architectural and engineering services for the above-referenced project.

planning and designs of public safety and law enforcement facilities. CRA's 30 staff
members have designed 50+ public safety and law enforcement facilities within the past ten

This project included a 60 acre student housingdevelopment with a boardwalk extending through an existing

Island Club Apartments -Jacksonville, Florida
Island Club Apartments is a 12 acre multifamily development which included 9 buildings (244 apartments) and
clubhouse with a pool to serve theresidence. We were responsible for the entire civil design which included site
design, stormwater,and utility design. The utilities consisted of a water distribution system, a gravity sanitary
system and a private lift station design with approximately 1110 if of sanitary forcemain. Permitting included
permits through City of Jacksonville,FDOT,JEA and FDEP.
Tupelo Plantation Phase IV and Pavilion- Nassau County, FL
SDB performed the civil design for a 30 lot subdivision in Nassau County, FL. Most lots were 3 to 5 ac in size.
The total project included approximately 266 acre and a 1.5 acre recreational area for an onsite pavilion to serve
the overall 100 lot subdivision. The design included a swale typedrainage system to treat the stormwater from
the Phase IV project and 1.5 miles of proposed private roadway. This project included permitting through
SJRWMD and Nassau County.

4. Combined renovation/expansion area of 12,807 SF for the police department with a public entry on the East
side, staff entry on South side, and service/intake entry on North side.
5. The emergencygenerator needs to be relocated from the West sideto the Northside, which is theservice
side of the site.
6. Communications antennas need to be removed.
7. Thenewaddition needs to matchthe existing architectural style, and the project needs to includenew siding
to complete the building, including the fire department area.
8. The facility is business occupancy and not a critical hardened structure.

Theprojectconsisted of the remodeling of the existing Glades County
COMPLETED Sheriff's Office and Jail Administration Building. The scope of the project
2009 encompassed the remodeling of approximately 12,386 square feet of
building areafor the adaptive reuse as the femaledetention wing for the
OWNER county. The design involved minimal remodeling of the existing
Glades County BOCC administrative area which was needed to house administrative support for
Sheriff Stuart Whiddon the facility. In addition to this, the existing housingareas were reworked to
sm. 863-946-1600 providehousing for 70 femaledetainees in three different housing units.

C. PROJECT APPROACH
Design Approach/Client Involvement
CRA's practice embraces the Total Quality Management style. We have workedvery hard to
implementdaily activities for our staff, which maximize our ability to develop and maintain client
relationships. Most importantly, these activitiescenter around improving quality by satisfying and
focusing on our clients' requirements and expectations. Severalspecifictools that weutilize to
accomplish this are Kickoff Meetings, Charrettes/Squatters Sessions, Design Critique Review
Meetings, regularlyscheduled InterdisciplinaryMeetings, pre-scheduled Quality Control check dates,
Detailed Delivery Schedules, Project Action List, and a Follow-Up Program. Essential in each of these
elements is the feedback from ourclients. All of these techniques are currentlyoperational in our
office and have proven extremely successful in reaching our above-stated goal. An elaboration of
where these elements are incorporated into thedesign process may be foundbelow.
w We define our approach to each project according to the uniquerequirements and concerns of the
client. Cooperation and exchange of ideas between architect and client ensures a successful project.
Thus, we emphasize active and direct clientparticipation in the entire design effort, from beginning to
completion of the project. It is the intent of Clemons, Rutherford & Associates to meet with the Owner
and any additionaldesignated representatives and verifyexactly what is needed and how the new
facility should function with respect to existing conditions. CRA will gather and analyze all relevant
Owner furnished documents prepared prior to award (if any) as well as conduct our own
field/site/facility inspection. We will thenprepare as necessary all study and/or programming
documents including preparing conceptual sketches and adjacencydiagrams for the Owner's review
prior to refined schematic drawings. This creates the opportunityfor input and communication
between client and architect so that all goals are realized.
The key to a successfulproject is in the development of a clear vision for the program. We propose,
with the client's approval, to initiate the design process with a vision workshop which will accomplish
the following objectives:
Facilitate discussionamong all interested parties as to the bestdesign elements of the project.
Promote a consensus among the workshopparticipants as to the best program elements to be
incorporated into the master plan.
Achieve "closure" or a general recognition by workshop participants that the bestoverallsolution
has been identified.
Participants will be challenged to identify key designissues, ideas, or program elements that should
be considered in the development of theproject. Thisprocess has proven to be advantageous by
allowing the workshop participants to effectively communicate with both thedesignteam andeach
other in creating a collective vision for theproject.
Where project scope and time allow, we propose a full-scale charrette to present information
collected from the vision workshop and elsewhere and to seek additional input frominterested parties
that the Owner might want to include. It is essential to the success of thecharrette that invitations are
extended to those people with clear vested interests or information so that the group does not exceed

