Identification of Grant Opportunities Langton Associates will conduct on-site interviews with the City Commission, City Manager, responsible department representatives, and staff, as well as review materials, including the City of Atlantic Beach's Strategic Plan 2012-2013 and Marsh Master Plan, to determine a list of the City's projects, needs and interests. Once project needs are established, our team will match these needs with resources available through various federal, state, corporate and foundation funding sources. We make extensive use of our internal and external resources to determine appropriate sources of funding to accomplish your goals. This activity will result in the submission of a Strategic Grants Plan for approval by the City Commission. Our understanding of your goals, projects and programs will give us a sound working knowledge of your needs and will help us identify potential funding that applies and is in line with your goals and ideals. Thus, constant communication is imperative in building a symbiotic relationship wherein both parties operate concurrently and collectively to drive a successful venture. To facilitate communication a single point of contact is created. Lisa King, Vice President of Langton Associates will serve as the Project Coordinator for the City of Atlantic Beach. Ms. King serves as the Lead Consultant for the St. Johns River Ferry Commission. Strategic Outreach requires knowledge of the community, and Langton Associates has been active ly involved with the City of Atlantic Beach for many years . For example, our Associate, Genevieve Fletcher identified a recent Coastal Partnership Initiative Grant for the City and collaborated with City personnel and other volunteers to plan and co-write the grant, which was awarded . It is also important to note that Langton Associates is the Grant Consultant to the St. Johns River Ferry Commission and in that capacity has successfully secured two recent grants as follows: Federal Lands Access Program Grant for $900,000 for operating subsidy and a $3.9 Million grant for Passenger Ferry Grant for slip replacement. We are well aware of how important the continuation of the Ferry is to the City of Atlantic Beach and we are very pleased we were able to play a significant role in keeping it in operation. Furthermore, to continue to understand the needs of the community, it is important to have the input ofthose who will be most affected by the project. That often includes gathering input from and interfacing with citizens as well as community leaders. Often the politics of a local project can be sensitive and Langton Associates is famil iar w ith the potential pitfalls that can consume those grant wr iters w ith no political experience . We avoid these by following your lead and acting as an extension of your team . Langton Associates will be available to meet with staff, via telephone and on-site visits , to review the Strategic Grants Plan as well as available funding opportunities, targets and strategies to achieve funding . Along the way, projects and programs that emerge will be reviewed to ensure that the best presentation is developed . This will include a review of outcomes , benchmarks, timelines , budgets and approach to ensure that these line up with the requirements of funders. Grant funding comes from a variety of sources and in order to stay abreast with the latest funding sources and opportunities, Langton Associates searches and reviews opportunities daily to identify sources of funding for our clients . Through the use of the Strategic Grants Plan , we match funding with projects and programs to tailor funding reports to our clients' needs. Additionally , every two weeks you will receive our SmartGRANTS E-Mail Alert, which outlines newly announced federal, state and foundation Notices of Funding Availability (NOFA), program notices , demonstration project notices and field intelligence. The SmartGRANTS E-Mail Alert will be distributed to any and all City personnel you desire . All documents will be provided in a Microsoft Office or Adobe format and shall be in electronic format and hard copy according to your preference. Development of Grant Applications Typical City Staff involvement in the process described below is primarily on the front end in Project Identification and Design and on the back end in review and approval of the grant application prior to submission. Staff involvement can vary based on the interest and expertise of the individua l staff member in the subject matter and with their personal knowledge or relationship with the Funding Agency. Our grant development approach is as follows: Review federal, state , and foundation Notices of Funding Availability, upcoming program notices and demonstration project notices and monitor new legislation Identify funding prospects for specific client initiatives through conducting a needs assessment and responding to client-driven requests Plan grant projects and proposals working closely with project managers and staff, including the development of a Strategic Grants Plan for new clients and periodic update of Plans for existing clients Write the grant draft and submit the copy to client for review and edits . No grant is too small. No grant is too big. Edit the final draft and Produce the final document Submit the final document per the requirements outlined by the grantor agency and provide client with copies Follow~up with the grantor agency to ensure delivery of documents and monitor notification of award. Langton Associates acts as a liaison to the funding agency before, during, and after any application is made . By keeping in contact with the granting agency and/or grant making organization, we are able to supply additional supportive material , if needed . Langton Associates has the capacity to address multiple funding requests at a time. With a wealth of