Commission oa Aug. 27th for final dec ision. Mr. Verney
suggests that perhaps this Depc. could donate some tickets to be used for children who
are needy and could not otherwise attend the circus.
The Board vas advised of the Budget Norkshop on Aug. 27th ac 5 pm at City Hall. prior
to [he Regular City Commission meeting, and after, if necessary. This vas strictly an
invitation if they wish to be [here..ic is not required.
Richard Riley will pursue a possible logo that could be used [o identify the Recreation
aspen of City Depts.
The Board requested calendars that they could use for Recreational Board activities.
The Director will attempt to procure same.
There being no further business to conduce, the meeting vsa adjourned ac 8:35 pm.

fill the unexpired term of Alice Richardson. This seat expires Oct. 1, 1992.

grants approval, we would like to nocify the follori¢g people that they would
fill a¢y dew vacancies in the order listed: `-

The issue of your directional sign to Selva Linkside at
the above location was discussed at the regular City Commission
meeting on August 13, 1990. The Commission also reviewed the
letter dated February 9, 1989, from Richard C. Pellows to you,
which you signed and agreed to.
The letter of February 8, 1989, was signed by you after
permit number 130 had been issued. You agreed to remove the
directional sign permanently on July 31, 1989. You have now
reinstalled your sign, in violation of your prior written
agreement.
I have been instructed by the City Commission to inform
you that the sign must be removed on or before August 20, 1990-
If you fail to remove the sign by that date, the City will remove
the sign from the public right-of-way and either deliver it to
you or store it in a place for safe keeping, whichever you
desire. The City will not be responsible for any damage to the
sign if it is forced to remove it and store it, so I would
suggest that you remove it yourself.
Please contact me immediately if you have any questions
at all in this regard. Should you desire to discuss the matter

DATE: August 9, 1990
BACKGROUND: On June 26, 1990, the Sunrise Co®unity Bvaagelical Free Church
filed rith the Cc®unity Development Board as application for Use-By-
Eaception for property at 298 Aquatic Drive. The Petitioner's seek
approval [o occupy and improve an adjoining parcel, rhich is under a
contract for purchase by the Church for church related purposes.
The property is situated within the limits of an RCr2 zoning
district. Churches are permitted in an RG-2 diatrlct only as a Use-
by-Exception.
On July 30, 1990, the Community Development Board recommended a
favorable ruling by the City Commission on this application for Use-
by-Exception.

The Ci[y Attorney advised that since [he letter of agreement vas
written after permit vas issued, the written agreement would
supersede the permic.
Motion: Authorize City Attorney [o instruct Mr. MacDonell to
reswe the sign by August 20, 1990, or have sign
moved by the city
After further discussion, the question vas called and the motion
carried unanimously.
6. Discussion and related action relative to ieo on xgreeaent
with DOT
Mayor Gu lliford presented a draft of an agreement between [he city
and Department of Transportation regarding the planting of palm
trees Sn [he median on Atlantic Boulevard. Ne said monies were
available through the Chamber of Commerce for this project and he
asked the wishes of the City Commission.
Motion: Authorize Mayor to ezecute agreement between the
city avd Departsavt of Yranaportatioa relative to
planting of paL trees in the median w Atlantic
Boulevard
No discussion before the vote. The motion carried unanimously.
- Mayor Gulliford reported he had received a request for
recycling containers to be placed at the beach accesses. He
said a considerable amount of recyclable materials vas being
thrown away and asked that this requesc be considered.
- The Mayor said he had been in contact with representatives
from the River City Band and plans are under way for an open
air concert in Russell Park in November.
- The Mayor confirmed that the Co®issioners had received a
letter from Greenpeace regarding [he affects of lighting on
beach front homes on newly hatched sea turtles. He said Vero
Beath had recently passed an ordinance regulating beach front
lighting. Mayor Gul liford had spoken with the Cicy Manager of
Vero Beach who vas of the opinion the City of Vero Beach did
not need the ordinance since they had voluntary beach patrols
Sn the egg laying season. Eggs are protected in hatcheries
and the hatchlings released at the appropriate time and [hey
report great success with this procedure. The Mayor said his
primary concern vas the security of people and he requested
Chat the beach front property owners be contacted in an
attempt Co educate [hem regarding [he situation and requesting
[hat voluntary efforts to reduce [he 11gh Ling where possible
be made on [heir pare.

Harry McNally explained the roads had not been constructed to city
standards and would remain private. Mayor Gu 131Eord said the city
currently has problems with private streets and expressed concerns
that the city may be required to accept these streets at some time

The City Hanager reported on plans to ut it lze an intern at the
Police Department, at no cost to the city. Commissioner
Weldon inquired regarding liability insurance and Chief
Thompson advised he did not feel there would be any problems
regarding liability since the intern would be Involved mainly
with clerical vor: and would not be armed. He said the intern
would be required to sign a liability waiver similar to [hose
signed by civilian observers.
Arrangements had been made with 3M Co place reflective tape on
the street at Sailfish and Seaspray on August 16, 1990.
The City Hanager distributed a memorandum from Bob Kosoy
regarding [he status of several Connelly b Wicker projects.
Linkaide sign at 11th Street and Seminole Hoad
Mayor Gulliford explained the Selva Linkside directional sign had
been relocated from Plaza to the southwest comer of Eleventh
Street and Seminole Road. He outlined the sequence of events
regarding the permitting of the sign and explained a legal opinion
regarding the legality of the permit had been rendered by Claude
riu111a who had been the City Attorney at [hat time. M agreement
had been reached and signed by both Nr. MacDonell and the City
wherein the sign would be removed from Seminole Road and relocated
on Plaza at the entrance to Selva Lakes and that [he sign would be
removed permanently on July 31, 1989. A letter had now been
received from Mr. MacDonell indicating the sign would be
reinstalled at the previously permitted site on Seminole Road. The
Hayor said he vas sympathetic to Nr. MacDonell's situation but felt
the agreement should be honored.
ecb Vincent, 1130 Seminole Road, said part of the agreement had
required him to make public apologies regarding certain comments he
had made. He said he made [hose apologies and he encouraged the
City Commission to rescind the permit and remove the sign.