15 people. Depending upon when the CM is selected we would foresee involvingthem in the
charrettes, Owner's meetings, vision workshops as well as all subsequent meetings occurring the
design development and constructiondocument phases.
We will plana detailedprogram for this charrette, firstbriefing the group on theresults of our study,
then allotting most of the available time for discussion. Wehave found that charrettes are most
successful whenpeople are presented withissues to which they can react; when the sequence of
discussions and decisions is controlled by a logical progression of issues; when thegroup is aware
upfront of the agenda and theirtime commitment relative to it; and when an experiencedcharrette
leader carries the group throughout the process.
Project team members representing all disciplines will facilitate this charrette. The focus of this effort
will beto identify and develop a consensus on key issuesaffecting the project. What will emerge
upon completion of the charrette will not be a finalized plan or solution, but rather a clear identification

of the issues related to this project and a frameworkfor completing the master plan and design.
Contingent upon when the CM is selected we would foresee involvingthem in the charrettes,
Owner's meetings, vision workshops as well as all subsequent meetings occurring the design
development and construction document phases. CRA's interaction with the CM involves
constructability reviews, cost comparisons, evaluations of availability of systems/materials, value
engineering, scheduleanalysis, etc.
During the remaining phases of document production, the followingspecific policies, procedures and
programs are applied at CRA.

On-Site Work Sessions
On-site work sessions will be initiated with a Kick-Off Meeting and concluded with a Wrap-Up
Meeting, so that all team members willknow what is expected of them, what hasbeen decided by the

Client, and what the next steps will be.
MEP During the on-site worksession, our project team "campsout" on site, with an intense schedule of
well-coordinated meetings. The work session schedule also provides adequate time for team
members to congregate to discuss issues in greater detail as required. We will request your input at
the beginning of the project as to the complexity, number and attendancerequirements of these
meetings.
Detailed DeliverySchedule
CRA will produce a detailed project delivery schedule at project kick-off. This schedule will be
developed with all members of the client and consultant team including the Client, theA/E team, the
CM, andlocal agencies as required. Thisschedule will establish major milestone and meeting dates
that will be attended by all team members. This schedule will help to ensure that all key participants
1) are calendared well in advance, (2) will be well informed of project events and key dates, (3) will
know who will be leading, participating and deciding, and (4) will know who will be required to follow
up with the meeting's resultant actionitems.

Cost Estimating Capabilities & Cost Control Methods
CRA has the in-house cost estimatingcapability to provide detailed estimates for any size or type of
project. Weutilize a sophisticated cost estimating system with a computerized databasecontaining
the currentcosts of morethan 12,000 building components, as well as the labor wage rates and
productivity figures for over 22 building trades. Using this system, we areable to pinpoint cost
overruns early and alter the design and/or materials selection to bring costs back into line. Cost
estimates are prepared at each phase of design and constructiondocument preparation, and at any
timedeemed necessary. We are keenly aware of the importance of time and budget restraints. Our
experience with cost estimating, building design and materials selection, as well as our
responsiveness to project demands, ensures a smooth flow of work from programming through
occupancy. In every phase of design, we incorporate life cycle analysis and value engineering,AIM
processes which compare the initial cost of building systems and components to their long-term
costs, including maintenance, energy efficiency, etc. Through this process, we can provide the Owner
a facility design that is cost-effective both initially and throughout the life of thebuilding. This process
strengthens the design concept, making it less likely to encounter requests for Change Orders. We
believe thiseffort is well worth the time and we consider it not to be new technological advances with
software, but simply old-fashioned hard work to produce what the Client desires. When working on a
project with a Construction Management delivery method, CRA's ability to provide the aboveservices
has proven beneficial to the Owner as we are able to confirm, reconcile and offer suggestions for cost
control prior to establishing thefinalGMP.
Building Information Modeling (BIM)/ 3D Design & Animation Capability
Recognizing the key role technology will play in the development of architecture, CRA has theability
to providedesign services through the useof 3D design and animationsoftware. Building information
modeling is a powerful tool that literally brings a building to life before it is constructed and allows us

