Mr. Dave Boerem This case was heard March 8, 2011, Mr. Boerem was found in violation of the International Property Maintenance Code and ordered to clean property of rubbish and debris or a fine of$100 a day for each after April 1, 2011 would be imposed. As of yesterday March 9, 2011, the property is not in compliance and Mr. Boerem has requested a hearing before the board. The fine amount as of today is approximately $3,900. International Property Maintenance Code, Chapter 3 section 307.1 November 1rt I received a complaint from a neighbor about the trash in the yard. I had given the owner until November 5`n, so I would wait until then. November 81h I posted a second Notice on the property. Gave until November 15'n When I investigated on November 15'n,the work had still not been done. On November 16'n I mailed a Certified letter with the code violations and gave Mr. Boerem until November 29'n to bring the property into compliance. This letter was returned due to the fact that the information I had obtained from the Property Appraisers web site was not up to date. On December&we had another complaint from a neighbor. Now windows that were sitting outside have been broken by kids that seem to use this vacant house as a hang out. I tracked down a current address&cell phone#for Mr. Boerem. I called three times on December 6'" and left voice mails every time. On December 9" 1 mailed a certified letter to the new address. This letter to was returned. On December 20n @ 11:001 left another v/m asking that Mr. Boerem please call me so we could discuss the issues with this property. On December 201", @ 3:00 the same neighbor called and said the owner had been to the property a couple of times a few weeks before but had not cleaned anything up. I also received a voice mail from an Atlantic Beach Police Officer saying they had been called to this address because teens are hanging out here, in and out of the house. By the time they arrived the kids were gone. December 29'n 1 posted a letter on the property&at City Hall stating what needed to be done and if the violations weren't corrected he may be brought before the Code Enforcement Board. �J On January 6, 20111 received my first phone call from Mr. Boerem. He apologized for not rescondine before this. Said his phone had been lost. He gave me his mailing address (I told him I had sent him a letter there but it was returned.) He assured me that if I sent another letter to that address he would get it. He promised me everything would be taken care of no later than January 14'h. He even said he would call me to meet him on January 13`h to make sure everything was done. He never called. The property was not touched until January 22nd. January 24`h @ 12:18 1 left a v/m stating a lot of the garbage had been picked up. However,there is still garbage,two sinks,the broken windows &the front door was opened & had no lock or door knob. He never returned my call. January 31"@ 3:15 1 finally spoke with Mr. Boerem again. I again asked him to clean up everything remaining in the yard,secure the house by putting a lock on the doors. He again Promised it would be done by end of week February 4`h February 7`h,the work was not completed. Still a lot of trash, some now in piles. He did out the lock on the door and he removed a trailer with some garbage on it. February 9'h I mailed a certified letter stating that he was being brought before the CEB. Tho Ipttpr wag rpturned. February 25`h I posted a letter on the property and at City Hall stating that he was being brought before the CEB. These are the pictures as of today.