John Dickinson, of the law firm of Corbin, Dickinson, Duvall b
Margulies, the attorney representing the city in this matter,
addressed the City Commission relative co a dispute between the
city and the State Department of Insurance regarding the city's
pension plan. He provided copies of correspondence between the two
entities regarding alleged deficiencies the Insurance
Commissioner's office had determined ex Ssted in the city's pension
plan. He said is vas the opinion of his firm that the Insurance
Commissioner was incorrect in his allegations and recommended the
city request an administrative hearing and let a third party
resolve [he dispute.
Motive: Authorize Johu Dickiww to file petition requesting

Tim Townsend explained the city had been notified by Bio-
Environmen[al Services to deactivate a gasoline tank which is no
longer in service at 1100 Sandpiper Lane. The estimated s!.ze of
[he tank vas 250 gallons. but upon excavation, it vas determined
[he actual size of the Cank vas 750 gallons. The ;I,000 extra
charge vas based on the true size of the tank which has now been
deactivated and left in place.

In response Co a question from Commissioner Tucker, Nike Burtnn
explained [ha[ [he phases would not necessarily be undertaken
consecutively but that some phases could be performed concurrently.
Coamissioner Weldon said his main inceresc vas in finding out where
the city stood financially and he felt Phase I should be undertaken
before moving forward with other casks. The Mayor said he felt
Burton and Associates' ability [o do a computer rate study had been
instrumental 1o their selection. Mr. Buzton explained that Phase I
and Phase II should be undertaken together and ha felt they should
be able to report back to the city within 2 - 4 weeks. Nr. Burton
said when the contract is approved they would not proceed without
specific instructions from the city regarding which task is to be
undertaken.
i Motion: Authorize Bur[oa b Associates to proceed rith Phase
I and II of the proposed Scope of Services is their
proposal dated July 24, 1990, at a total coat not

Jody Ford, Chairman of the Beautification Committee said they had
considered the request from the Oceanside Homeowners' Association
[hat the city provide eater meters in connection with the
association's plans [o landscape and beautify [he entrance to
Oceanside. She presented a list of five conditions which the
committee recommended should be eatab lished and adhered to in any
y such request. If these conditions Could be met, it would be the
recommendation of the committee that the city waive [he cos[ of the
necessary water meters.
Discussion ensued relative co payment of the water bills and
maintenance of the area in the future when ownership of properties
had changed and it was pointed out a maintenance contract would be
required. The City Manager expressed some concerns regarding
drainage and he Felt Publ lc Works should have an opportunity to
review and make recommendations on such applications. While [he
City Commission generally approved of the concept of assisting with
such beautification efforts, [he matter vas referred to the CI[y
Engineer for review and recommendation it was felt approval of the
City Engineer should be required on future applications of [his
nature.

on the corner of West Twelfth St rest and Mayport Road, was having
problems with [heir private lift station and would like to connect
to the public sever. Re requested the City Commission accept this
section of sever line so that connection could be made.

posit San of the tap had to be relocated, resulting in additional
pipe. Modifications were also required at West Twelfth.

A. Capt. Anderson addressing beach access a[ Deweea Avenue
Mayor GLlliford briefly outlined the events which had transpired
tegarding this beach access. Ne explained that Capt. Anderson's
complaint had been that an elevated portion aE the crosswalk was
located in front of his house. Hark Arnold, [he attorney
representing the city !n this matter, pointed out that a tentative
agreement bad been reached, but review of this document by the
city's building official revealed a couple of items in the design
of the overwalk which were not in compliance with [he Standard
Building Code and state guidelines. The Hayor pointed out that the
donee had cfianged due to erosion since the ovenralk had been
cons[rvcted and inquired whether [he design of the crosswalk could
be amended.
After a full discussl on of [he matter, Don Ford vas directed to
cfieck with [he state to determine what type of structure could be
built [o meet state regulations. The Mayor vas anxious Co see [ha[
every effort vas made to reach agreement rather than go to court if
necessary.
D. Presentation by Bill Mathis of the American Military Heber
Association
Mr. Mathis explained the association primarily works with active
duty and refired veterans and he felt [he association could be
helpful on occasions where veterans' issues came before the City
Commission. He wished to make the city aware of their existence
and to offer their services to the city and the Clty Commission to
make Atlantic Beach a better plate [0 live.

George Bull, Jr., 1937 Sevilla Boulevard, informed the City
Co®isaion that the prospective tenants of the Shoppes of
Northshore included a bank with drive in service. This would
decrease [he size of the building and would increase the parking
and landscaped areas. The changes have been reviewed by Don Ford,
Building Official, and landscaping plans would be brought to the
Tree Conservation Board on August 20, 1990.
Nillia HCGee, 1831 Selva 1larina Drive, said some intensive
surveying vas being done on Selva Haring Drive and it vas his
uMera[anding the city had plans to enlarge the Aclancic Beach
sever plant and phase ouc the Buccaneer plant. He read a prepared
statement, copy of which is attached hereto and made a par[ hereof,
outlining what he perceived to be potential problems and inquired
into [he status of this project.
Mayor Gulliford said [he city vas investigating several
alternatives and consolidation of the two sever plants was one
option which was being considered. The City Hanager reported the
city had negotiated a limited contract to study the matter and
determine the best and most cost effective course of action for the
city. Enough information has not yet been provided for a decision
[o be made. The Mayor introduced Bob Kosoy, [he new City Engineer,
and asked that Mr. McGee contact Hr. Kosoy during business hours
regarding this project.

service 1n the Section H project area. Our standards call for
underground.
The reason for this request stem from the face our project uses the
entire street right-of-vay leaving only swales for possible underground
wire[. We feel this would Continually disrupt [he improvements and cause
additional costs.
Both Public Services Director Kosoy and Project Director Novell agree the
City of Atlantic Beach should alloy aerial cons[ ruction within the '
Section H project. Also, other utilities (telephone and electric) are
already aerial and the cablevision wires would utilize these existing
poles.