Scheduling Ability

First, we utilize a sophisticated in-housebarchart system. It addresses duration, times, start and
finish dates for specific tasks as well as criticaldates and milestones. Second, we provide budgeted
man-hours to our Project Manager at the project initiation and for eachphase of the project. These
are monitored by our Production Managerweekly through the use of our accounting system and time
sheets. This methodprovides an extra "check system" both for the Client and for us. Wehavebeen
MINI very successful in utilizing both of these methods.
Quality Control
Everything we do, all of ourtraining, services and deliverables are focused on our goal of results that
are right the first time to achieve maximum client satisfaction. Clemons, Rutherford & Associates
utilizes the REDICHECK Interdisciplinary Reviewsystem to enhance our standard quality controlVINO
methods. REDICHECK is a construction document review systemspecificallydesigned to address
points of interface, enabling a predetermined, objective and experiencedQualityAssurance reviewer
to locate coordination discrepancies between disciplines. This system saves the clienttime and
money by eliminating design conflicts between disciplines prior to construction.
Thereviews will consist of constructabilityassessments, specifications checks, completeness and
coordination of documents, ease of bidding by contractors or subcontractors, and a back-check to
ensure that all prior design review comments have been appropriately addressed, and future
contractual claims have been avoided. The best change order prevention plan involves having the
team take the time to perform an independent check of the drawings. We know that the number of
change orders experienced on a project is directlyproportional to the amount of time spent in the

TQM and constructability review process. Consequently, we consider this to be oneof the most
critical services wewill provide.
In-House Construction Administration Department
One of thereasons CRA is so successful in satisfying ourclients is our focusedattention on the
construction phase of our projects. CRA is somewhat unique in how wehandle construction
administration. We have full time in-houseprofessionals, who working through the Project Architect,
are dedicated solely to overseeing our projects in the construction phase. Their skills are in
construction and all of them have actual hands-on constructionbackgrounds, thus enabling them to
foresee challenges and recommend practical solutions, as well as communicate clearly with the
contractor and subs. The frequency of the site visits are determined by contract but arealso impacted
by the stage of the project, with frequency ultimately being determined by the Owner's request and
work necessity to ensure a quality end product. Our constructionadministrators work closely with
the Project Architect throughout the completion of the project, ensuringthat all design elements are
completed as desired by the Client. Because we are currently working in your area, ourproximity to
the sitewill expediteinspections and allow usto provide immediate attention to any situations that
arise duringdesign, construction and occupancy.
Approachto Construction Administration
Due to thenature of the CM method beingutilized on this projectCRA has been working in a team
fashion with the CM for months prior to construction actually beginning. That said we begin effective
construction administration by attending and fielding questions at the CM's pre-bid conference prior to
the bid date. This allows all parties (Owner, Architect and bidders) to ask questions, discuss the
upcoming project and resolve any uncertainties prior to submittal of bids for construction.

