SECTION 9-2:
1. Gender Expression: DELETE the words "or is perceived to be"
2. Gender Identity: DELETE the words "or is perceived to be"
3. Places of public accommodation: ADD words at end of paragraph: "Religious
organizations are also exempt if their ministry incorporates an outreach to non-
members of the church directly to members of the public as part of their outreach
ministry and public service to less fortunate individuals.
4. Religious organization: ADD "and to include an informal gathering of religious
individuals performing a ministry outreach effort to the public.
SECTION 9-4:
1. Clarify this section to ensure the city does not pay a magistrate for all
complaints that currently go before the Duval Human Rights Commission. Clarify
that the magistrate complaint process is only for the LGBT aspect of this law.
SECTION 9-5:
1. Item (3) Employers: ADD: This provision allows employers to clearly define
the behaviors that are acceptable and not acceptable in their particular place of
business. Breaking these employer defined standards of behavior shall nullify the
aggrieved employee's ability to file a claim with the city.
2. (4) Business: ADD: This section does not include part time employees who
work less than 35 hours per week in the count of total number of employees.