Florida Operating Perait requires that we continuously record
Total Residual Chloriiine and pH, however FDER will expect
hourly saaples as per operator attendance instead of
continuous recording. In accordance with Federal Legislation
the oast stringent requireaents prevail. The Buccaneer
Nastewater U. S. E. P. R. Perait requires that we continuously
record Total Residual Chlorine and pH and they will NOT
accept hourly saap]ez as per operator attendance, instead of
continuous recording.
The reason these anal yzerz were rtot
previously installed is that we were awaiting the results of
a study by 6EE qND JENSEN on the upgrade of the Buccaneer
Plant. Ne presuaed this study would have recoaaended

Dear Sir:
As per our conversation of January 27, 1988, the below items need
attention as soon ae possible. .
1) The east aeration unit outside bearing on plant $2 will need
replacement. The bearing was found to have failed in the
same manner as Che bearing in the same location in April,
1986. This unit was replaced in April by Ben Noore's Co.,
PBl1 Construction, Inc., 6957 Lillian Rd., Suite i5, ,
Jacksonville, FL 32211. This job was approved by the Ci[y
of Atlantic Beach. As in our conversation, I suggest the
bearing be replaced at the time construction begins at the
sewer plant expansion to utilize equipment on-site. ,
2) - The check valve on i3 high service pump et water treatment
plant /1 on Assisi Rd. This valve has a slow leak around
the check stem.
3) 15 hp blower at sewer treatment plant. This unit is in need
of repair or replacement. Due to nex plant equipment, I
suggest waiting to replace with new equipment.
I) Pipe bracing for outf all pumps at sewer treatment ylent.
This is one item not covered during the construction of the
outfall pump projeci. I recommend proper bracing be built.

BACKGROUND: The Buccaneer Nastewater Plant has Mechanical
Reration on a77 of its tanks. The Ml Rera tion Tank has two
f21 Meehani cal Rerators, one an each side of the aeration
basin. The east Meehani cal Rerator has been in substandard
condition since Jax Utilities had eenaged the Plant. Ne have
worked with the aerator in this condition pending iaprove-
eents to the entire Plant. Rs you know, these iaproveaents
have not eoae about and now the aerator is totally inoperable
end oust br repaired. TAe e2 Reration Tank has one
Mechanical Rerator on it and the aerator is now showing signs
of wear, i. e., the bearing race is cutting into the shaft and
if this continues we will have to replace the shaft. Ne
would recoaaend that the bearing be replaced with a split
type bearing so that further repairs would not require a
crane. Further replacaaent could be cede by Rtlantic Beach
personnel. Repairs are necessary ieeediately.
The repairs have not previously been aade
because we were awaitfng the Engineers report on Buccaneer to
see if the Mechanical Rerator would be replaced with diffused
air. Rfter the aeeting with Rndy May of GEE RND JENSEN, it
was felt that it would be best to keep the Mechanical
Rerator, suppleaented with diffused air. ey the Mechanical
Rerator being inoperable, we are in violation of Florida
Rdeinistra ti ve Code 17-6. 110 f31 which states "Rll equi paent
necessary for the treateent, reuse, and disposal of doeestic
wastewater shall be aaintained, at a ainieue, so as to
function as intended."
RECONMENDATIONS: Request authorization to cake these repairs
ieaediatel y.

- The Mayor said he had been in contact with representatives
from [he River City Band and plans are under way for an open
air concert in Russell Park in November.
- The Mayor confirmed [ha[ the Commissioners had received a
letter from Greenpeace regarding the affects of lighting on
beach front homes on newly hatched sea turtles. He said Vero
Beach had recently passed an ordinance regulating beach front
lighting. Mayor Gulliford had spoken with the City Manager of
Vero Beach who was of [he opinion the City of Vero Beach did
not need [he ordinance since they had voluntary beach patrols
fn [he egg laying season. Eggs are protected in hatcheries
and the hatchings released at [he appropriate time and they
report great success with [his pro<edure. The Mayor said his
primary concern vas the security of people and he requested
[hat Che beach from[ property owners be contacted in an
a[[eapt Co educate them regarding the situation and requesting
[hat voluntary efforts to reduce [he lighting where possible

Harry McNally explained the roads had not been constructed to city
standards and would remain private. Mayor Gulliford said [he city
currently has problems with private streets and expressed concezns
[hat the city may be required to accept these streets a[ some time
in the future. The City Hanager suggested that future acceptance
of the streets by the city should require that the streets be
brought up to city standards. The City Manager vas directed to
check into what action had been taken by the City Commission in
similar instances in [he pas[. The matter will be placed on the
agenda for [he next Commission meeting.

The City Manager reporced on plans to utilize an intern at the
Police Department, at no cost to the city. Commissioner
Weldon inquired regarding liability insurance and Chief
Thompson advised he did not feel there would be any problems
regarding liability since :he intern would be involved mainly
with clerical work and would not be armed. He said the intern
would be required to sign a liability waiver similar [o chose
signed by civilian observers.
Arrangements had been made with 3M to place reflective tape on
the street at Sailfish and Seaspray on August 16, 1990.
The City Manager distributed a memorandum from sob Kosoy
regarding the status of several Connelly b Wicker projects.
Liakside sign at 11th Street and Sesinole Road
Mayor Gulliford explained the Se lva Linkside directional sign had
been relocated from Plaza to the southwest corner of Eleventh
Street and Seminole Road. He outlined the sequence of events
regarding the permitting of the sign and explained a legal opinion
regarding the legality of the permit had been rendered by Claude
Mullis who had been the City Attorney at that time. M agreement
had been reached and signed by both Nr. MacDonell and the Ci[y
wherein the sign would be removed from Seminole Road and relocated
on Plaza at the entrance to Selva lakes and that the sign would be
removed permanently on July 31, 1989. A letter had now been
received from Mr. HacDonell indicating the sign would be
reinstalled a[ the previously permitted site on Seminole Aoad. The
Mayor said he vas sympathetic Co Mr. MacDOnel1's situation but felt
[he agreement should be honored.
Bob Vincent, 1130 Seminole Road, said par[ of the agreement had
required him to make public apologies regarding certain commencs he
had made. He said he made those apologies and he encouraged the
City Commission [o rescind [he permit and remove [he sign.