During the bidding process we also aid in entertaining substitution request, providing supplemental
information to supporteffective bidding. We also attendthe bid opening and assist the CM in
evaluating the bid for the purpose of ensuring that the Owner goals of having the bestprice as well as
the most reliable and effective subs are selected.
Per Owner's preference/direction subsequent to bid opening CRA can prepare a CM contract
amendment to establish the final GMP amount, schedule of values and construction schedule. Upon
approval by the Owner of the GMP amendment notice to proceed is prepared and a pre-construction
meeting is held to be sure that the successful contractor is fully aware of all requirements of the
contract, plus those special rules, such as restricted parking areas, which can cause problemsafter
construction is underway. In addition, a Pre-Construction Manual is presented to the Client and all
team members at this time. The manualprovides addresses, telephone numbers and contact person
for all team members; submittal and payment procedures; and various other itemsregarding contract
information. As mentioned above, during construction ourConstruction Administrator visitsthe site as
often as is necessary and PALs (Project Action List) are utilized heavily duringthistime. Progress
meeting are held at intervals determined by the Ownerespeciallyfor review of job progress, airing
and resolution of problems, and review and approval of monthly pay requests. Substantialcompletion
and final completion inspections result in "punchlists" of incomplete or incorrectly completed items.
When this list is reduced to zero, the final payment to the contractor is made and permission is
granted foroccupancy.
Observe Work in Progress
During the construction phase of the project, wewill coordinate constructionadministration activities
with the appropriate local agencies involved. As part of ourmanagement information system, CRA will
I" implement our Project Action List (PAL)/Minutes fordistribution to the contractors involved in the
project prior to and after each on-site work session. The will be updatedregularly and distributed to
all project participants.
ThisProject Action List/Minutes will:
Identifydeviation from plan/agencyrequirements
Establish target dates for contractor correction
Document re-inspection/acceptance information.
The PALs will also indicate which project issues havebeen resolved, which issues are outstanding,
and who is responsible to resolve the issues. The Client and the CM / contractor will be integrated
into the PAL, which will be reviewed at regularly scheduled team meetings.

D. PROJECT UNDERSTANDING & FAMILIARITY
CRA has a thorough understanding of the City of Atlantic Beach's needs for this project as wehave
successfully worked with theCity to complete the most recent feasibility study. TheCity of Atlantic
Beach requiresadditionalspace be added to the public safety building for whichthe police
department will use. Additionally the current facility requiresremediation to improve functionality
and accessibility. Ourstudy indicatesthat an addition to the existing facility is feasible, and with
minimal impact will allow for continued operation of the facility whilethe addition and improvements
are being performed.
Within said study we identified the following needs in order to improvefunctionality and accessibility.
1. Renovateexisting 5,500 SF of ABPDspace.
2. Expand on the North side of thebuilding with approximately 1,527 SF for vehicular sallyport and
intake housing area of the police department.
3. Expand on the South side of thebuilding with approximately 5,730 SF for office administration
spaces.
4. Combined renovation/expansionarea of 12,807 SF for the police department with a publicentry
on the East side, staff entry on South side, and service/intake entry on North side.
5. The emergencygeneratorneeds tobe relocated fromthe West side to the North side, which is
theservice side of the site.
6. Communications antennas need to be removed.
7. The new additionneeds to match theexisting architectural style, and the projectneeds to include
newsiding to complete the building, including thefire department area.
8. The facility is business occupancy and not a critical hardened structure.
Flood Zone:
The existing building is not in a floodzone. Adjacent areas to the Northwest and South are in 500
yearfloodzones. Theexisting finishedfloor and proposedaddition/expansion do not need to be
elevated.
Existing Building Plan:
We have takenearlierproposedrenovationplans and created an accurate existing conditionfloor
planas part of our study and report for ABPD.
Creek:
CRA has reviewed proposed site development with the Army Corps of Engineers and the local water
management district and determined that expansion can occur as long as the current setback from
creek is maintained or increased.
Service Access:
Existing service access for the fire department and police department are on the North side of the
site off Plaza Street. Servicedrive and access need to remain at this location, in addition to minor
building expansion on this side of building.