resources at the disposal of the firm , we are able to manage these requests in a timely and effective manner. Each client is treated as if they are our only client. Time line Every grant is different and some have the opportunity for longer periods of planning and project development. Generally, funding availability notices alert respondents within a window of 30-60 days . A. Funding Needs Analysis Our local knowledge and familiarity with the City of Atlantic Beach and its interests and needs gives us a heads up advantage when we hit the ground running in preparing the Needs Assessment and Strategic Grants Plan. Below is the proposed timeline of events once Langton Associates is engaged : Phase One : 1 -45 Days Our team of associates with Lisa King as Project Coordinator will schedule meetings with appropriate contacts as directed by the City Manager's Office, and will begin interviews to determine projects, plans, goals and targets for funding. Phase Two: 45 -60 Days Development of Strategic Grants Plan begins after interviews and meetings have generated project ideas, needed resources and identified opportunities. The information gathered will be used to build an overall strategic plan to pursue funding . Phase Three: Ongoing Service Working with selected City staff to conduct targeted grant research, and through SmarlGRANTS Alerts, Langton Associates will identify potential funding sources and opportunities. A regular dialogue, such as monthly phone conferences, will help keep these opportunities in the forefront and assist in moving quickly on identified opportunities. B. Identification of Appropriate Grant Resources Through regular interviews and conferences, updates will be made to the Strategic Grants Plan . Thus, as selected City staff receive regular SmarlGRANTS alerts and through identification by the Langton Associates team, opportunities will be targeted and added to the grant calendar. Through a combination of planning for regular cycle grants and identifying new opportunities, every relevant resource can be pursued upon the decision of City officials . C. Grant Preparation Process Identify: Grant identification happens prior to the funding notice being released . Your competitive advantage is our institutional knowledge and research to best prepare even before the announcement hits the street. This can occur if there is a project and funding is identified or if funding becomes available in the midst of planning. 30-45 days until submission deadline Plan: Often projects await funding , but sometimes a funding opportunity requires development of a project to fit the requirements of the grant. Either way, prior to development of the submission there will need to be input by stakeholders and staff as well as a gathering of resources and possible leveraging opportunities. We get to know your staff and develop relationships with shareholders to facilitate collaboration, communication and development of required documentation and strategies so that once the process of assembling the submission begins all parties are ready to proceed. 20 -35 days until submission deadline Write: Grant submissions are the final product of pulling together many different sources of information from multiple partners to develop a document that is both coherent and also responsive to the grantor's request or notice. This requires components to be as developed as possible prior to the writing phase. Because we will have put in this work ahead of time, many of the required items will be available at time of writing and compilation. Additionally, there is the work of managing a team of people in their development of a submission, and keeping everyone on task . Every grant is different and has requirements specific to the needs of the grantor . The writing of this document is managed by the project lead and passed through a series of checks to review the documentation and identify all the key requirements and formats as stated by the grantor. This process includes internal redlining, edits and staff review. 15 -35 days until submission deadline D. Grant Review and Approval Process Edit: The final editing phase of the process occurs after reviews have been made by collaborators . This document is submission ready and needs only to be reviewed by final participants. There is time set aside for edits and comment submissions prior to document production and submission. 5-7 days until submission deadline Produce/Review: Once the submission document has received final approval by the City Manager's Office, copies are produced and distributed among shareholders. A final post-edit review window of 24 -48 hours is generally provided for. 1 -2 days prior to submission deadline Submit: Once all final review and post-review revisions or edits have been completed, the document is submitted to the grantor based on the instructions provided in the funding notification documentation. 1 -2 days prior to submission deadline Langton Associates will, after submittal , follow up with funding source. Michael Lang ton J GPC Preside nt Grant Profess ion al Certifi ed (GPC ) A former member of the Florida House of Representative (1985-1992), Mike Langton has had an extensive career in Florida State and local government. While serving as a member of the Florida House he had tours of duty as Chair and Vice Chair of the Advisory Council on Intergovernmental Relations, Chair of the Oversight Committee, Chair of the Committee on Children and Youth and Deputy Majority Leader. He was recognized for his service by numerous statewide organizations including the Florida League of Cities, the Florida Chamber Commerce and Florida Taxwatch. His grantsmanship career began nearly 40 years ago as a mayor's aide in which he assisted in writing the grant and administering the City of jacksonville's first CDBG Entitlement Program. He also served as a Special Consultant