Margulies, [he attorney representing the city in [hie matter,
addressed the City Commission relative to a dispute between [he
City and [he State Department of Insurance regarding the city's
pension plan. He provided copies of correspondence between the two
entities regarding alleged deficiencies [he Insuran<e
Commissioner's office had determined existed in the city's pension
plan. Ne said it vas the opinion of his firm that the Insurance
Co®£ssioner was Incorrect in his allegations and recommended the
city request an administrative hearing and let a third party
resolve the dispute.

Tim Townsend explained the city had been notified by Bio-
Environmeotal Services [o deactivate a gasoline Cank vhlch Ss no
longer in service at 1100 Sandpiper Lane. The estimated size of
the tank vas 250 gallons, but upon excavation, it vas determined
[he actual size of the tank vas 750 gallons. The ;1,000 extra
charge vas based on the true size of the tank which has now been
deactivated and left in place.

In response to a question from Commissioner Tucker, Mike Burton
explained that the phases would not necessarily be undertaken
consecutively but that some phases could be performed concurrently.
Commissioner Weldon said his main interest vas in finding out where
the city stood financially and he felt Phase I should be undertaken
before moving forward with ocher [asks. The Mayor said he felt
Burton and Associates' ability to do a computer rate study had been
instrumental in [heir selection. Mr. Burton explained that Phase I
and Phase II should be undertaken together and he felt [hey should
be able to report back to [he city within 2 - 4 weeks. Mr. Burton
said when the contract is approved they would not proceed without
specific instructions from the city regarding which task is to be
undertaken.
Motion: Authorize Burton S Associates to proceed rith Pbaae
I and II of the proposed Scope of Services in. their
proposal dated July 26, 1990, at a total coat not
to exceed 53,500 and 12,500 for Phases I and II
reeQeetively, aub~eet [o approval of the contract by

Jody Fa rd, Chairman of [he Beautification Committee said they had
considered the request from the Oceanside Homeowners' Association
that the city provide eater meters in connection with the
association's plans [o landscape and beautify the entrance to
Oceanside. She presented a 11sC of five conditions which the
committee recommended should be established and adhered to in any
such request. If these conditions could be met, it would be the
reco®endatlon of [he committee that the city waive the cost of [he
necessary wa[ar meters.
Discussion ensued relative to payment of the water bills and
maintenance of the area in the future when ownership of properties
had changed and is vas pointed out a maintenance con tract would 6e
required. The City Manager expressed some concerns regarding
drainage and he felt Public Works should have an opportunity to
review and make recommends [ions on such applications. While the
City Commission generally approved of the concept of assisting with
such beautifita[Son efforts, [he matter vas referred to the City
Engineer for review and recommendation it vas felt approval of the
City Engineer should be required on future applications of this
nature.

3. Appearances
A. Capt. Anderson addressing beach access at Dewees Avenue
Mayor Gulliford briefly outlined the events which had transpired
regarding Chia beach access. He explained that Cap[. Anderson's
complaint had been that an elevated portion of the crosswalk was
located in front of his house. Mark Arnold, the attorney
representing the city in this matter, pointed out that a tentative
agreement had been reached, but review of this document by the
c ity'e building official revealed a couple of items in the design
of the overvalk which were not in compliance with the Standard
Building Code and state guidelines. The Hayor pointed out that the
dunes had changed due to erosion since the overvalk had been
Constructed and inquired whether the design of the crosswalk could
be amended.
After a full discussion of [he matter, Don Ford was dlrecfed to
check with [he state to determine what type of structure Could be
bull[ to meet state regulations. The Mayor vas anxious to see that
every effort vas made to reach agreement rather than go to court if
necessary.
B. Presentation by Hill Mathis of the American Military Member
Association
Mr. Mathis explained the association primarily works with active
duty and retired veterans and he felt [he association Could be
helpful on occasions where veterans' issues came before [he City
Commission. He wished to make the city aware of their existence
and to offer their services to the city and the City Commission to
make Atlantic Beach a better place to live.

George ball, Jr., 1937 Sevilla Boulevard, informed the Ci[y
Commission that Che prospective tenants of Che Shoppes of
Northshore included a bank with drive in service. This would
decrease the size of the building and would increase the parking
and landscaped areas. The changes have been reviewed by Don Ford,
Building Official, and landscaping plans would be brought to the
Tree Conservation Board on August 20, 1990.
A111iam McGee, 1831 Belva Marina Drive, said some intensive
surveying vas being done on Belva Marina Drive and it vas his
understanding the city had plans to enlarge [he Ac7antic Beach
sever plan[ and phase out the Buccaneer plant. He read a prepared
statement, copy of which is attached hereto and made a part hereof,
outlining what he perceived to be potential problems and inquired
into the status of [his project.
Mayor Gulliford said the city was investigating several
alternatives and consolidation of the two sever plants vas one
option which vas being considered. The Ci cy Manager reported [he
city had negotiated a limited contract to study [he matter and
determine the best and most cost effective course of action for the
city. Enough information has not yet been provided for a decision
to be made. The Mayor introduced Bob Kosoy, the new City Engineer,
and asked [hat Mr. McGee contact Mr. Kosoy during business hours
regarding [his project.

