Police Building BACKGROUND: The City advertised a Request for Proposals (RFP) for Professional Architectw·al and Engineering Services to provide a feasib ili ty study regarding improvements to the curre nt Public Safety Build ing. The City received a total of 11 proposals . The firms that sub mitted proposa ls were RQAW Consulting Engineers and Architects, Fisher Architecture, Little Architectural Consulting, VIA Concepts, PQI-1 Group, Ake l-Logan-S hafer Architects, POND Architects , TIV Architects, Hutchins Architects, CRA Arch itects and RDB Architecture. After staff eva luation, the top three ftrms were ranked in the fo ll owin g order: 1 st -CRA Architects t 1d -Al<el -Logan-Shafer Architects 3rd -PQH Gro up CRA Arch was the top-ranked firm for several reaso ns. They were rank ed at or near the top in all three major gracting criteria (professiona l qua lifications and project team, past sim ilar experience and project approach). Their Project Team has designed 31 pub lic safety facilities in just the last 10 years. They have a strong foundation in government project with 90% of their client s being public agencies and over 87% of their business is repeat clients. The have extensive experience with Disaster Recovery Operations and Accreditation Standards. BUDGET: The exact bud get impact is currently not known, but may exceed $20,000. The initia l funding will come from the PoUce Department bud get which will be reimb ursed by the Government Capital Fund with a midyear budget amendment. RECOMMENDATION: To author ize staff to negotiate with the top -ranked firms, in order of their rankings, for architectural and engin ee ring se rvices for the feasibility of the police building expansion and remodel ing. To authori ze the C ity Manager to sign an agreeme nt with the selected vendor to perform these services up to $30,000.
