AGENDA ITEM: Hazard Mitigation Grant
DATE: December 27, 2012
SUBMITTED BY: Michael D. Classey — Chief of Police
BACKGROUND:
The Hazard Mitigation Grant Program (HMGP) was established by the Federal Government through
the Stafford Act. It is administered by FEMA and managed by the Florida Division of Emergency
Management. Staff has initiated a Hazard Mitigation Grant application for sewer rehabilitation that has
been approved at the county level. The project is the Donner Subdivision Sewer Upgrades Phase II.
The total cost of the project is $155,000 and the grant requires a 25% Local Match which would make
the city's obligation $38,750.
This project is part of an overall sewer rehabilitation plan that was outlined in the City's 2000 Sewer
Master Plan, and again included in the 2006 Sewer Master Plan Update. The wastewater collection
system in the targeted area of the City consists of old vitreous clay pipe that is susceptible to cracking
and leaking and old brick manholes that are prone to severe deterioration.
The poor condition of the sewer system has led to various environmental, safety and public health
problems that are exacerbated during storm periods. During heavy rains, the broken sanitary sewer
system fills with storm water due to inflow and infiltration through the breaks and cracks.
The Sewer Master Plan Update recommended a 10 -year plan of sewer system rehabilitation. The City
has not been able to fund the recommended sewer system improvements.
Rehabilitating the sewer mains with cured -in -place pipe is a very cost - effective and quick means to
alleviate rainfall inflow and infiltration. Manholes will be rehabilitated and lined with a specialty
coating. The proposed project is a small, but important portion of the recommended sewer
improvements. An area totaling 62 homes and businesses will be improved by the project. This
project is ready to construct and could be completed within 8 months of the project award.
This project is a part of the existing Sewer Rehabilitation 10 Year Plan, and staff recommends
approving the matching funds to complete the project. The application deadline is February 15, 2013
and the next step in the process for this grant is for the City to submit to the signed application to the
State. For this, the City needs to authorize the Mayor to sign the related paperwork.
BUDGET: The City Match share of the expenses will be 25% of the total cost or $38,750 in the
2013 -2014 Fiscal Year.
RECOMMENDATIONS: To support the project discussed above, including a commitment to
provide the match funding necessary and to authorize the Mayor to sign the related paperwork for the
grant application.