subcontractors, agents or employees. It is specifically understood and

3. If ac any time after the Clty has assumed the maintenance
responsibility above-mentioned, it shell come to the attention of the
Department's Director of Maintenance that [he project or a par[ thereof
is not being properly maintained pursuant to the terms of this Agree-
went, said Director of Maintenance may at his option issue a written
notice that a def iclency or deficiencies exist(s), by sending a cer-
t if ied letter in care of the Department of Recreation and Pu611c Affairs
[o place Bald City on notice thereof. Thereafter the City shall have a
period of (30) thirty days wlthLn which to correct the cited defi-
ciencies. If said def iclencies are not corrected within this tame
period the Department may at its option, proceed as follows:
(a) Maintain [he North side of Atlantic Boulevard for the entire length
within the 'limits of said project with Department or Contractors'
personnel and charge the City for the reasonable value of Bald wrk; or
(b) Remove, by Department or Contractors' personnel, all of [he land-
scaping except as to grass, and plant [he entire median strip in grass
and charge [he City the reasonable value for such work.
4. It is understood between the parties hereto that the landscap-
!ng covered by this Agzement may be removed, relocated or adjusted at
any time in the future as found necessary by the Department in order
chat the adj scent state road be widened, altered or otherwise changed to
meet with future criteria or planning of the Department. _
S. The City shall indemnify, defend, save and hold harmless the
Department and all of its offices, agents or employees from ali claims,
demands, liabil icier and suits of any nature whatsoever arising out of,
made a part of [his Agreement. All such installations shall be made
under [he supervision of and to [he sa[isfac[ion of the Department.
2. The Ci[y hereby agrees to mainta In the plantings following the
Department's recoa®endations as to procedure, safety and plan[ <are, at
the sole expense of the Cicy. The City's responsibility for maintenance
shall include all landscaped and/or turfed areas on Department of
Transportation right-of-way within the limits of the project. Such
maintenance [o be provided by Che City Ss specifically se[ out es
follows:
Ta maintain, which means that proper watering and proper fer-
til iza[ion of all plants and keeping them as free as practicable
from disease and harmful insects; [o properly mulch the plant beds;
to keep the premises free of weeds; to mow and/or cut the grass to
a proper length; to properly prune all plants which includes (1) ~.
removing dead or diseased parts of plants, or (2) pruning such
parts [hereof which present a visual hazard for those using the
coadvay. To ma lntain also means removing or replacing trees or
diseased plants in [heir entirety, or removing or replacing plants
that fall below original project standards. All plants removed for
.~ whatever reason shall be replaced by plants of [he same grade ae

called the "Department" and CITY OF ATLANTIC BEACH, FLORIDA hereinafter
Called "City".
1. City desires to enhance and beautify the median greenspace areas
on State Road AlA, also known as Atlantic Boulevard. Limits of
improvement are from the intersection of AlA and Third Street,
[o [he east, to the intersection of AlA and Mayport Road [o the
vest (see enclosed map for median area detail). Area designated
for proposed enhancement complies with de sigr. trite ria related
to highway safety as outlined in FDOT Standard Index 700, Sheet
1, excerpted for trees and plants. Beau[if station of median
area will consist of planting of approximately 50 Palmacaea
Bu[ia Capitata, commonly known as Pindo Palms in areas shown on
enclosed map.
2. City covenants and agrees [hat it will indemnify and hold
harmless DEPARTMENT and all of DEPARTMENT'S officers, agents and
employees from any claim, loss, damage, cost, charge or expense
arising out of any ac[, action, neglect or omission by CS[y
during the performance of [he contract, vhe [her direr[ or
indirect, and whether co any person or property to which
DEPARTMENT or said parties may be subject, except chat neither
City nor any of its sub-contractors will be liable under this
section for damages arising out of injury oz damage [o persons

negligence of DEPARTMENT or any of its officers, agents or
employees.
3. The FLORIDA DEPARTMENT OF TRANSPORTATION DISTRICT II SECRETARY
shall decide all questions, difficulties and disputes of arty
nature whatsoever relating to [he maintenance of said area that
may arise under or by reason of this AGREEMENT the prosecution
or fulfillment of the services hereunder and the character,
quality, amount and value thereof; and his final decision upon
all such tlzims, questions, and disputes relating [o maintenance
shall be final and conclusive upon the parties hereto. Claims
of third parties shall no[ be subject to this paragraph.

The Atlantic Beach Pension Board of Trustees met Monday, June 4, 1990 ac
7 p.m. in [he Commission Chambers of Clty Bnll.
Those in attendance were Chairman Riehard N61te, True tees Ronald Wingate,
and David Archer, Treasurer Narry Royal and Secretary Kim Leinbach. Joan
LaYake vas unable [o attend due to a medical problem. Ronald Della Por[a
resigned from the Boacd because of his reaenc move to St. Johns County.
The minutes of the meeting of February 27, L990 were read and approved
without change.
Discussion of the replacement of Mi. Della Ports took place. Prior Co
this meeting Chairman Nhite discussed the sltua[ioa with Mayor Gulliford.
The Mayor gave bis approval for [he Pension Board members to select a
person to fill the poeition of Mr. Della Ports and then ask for [he
Cosmiseion's approval. The members were asked to give some [hough[ to a
person who would be qualified to fill the open poeition and subsit that
name ai [he next Pension Board meeting.
Mike Callaway and Tlellaas Spires of Merril Lynch gave an evaluation
overview of the CSty'e financial status Including total fund returns and
fixed income. There raze no questions or comments from the Board members
following this presen[e[1on. IJhen asked Sf the end of the quartet report
could be forwarded tm [he Board members sooner than six reeks, Mike
Callaway thought this would be possible.
Chairman Yhite eteted Harry Royal and Marvin Clayton had been in
coevnitation lately regarding various topics associated with City of
Atlantic Beach pension rules.
Ac[orney JoM Diekinson of Corbin, Dickinson, Duvall end Margulies
presan[ed Snforma[ioa regarding a disagreement between the Department of
Insurance and the City of At lentlc Beach over the Snterpretation of
Chapter 175 and Chapter 185. The dispute arose March 19, 1990 when Mr.
Clayton wrote a letter to Mz. Royal ou[11n1ng changes 6e felt needed to
be made is [he pension plan so the City would be io compliance with
Florida law. Legal counsel questions Mz. Clayton's authority to request
the amendments. A letter from Mr. Clayton emending hie previous letter
of Marsh l9, 1990 was distributed to [he Board members. Mr. Royal,
assisted by legal counsel, responded to Mr. Clayton's letter on May 4,
1990. At this polo[ Mr. Clayton ie holding the state premium monies
until all points of the April 12, 1990 letter are in compliance. Ken
Nipper was asked if he had any flexibility regarding the changes Nr.
Clayton felt the City needs to make. Mt. Nipper stated he wasn't
flexible on any item stated in Mr. Clayton's letter and the changes are

EAISGROiIm: The Mayor and Commission have been provided pre-
viously with a letter from John F. Dickinson, the City's labor attorney,
concerning correspondence between the City and Che Department of
Insurance regarding Chapter 175 and 185 pension funds. Attached is a
following letter from Mr. Dickinson concerning [he same matter.
In addition, there is another letter from Gabriel, Roeder, SmiCh
regarding the coat of a proposed impact study dated June 11, 1990. The
City presently has budgeted ;5,000 for actuarial studies, of which 33.300
has already been spent on the annual actuarial valuation for this year.