Schedule:
We understand the history of this project, thatthe need is overdue, and that a conciseconstruction
schedule is desirable. We are critically aware of the importance of forward progress and are
committed to meeting your schedule. Additionally, CRA has recommended the Construction
Management deliverymethod as a way to help control project scheduling and budget limitations.
Local Codes:
We understandthere is a 35 footheight restriction and recommends a one story development
scheme. If design and budget restrictions allow, utilizingatticspaceforstorage would be highly
recommended.
Construction Budget:
We fully understand the need to design to your budget of $2.5 million. In thesetimes of shrinking
budgets, werealize the need for economic solutions related to design and constructability while still
meeting code and regulatory requirements andthe needs of the client. Thedesign team has a
proven history of meeting tight Owner budgets successfully. Additionally, CRA has recommended
the ConstructionManagement delivery method as a way to help controlproject construction costs.
Overall Approach:
It is our intent to provide a phased design that will support ease of access to all of the facilities
located within the campus. Our design will also focus on keeping public safety at the forefront of all
design considerations while also minimizingdisruptions of daily operations. An appropriate design
will provide for locatingthe building addition to theeast of the creek, limit theimpact to existing
trees, and produce zero net loss of the number of parking spaces.
Our approach will be to continue with familiarizingourselves with the current facility, and continue
analyzingexisting documentation related to the current development and proposed improvements.
A boundary and topographic survey by a qualified licensed professionalsurveyor will be performed.
The survey shall includethe location of all known utilities both above and below the ground.
Conceptual plansand specificationsconsistent with the feasibility study will be produced based
upon site observations and survey data and in compliance with the municipal code and state
regulations. Conceptualplans will be further developed into design and permit documents,
ultimatelyproviding completed construction plans and specifications. Permit documents will be
submitted to the local planning and zoning departmentfor review andapproval. An environmental
resourcepermit (ERP) for storm water will be required from the State of Florida. Permit application
and documents for the ERP will be submitted to The St Johns River WaterManagement District for
review and approval. Overallwe will be cost conscious in our efforts to provide a project that meets
your requirements, as well as a realistic time schedule.

is also are veryreliable with regards to meeting deadlines and budgets. On this
project the CM At-Risk construction method was utilized,and I specifically
contracted with CRA to provide cost estimating and cost verification services related
to the CM's estimates. The project is under budget and on schedule.

their reliability. I have known and worked with the leaders of this firm for over 20
years. In today's economic times staff retention and lack of turnover are critical

building project, this school had its fair share of issues and withtight timelines for
completion due to district overcrowding, it was imperative that all the players wereon
same page. This is where Will Rutherford came in. Will was always accessible when
gag called upon. He and his staff attended weekly progress and owners meetings and always
offered important solutions on design and project issues. He is diligent and concise of the
MI budget and has the owner's best interest in mind. Will was never afraid of a challenge
and he often took the lead on issues to insure their completeness. I spent a lot of time
with him on the job-site and that is a rarity for Architects these days.
As a code official, I relish those projects that have a proper code compliant design and

CRA's corporateheadquarters is located in Tallahassee, Florida, butwe have reached an agreement with
local MEP Engineering Consultants, Matern Professional Engineering, Inc., for our Project Architect, Blakeley
Bruce, and Project Manager, Glenn Deaver, toutilize theiroffices as home basefor a minimum of 1 day and a
maximum of 5 days per week or as required depending upon the stage of theproject. This willallow Mr.
Blakeley Bruceand Mr. Glenn Deaver (CRA) and Mr. Douglas Matern (Matern) to serve as local coordinators
for the project and be continuouslyavailable to the City of Atlantic Beachforperiodicupdates, quick problem-
solving meetings and local issues. Matern's offices will serve as an extension of CRA's office throughout the
life of this project. Serving as local associateprofessionals for the project, Mr. Matern will add value tothis

Providing advice on local codes and ordinances.

DRUG-FREE WORKPLACE CERTIFICATION

Section 287.087,Florida Statues,effective January 1, 1991, specifies that preferencemust be given to
vendors submitting a certification with their bid/proposal certifying they have a drug-free workplace. This
requirement effects all public entities of the State and is as follows:
IDENTICAL TIE BIDS -Preference shall be given to business with drug-free workplace
programs. Whenever two or more bids which are equal with respect to price,quality and service are
received by the State or by any political subdivision for the procurement of commodities or contractual
services,a bid received from a business that certifies that it has implemented a drugfree workplace
program. In order to have a drug-free workplace program,a business shall:

1) Publish a statement notifying employees that the unlawful manufacture,distribution, dispensing,
possession,or use of a controlled substance is prohibited in the workplace and specifying the
actionsthat will be taken against employees for violations of such prohibition.
