Agenda Item 7LAC;t�:NDA ITEM # 71, JULY 8, 2013 STAFF REPORT City of Atlantic Beach Commission Meeting STAFF REPORT AGENDA ITEM: ORDINANCE NO. 20-13-124 DATE: dune 17, 2013 SUBMITTED BY: Nelson Van Liere, Finance Director C2 STRATEGIC PLAN LINK: Goal 12 Marsh Master Plan Improvements — directly related to goal of increasing access and usage of City Marsh Preserves. BACKGROUND: The City's Marsh Master Plan includes many projects that are anticipated to need grant funding assistance for construction. In October, the City submitted a grant application for the 2013 Coastal Partnership Initiative (CPI) Grant Program to fund an incremental start on the Preserves Multi- Purpose Path proposed to connect Tideviews Preserve to Dutton Island Road. Because of the Federal Budget sequester, DPP has not received the FY 2013 grant allocation from NOAAA, but DEP Staff determined they have sufficient funds left over from previous grant cycles to fund this grant application if it could be completed by June 30, 2014. Staff assured them this would not be a problem and submitted the revised application and associated work plan. The CPI Grant funding of $17,500, will be available July 1, 2013, and requires a 50% match. The City funding source has not yet identified, but could be provided by moving a portion of the FY 14 funding up one year_ This proposed Phase 1A, construction from the gate at the Tideviews restrooms to the boardwalk leading to Sunset Pier, will allow easy ADA accessibility to the pier. Staff is working with Bowen Civil Engineering, one of our General Engineering Consultants, for design and permitting of this segment of path. Their initial cost estimate for actual construction of this segment is $28,000, Additional costs included in the grant are native plant restoration and entrance way signage. Estimated bid date is July, with construction beginning in August. Estimated construction time is less than six weeks. BUDGET: The Preserves Path Phase 1 is included in the Preserves Capital Improvement Plan for Fiscal Year 14 -15, but no funds are included in the current budget. Total cost of construction for grant purposes is estimated to be $35,000, with $17,500 returned to the City after completion_ The City's $17,500 match wlll consist of a combination of construction contract funds, staff salaries and planting of native species plants in Tideviews Preserve. This project will require a budget modification to transfer funds from reserves to a construction account to allow bidding of the project. WHEREAS, the City Charter of the City of Atlantic Beach requires that the City Commission approve all budgetary increases and transfers at the fund level, and WHEREAS, the nature of budgetary systems and those day -to -day decisions affecting such budgetary systems require adjustments from time -to -time, and WHEREAS, the City is amending the budget to add funds for construction of Phase IA of the Marsh Preserves Multipurpose Path, which will provided a fully ADA accessible path from the Tideviews Preserve Parking Lot to the boardwalk leading to Sunset Pier, and" NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION ON BEHALF OF THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA, that; 1. The Fiscal Year 2012/2013 Budget to be amended as follows: CONVENTION DEVELOPMENT TAX FUND Revenues: Grant Proceeds Expenses: Parks and Recreation Capital Outlay - Total Expenses: Fund Balance 2.