Bio-Environmental Services Division to de-activate the one gasoline tank
at Che sever plant on 1100 Sandpiper lane. This tank is no longer in use
due [o the auxiliary equipment now being powered by diesel engines.
There were no drawings, blueprints, or other information to indicate the
size of the tank. Upon excavation the [rue tank size vas determined.
The estimated size of the tank vas 250 gallons. The ,true size vas 750
gallons. The 51,000 extra charge vas based on the the true size of the
tank.

This agreement shall be in full force and effect for a
period of three years from the date of execution. However, either
party shall have the option, at any time during this period to
terminate this agreement, such termination to be effective upon
receipt of the other party of written notice at least thirty
(30) days prior to any such termination.
This agreement embodies the whole agreement of the parties.
There are no promises, terms, conditions or obligations other
than those contained herein and this agreement shall supercede
all previous communications or representations of agreements,
either verbal or written, between the parties.

PAYNENT SCHEDULE
For Phases I, II and IV, the City and Burton 6 Associates
agree that Burton i Associates will render all invoices on a
monthly basis for the actual unbilled hours and expenses incurred
prior to the billing date. All invoices are due and payable upon
receipt. For Phase IiI - Assist with Hond Financing, the City
and Burton i Associates agree that the fees due will be paid at
closing of the subject bond issue.
Each party shall be entitled to reasonable attorneys' fees
and costs upon default of the other. Venue and jurisdiction of
the parties upon litigation shall be in the Circuit Covrt in and
for Duval County, Florida.
COST PAID BY THE CITY
The City agrees to pay all costs of the bond issues,
including but not limited to: fees for attorneys of the Issuer,
fee of Bond Counsel, Financial Advisor's fee and expenses, rating
agency fees, insurance costs, printing costs of the Issuer,
printing costs of the Bonds and the Official Statement,
advertising coats, travel expenses of Officials of the Issuer and
fees and expenses of the underwriter(s).
GENERAL CONDITIONS
it is agreed that neither Burton i Associates nor our
subcontractor, A.G. Edwards 6 Sons, Inc., will participate,
either directly or indirectly, as an underwriter in the sale of
bonds for which we serve as financial advisor under this
agreement.
Should financing fail to materialize, the City shall not be
financially obligated to Burton i Associates or A.G. Edwards i
Sons, Inc. for work performed in Phase III except as to
reimbursement of such expenses as may be herinafter approved by
the City prior to their being incurred.
Should, in the course of performing services under this
agreement, the city determine that additional services are
desired of Burton i Associates and should Burton i Associates
accept such assignments, this agreement may be amended in writing
to provide for the accomplishment of and payment for such
additional services.

Burton i Associates agrees to conduct the following Phases
of work ae described more fully in the Scope of Services
reference in the proceeding paragraph:
Phase I - Conduct a financial review of the City's existing debt
structure, existing and potential revenue and funding
sources and projected capital improvement program
requirements for both the General Fund and the Water
and Sewer Enterprise Fund,
Phase ZI - Evaluate alternative financing options and develop a '.
recommended financial management program,
Phase III - Assist with bond financing, and
Phase iV - Conduct a eater and wastewater rata study to include
planning and developing the necessary funding plans
and revenue generation systems (update of rates,
specific service charges, impact fees, etc.) to ensure
the orderly and cost effective funding of required
eater and wastewater operations, maintenance and
capital improvement requirements as appropriate for
the City.
All Phases of work will be conducted in conformance with the
Scope of Services referenced in the prior paragraph. ~.
COMPENSATION
The fees for the services to be provided under this
Agreement shall be as follows:
Phase I: Hourly rate plus expenses. Total cost not to
exceed $3,500.

begin construction of a replacement dune walkover, whose
dimensions and descriptions ace as follows:
A. The walkway shall start at the seawall as constructed
within the easement area more particularly described in Exhibit
•A• of the complaint filed in this cause.
B. Prom the westward end of the walkover it shall begin to
slope downward within the first ten (10) feet from that point so -
as to allow the structure to pass directly over the existing
sand but in no wise shall the structure be elevated higher than
twelve (12) inches above the existing sand at the time of the
reconstruction.
C. The walkover shall have handrails which shall be
constructed so that the top railing will have an inverted •v•
construction and not a flat plane, and be no higher than
twenty-eight (28) inches.
D. That the walkover as reconstructed shall not be greater
in length than fifty (50) feet.
2. The City of Atlantic Beach will assume any and all
'liabilities and carry proper liability insurance for any and all
injuries occurring on or about the walkover.
3. The City of Atlantic Beach shall maintain and repair
the walkover in good condi[ion after its reconstruction. If the

Enclosed herewith is the Joint Stipulation and Agreement as
changed by Cynthia Glazier, attorney for Messrs. Anderson and
Mabry. You will note that the walkway shall begin at the
seawall, which is the first change in paragraph A. In paragraph
B, the valkway shall slope downward within the first 10 feet of
the valkway and be no higher than 12 inches. In paragraph C,
regarding the handrail, the handrail shall not be higher than 28
inches. Zn paragraph D, the length of the walkway shall be 50
feet. The other change is that if we decide to change the
walkway, notification moat be given no matter what the reason
for change. -
If you would please review these changes and let me have
your comments, i would be moat appreciative.
I will be hospitalized due to surgery for the neat few
weeks and once you receive this letter you may want to address
any comments you have with Mr. Stratford, who will be handling

his coaplaint concerning the Deveea Avenue dune crossover. After looking
at [he reap a[ eleventh Stzeet and discussing designs in Neptune Beach, re
vent to the Deveee crossover. I stated our in[entlnae to reduce the height
of the crossover by lowering 1[ oa an average of approafmately 3'-0°. We
would reduce the length of [he crossover by approzimately 25'-0". The start-
ing point would be located a[ the Bea wall which 18 at the beginning of [he
Bea oats growth. Tha growth would ea[end seaward following the contour of
the existing dune [o the hard sand. -~ .
Mr. Anderson expressed a desire to have the~handta116 reaoved. In

