GOVERNOR Tallahassee, FL 32399-0450 SECRETARY Transmitted Electronically December 17, 2013 Jeremy Hubsch Redevelopment and Zoning Coordinator City of Atlantic Beach 800 Seminole Road Atlantic Beach, FL 32233 RE : 201 Mayport Road Dear Mr. Hubsch: The Florida Department of Transportation has reviewed the 201 Mayport Road development for impacts to state facilities and we offer the following comments for your consideration in reviewing this PUD Application: Project Description : The Applicant for the 201 Mayport Road development is proposing to rezone approximately 7 .2 acres from Commercial Limited (CL) and Residential Multifamily (RG-M) to Special Planned Area (SPA) to allow the development of up to eighty (80) residential units . Location : The subject property is located adjacent and to the east of Mayport Road approximately 500 feet north of Atlantic Boulevard. Estimated Trips : Consistent with the Site Plan, the FDOT estimated the trips by generating seventy seven (77) Apartments (ITE Code 220) and one ( 1 ) Single Family Detached Housing (ITE code 210) Land Uses. By using the ITE Trip Generation 9th Edition, the FDOT estimates 605 daily trips with 51 am and 62 pm peak hour trips . LOS & Impacts : Based on the FDOT State Highway System Level of Service Report (October 2013) , SR-AlA/Mayport Road and SR 10/Atlantic Boulevard includes the following capacity: • SR-A1A/Mayport Road, from Atlantic Boulevard to Dutton Island Road, with an adopted LOS standard of "D" (this is the adjacent segment which has a peak hour capacity of 4,500 peak hour trips), is currently operating at LOS "D". The year 2012 count was 2,622 peak hour trips; the segment has a v/c ratio of 0. 58 . • SR- 10/Atlantic Boulevard, from San Pablo Road to Ramp to AlA, with an adopted LOS standard of "D" (this segment has a peak hour capacity of 5 ,390 peak hour trips), is currently operating at LOS "C". The year 2012 count was 4,320 peak hour trips; the segment has a v/c ratio of 0 . 80 . www.dot.state.fl.us • SR- 10/Atlantic Boulevard, from ramp to AlA to W AlA Junction, with an adopted LOS standard of "C" (this segment has a peak hour capacity of 3 ,420 peak hour trips), is currently operating at LOS "C". The year 2012 count was 3 , 150 peak hour trips; the segment has a v/c ratio of 0. 92 . • SR- 10/Atlantic Boulevard, from W AlA Junction to Third Street (F, A1A Junction), with an adopted LOS standard of "D" (this segment has a peak hour capacity of 2,920 peak hour trips), is currently operating at LOS "D". The year 2012 count was 2, 768 peak hour trips; the segment has a v/c ratio of 0. 95 . FDOT Comments : The Site Plan shows two (2) driveway/access connections to SR-AlA/Mayport. Please note, the site has been vacant for a year or more and is considered a Significant Change; therefore, a driveway permit is required. A permit is also required for any construction within state right of way.
