Ray Brown's comments at 8-26-13 Workshop I'm here to comment on the Utility Sales Report. As presented it doesn't provide
information that can be used to evaluate the performance of the Utility Department. It
contains information that has been referred to as inaccurate and should be ignored.
Why publish monthly data that should be ignored?
As the owner of the facility, I recommend the report be changed as follows:
1. Make it an annual report covering the current and preceding years with data for
each year. Publish the report quarterly.
2. The water production section should include:
a. System capacity
b. Volume produced
c. Cost to produce (labor, benefits, supplies, maintenance, contracts,
consultants, etc..)
d. Volume sold
e. Sales dollars Generated
f. Production volume per man-year worked
3. The water distribution system section should include:
a. Incidents handled
b. Man-years of labor used
4. The sewer treatment section should include:
a. System capacity
b. Amount treated
c. Cost to treat (same as water cost)
d. Sales dollars generated
e. Treatment volume per man-year worked
5. The sewer collection system section should include:
a. Incidents handled
b. Man-years of labor use.
6. The improvement section (new section) should include a discussion of the
procedures, processes, and programs being evaluated to improve the efficiency
of the department along with a projected implementation date and anticipated
savings.
Adopting this report format will allow the citizens to determine if the department is
achieving their stated objective: Optimum efficiency with minimal staff.