On Friday, AUgust 3, 1990, I met with Hr. Mderson to discuss the
Devees Dune Crossover. Present were Hark Arnold, attorney for [he City,
and Doug Hilne, Hr. Mderson's attorney.
After a brief discussion of [he history of Mr. Mderson's property
I laid out our plans [o reconstruct the dune crossover. Hr. Mderson
and company seemed [o agree with [he plane with [he exception of the
height of the handrail. I explained that the handrail height is deter-
mined by the Standard Building Code. Hr. Arnold stated that [fie City
would be liable if the crossover vas not constructed to [he Code.
Hr. Mderson disagreed with my statement and said, "the crossover
vas not constructed legally the firs[ time."
The City has redesigned the crossover [vice to lover the elevation
sad the lengtfi. I do not feel the handrail height is a negotiable item.
I believe it would be a safety hazard to lover the handrails below the
34" required by the Standard Building Code.

cities in those counties. With Atlantic Beach and Duval County
that situation vas reversed. He also felt the interlocal agreement
viCh the City of Jacksonville should be renegoCia[ed.

The City Manager reported he had met with Hike Burton and

City Attorney Jensen confirmed that the Commissioners had received
a copy of his report regarding [he proper[ ies adjacent co the sever
plant. He said some of the owners of the six lots wanted more than
the assessed value. After brief discussion the City Hanager vas

Satin Sero7er asked the City Coasiission and the Recreation Advisory
Board to consider hosting the minor league state tournament nett
year. ~- Hr. Seroyer vas direcced to discuss the matter with the
Recreation Advisory Board.
Cosisaiwer Cook requested that a list of all requests for
donations be provided for the City Commission [o use as a reference
when setting a budge[ figure for such donations for the next fiscal
year.

The Ci[y Manager said the city had provided eater for medians but
due to Che number of rights-of-way compared to medians, he felt
this matter should be brought before the City Commission for
consideration.
Mr. Pu llem explained the proposal vas Co include landscaping and
sodding and [heir request vas for permission [o perform this work
on city right-of way and that the city assist financially by
suppling two eater meters, one for each side of the entrance.
Harry McNally, asked if [he city would be required to provide the
labor to install the meters, and also, in [he event [he city needed
to excavate the area at a later date, whether Che city would be
required [o restore [he area to its landscaped condition. Mike
Kring, Atlantic Beach resident temporarily residing at 2106
Sandpiper Court, Ponce Vedra, suggested the plans Eor bike paths
and/oz sidewalks should be completed before approval of [his
request so there would be no adverse cost to the city through later
changes. The City Attorney also raised [he question of whether the
city would be willing [o provide assistance to ocher groups or
individuals with similar requests. John Bailey, 1923 Beach Avenue
suggested the Oceanside Association consider [he possibility of
using shallow yells which would not contribute [o the present eater
shortage. After further discussion [he matter vas referred to [he
Beautif icatior, Committee for their review and recommendation.
D. Approval to eucute Community Develop Block Grant contract
beivreen the City of Atlmtic Beach and Jacksonville
Tom Bowles, Community Development Director, reported the city had
been awarded ;100,800.00 for improvements in the Donner
subdivision, of which ;51,000 has been budgeted for rehabilitation
and maintenance of homes owned by the elderly. Ne recommended
approval.
Notion: Authorize Mayor to ezecute contract betreen the City
of Atlantic Beach a~ Jacksonville for CoaaeuiCy
Development Block Grant funds

Commission. The Ci[y Attorney responded chat a recently enacted
ordinance regarding substandard lots of record required that
changes be approved by [he Community Development Board and the Ci[y
Commission. The question vas called and [he motion carried
unanimously.
7. Rer Business:
A. 6ecreation Advisory Board with reco~esda[ioas
Don Fegan, Chairman of the Recreation Advisory Board, reported that
John Seroyer had appeared before their board and had requested
funds to assist in taking [he Little League baseball all-star team
to the regional championships. Ic vas their recommendation a
donation of $1,000.00 be approved and that the check be made
payable to Budge[ Au[o Rentals, the company From which the vehicles
would be rented. IC vas pointed out a donation of $500.00 had
previously been approved for a summer athletic program but [hat
this money had not been used and [he request vas therefore for an
additional $500.00, for a total of $1,000.00. The board also
recommended [he City Commission budget $5,000 to accommodate any
such requests in FY 1990/91.
Mr. Fegan reported that [he meter box ac Donner Park had been
stolen and wires cut, leaving Donner Park without any power. Na[er
fountains continue to be damaged and restrooms abused and the board
recommended replacing the water fountain, but not to include any
refrigeration. They have requested the Police Department check the
area as often as possible and hoped [he city would move ahead with
[he land clearing as quickly as possible. The Mayor said some
Community Development Block Gran[ funds may be able f.o be used for
some of [he recommended improvements in Jordan Park and asked that
[his be brought to the Community Development Director for his
review.

John Seroyer reported briefly on the successes of [he various teams

a question from Co~issfoner Tucker, Mr. Seroyer said he felt

[he municipal limits of Atlantic Beach. The question vas called

Commissioner Edwards reported only one bid had been received and it
had been determined by the awards committee that the lone bid was a
responsible bid from a reputable firm.
Notion: Accept the Bid of Bowie Creene Sank Impectiom in
the amount of X4,900.00 for technical services in
the inspection of elevated rater storage tank and
facilities at the sever plant
In discussion before the vote, Commissioner Weldon inquired why
only one bid had been received. Commissioner Edwards explained
several invitations to bid had been mailed but in the past, the
City had not received many bids for this type of work. The
quesCion was called and the motion carried unanimously.
5. Resolutions:
A. Resolution No. 90-12 fn support of Amendment /3
Mayor Gulliford presented in full, in writing, Resolution No. 90-12
urging support of Amendment t3 on the November ballot limiting
unfunded state mandates on cities and counties. Hayor Gulliford
explained how state mandates were passed on the residents and urged
support of Amendment 73. -

John Bailey, 1922 Beath Avenue, said he noticed a number of
instances recently where city ordinznces ve re poorly written and
were difficult co enforce. He felt the city code should be
reviewed and rewritten where necessary.
Mr. Bull said he had met [he requirements of the city code and had
submitted a tree removal plan vh ith vas brought [o the Itee
Conservation Board and a permit had been issued for the work.
Dan Martin, owner of The Bounty, said his business would be
relocated Co [he new facility when ready. He said the developers'
representative had expressed concern about the landscaping during
his first contact with them. He felt the development would be one
of [he finest fac ilicies in the area and, when complete, one of
which the community will be proud. He urged support for the
project rather than considering a boycott.