to U.S. HUD, National Science Foundation and Stanford Research Institute, Palo Alto, CA on national housing trends and non-service approaches. He has successfully obtained over $175 million in grant funds for Langton Associates local government clients since 1981. He holds a B.A. in Political Science from Florida Atlantic University. Langton is an innovator in devising funding schemes for non-profit agencies. In 1997, Langton capped a two-year campaign to include a provision for $10 million capital demonstration grants in the federal welfare reform legislation . He then successfully procured the entire $10 million for Goodwill Manasota and Goodwill Arcadiana. He has procured three $5 million Welfare to Work grants for Goodwill North Florida, Goodwill Middle Georgia, and Goodwill San Antonio. Langton currently consults with the Florida Goodwill Association and three individual Goodwills in Florida. In total he has consulted with 23 Goodwill agencies around the United States. Langton has had extensive hands-on experience in the area of affordable housing, and has worked directly in programs such as the HOME program, the Community Development Block Grant program (Entitlement and Small Cities), Homeless Continuum of Care, Hope 6, and the State Housing Initiatives Partnership Program. Langton assisted Pasco County in the development of its first Comprehensive Housing Affordability Strategy, (CHAS), and wrote the program description for Volusia County 's HOME program . Langton provided technical assistance to two County governments, Bay and Baker, during the implementation of their SHIP programs, including preparation of the SHIP plans, Incentive plans and organization of their local partnerships. Langton has a thorough understanding of the HOME Investment Partnerships Program and was the project manager for the Florida Housing Finance Agency contract to provide on-site technical assistance for HOME grant recipients and has provided HOME technical assistance statewide through the Florida Catalyst Program for DCA. More recently, he led the team charged with providing Technical Assistance to the State of Florida's Neighborhood Stabilization Program (NSP) recipients under the direction of the Department of Community Affairs . Michael also led the team developing Florida's 2011 -2016 Consolidated Plan for submission to HUD by the Department of Community Affairs . Langton coordinated the City of jacksonville's application for federal Empowerment Zone designation. This effort involved recruiting, organizing and facilitating a 200-person partnership for preparation of a Strategic Plan . Community redevelopment activities include: preparing a paper on "Establishing a CRA in Florida" and an Action Plan for External Funds Procurement for Delray Beach CRA. Langton's organizing skills were called upon during the first cycle of the US Department of Transportation's Job Access and Reverse Committee Grants, when he successfully facilitated Community Stakeholders (over 50 in each) in Broward County, Palm Beach County, and the City of Jacksonville resulting in the only grants awarded in the State of Florida, totaling nearly $3 million. The following year Langton assisted Orange County/City of Orlando's transit agency Lynx in submitting the i r application. Langton's contacts in state, federal and local government are vast. Langton has been a featured speaker to the Florida Association of Counties, the Florida League of Cities and Florida Redevelopment Association and has served on the steering committees of statewide campaigns for U.S. Senate, Governor and Cabinet officers. With a passion for writing, community building, and affecting change, grant writing seemed a perfect avenue for engagement in community projects and collaborative causes. Through volunteering with the North Florida Land Trust (NFLT), Genevieve met Michael Langton, the President of both Langton Associates and NFL T, and was grateful to be i nvited to test her ne wfound knowledge of grants in the professional environment at Langton Associates. Now an employee of four years, Genevieve does grant research for the firm, sending out bi-weekly SmartGRANTS™ E-mails to clients alerting them to the current Federal , State, and Foundation grants available. Genevieve assists in conducting ne eds assessments for new clients and leads targeted grant research based on clients ' individual project funding needs and requests . She also assists in grant and proposal writing as needed . Genevieve has a background in working with State and Local governments , growing up in the community of Atlantic Beach, FL of which her father was Mayor for two consecutive terms . She lived in a househo ld that was involved in their community, whether working with local government or volunteering in various capacities. After graduat i ng from Florida State University w ith a double major in Music and Philosophy, Genevieve · worked for the Secretary of the Senate in Tallahassee as a clerk and sound booth operator during the Spring legislative Session in 2008. Her duties included providing all necessary documents for the Senate staff and the public during Session , recording Sess ion, transcribing Bi ll/Amendment numbers and Speakers' names, and assisting mock Sessions with various visiting groups from all over Florida at the Capitol. Genevieve has continued her legacy of community work through volunteering with Atlantic Beach-based non- profit, Dig Local, Inc., assisting as fundraising director for the organization since 2011. She is currently a member of the Duval County Food Policy Council, working on the Food System Assessment Task Force for Duval County . She has a profic iency in the Spanish lang uage after teaching English in Sarayaku, a Kichwa community in the rain forest of Ecuador, and hopes that this skill will come in handy working in Florida, with its Latin American cultural diversity .
