The issue of the election of commissioners by district has been raised several times and is a
question the Charter Review Committee is going to consider in future. In preparation for
that I have obtained the attached election data.
As I reviewed the information the major concern that I had is the low turnout in one of the
districts that could lead to the election of a commissioner by very few voter. The 2013
voter participation rates by district are as follows;