JOLY 23, 1990
Christy Brooks, 1222 Jasmine Scree[, said trees had been removed
from Jasmine Street prior to the public improvements. He said he
had heard ell of Jasmine S[ree[ would not be paved and he asked if
this vas true. Charles Sharron, 820 Wes[ 14th St rest, said he had
received similar information from the contractor. The City Manager
vas directed to check into the matter and advise Hessrs. Brooks and
Sharron in this regard.
Lois Weiss, 253 Seminole Road, said she had some ideas she would
like to have included in the new tree ordinance. These were given
to Lyman Fletcher who is coordinating [he efforts to rewrite the
ordinance.
Morris Downey, 372 Ahern Street, Complained chat the removal of the
trees had left holes 1a his property and he felt the contractor had
no[ been considerate of [he neighboring properties. Mr. Downey did
clarify later 1n the meeting that Hr. Bull had discussed the tree
removal with him prior to commencement of the work.
John W. Weldon, Jr., said he was shocked by [he removal of the
trees and he asked that Mr. Bull attend the meeting of the Tree
Conservation Board on August 20, and that the city provide
oversight for the landscaping to ensure that the trees which are
planted are acceptable and that [here is a guarantee [hat the trees
are properly maintained.
Dezmond Waters, Chairman of the Tree Conservation Board, invited
members of the audience [o participate in the rewriting of Che
ordinance or to attend the meetings of [he Beau[if ication
Committee.
Lyman Fletcher, 804 East Coast Drive, expressed disapproval of the
removal of the trees on the Bennett Motel property as well as other
developments and urged the city to pass a strong ordinance for the
protection of the trees and sand dunes.
Prancia Beaver, 319 12th Street, said she and her husband own a
landscape company and while she agreed with many of the co®ents,
she said in many instances they would recommend the removal of a
tree because the tree may not survive the damage caused by the
construction. In her opinion i[ would be better to plan[ a new
healthy tree. Cynthia Corey, 394 8th Street, said she felt trees
should be better protected so they would no[ die as a result of
construction activity.
Sandra Sheppard, 44 Dewees Avenue, presented a petition requesting
[he developers of [he Shoppes of Northshore Co restore and include
a large canopy of trees in [heir development plans or be boycotted.
The CS[y Clerk vas directed to forward a copy to the developers.

Mr. Bull explained [he property had been vacant since November 1988
and had been used by transients and had become an eyesore as yell
as a problem for law enforcement officers. The City had urged the
speedy demolition of the building because of these problems. Nr.
Bull said prior to demolition between 20 and 30 of the best palm
trees had baen relocated. Ne said [hey sough[ a commercial company
which vas bonded and insured to remove the trees but because of the
condition of [he trees, they had not been successful. The
demolition contractor also vas unable to find someone who would
relocate the trees.
Nr. Bull said the landscaping plan called for at least 35 hardwood
and palm trees along with other landscaping. He presented a
preliminary landscape plan and an ar[is ['s rendering of the
pro3 ec[. Ne said the landscape drawings would be complete in a
week or so and he had already agreed Co meet with the Tree
Conservation Board in that connection.
2. Becognition of Visitors
Bob Weiss, 253 Seminole Road, agreed that clearing Che Bennett
Noel property had improved its appearance and said he felt [he
architectural style of the proposed building would be compatible
with surrounding buildings. However, he felt [he des[ructior. of
the palm trees vas unnecessary and wasteful, especially in a
recycling community such as A[lan[SC Beach. Ne also favored a
requirement that newly planted [tees be maintained in a living
state and pointed out that many of the young trees which had been
planted recently in this area were neglected or dead. Ne felt the
city needed ordinances and officials who would protect and not
waste resources. Nr. Weiss also inquired whether the artesian yell
which had been on the property had been properly capped off.
Mayor Gu Lliford responded that he had instigated [he formation of
the Beautification Committee which had been responsible for
drafting a tree protection ordinance. A subsequent ordinance
providing amendments [o the tree ordinance had not been approved by
the Gi[y Commission but a committee is continuing to work to
provide the best possible ordinance which would provide for tree
protection as well as respect the rights of property owners.
Don Wolfson, 1725 Beach Avenue, reported on events which took plate
some years ago which resulted in total destruction of trees in what
is now [he K Nor[ parking lot, and the work of a Rroup of citizens
which resulted in the prase rva[fon of the large oak trees at
Sco[tys. He outlined the occasions on which the Shoppes of
Nor[hahore had been before the Community Development Board. He
Said he felt sure the developers would provide the trees and
shrubbery they had Promised but that there vas no law which would
require the trees [o be maintained in a live state. He urged Che
city to consider a green space requirement.

At this time the Mayor recognized the Aclancic Beach Minor and
Major Babe Ruth League, both of whom had von [he state championship
in their respective divisions. Team members who were in attendance
displayed their trophies and received a standing ovation.
The Mayor also announced chac Praternal Order of Police Lodge 107
had recognized Rose Blanchard as Citizen of the Month in April,
Calvin Hlair as Citizen of [he Month in May, and John Seroyer as
Citizen of the Month in June. The Mayor congratulated these
citizens.
Mayor Gulliford also presented two items of correspondence. The
fist. vas a letter from Connie Shea, Owner/Manager of the Comfort
Iw, thanking the Atlantic Beach employees for [heir help and
corplimencing them on their positive, helpful, problem solving
attitudes. The second letter vas from Florence M. Picard
encouraging the City Commission to consider using [he current City
Hall as a community center and providing activities for senior
ci[Szena a Couple of afternoons a week after City Hall activities
have moved co the new building.
