PROJECT APPROACH Design Approach/Client Involvement CRA's practice embraces the Total Quality Management style. We have workedvery hard to implementdaily activities for our staff, which maximize our ability to develop and maintain client relationships. Most importantly, these activitiescenter around improving quality by satisfying and focusing on our clients' requirements and expectations. Severalspecifictools that weutilize to accomplish this are Kickoff Meetings, Charrettes/Squatters Sessions, Design Critique Review Meetings, regularlyscheduled InterdisciplinaryMeetings, pre-scheduled Quality Control check dates, Detailed Delivery Schedules, Project Action List, and a Follow-Up Program. We will thenprepare as necessary all study and/or programming documents including preparing conceptual sketches and adjacencydiagrams for the Owner's review prior to refined schematic drawings. The key to a successfulproject is in the development of a clear vision for the program. MEP During the on-site worksession, our project team "campsout" on site, with an intense schedule of well-coordinated meetings. Using this system, we areable to pinpoint cost overruns early and alter the design and/or materials selection to bring costs back into line. Cost estimates are prepared at each phase of design and constructiondocument preparation, and at any timedeemed necessary. We are keenly aware of the importance of time and budget restraints. Our experience with cost estimating, building design and materials selection, as well as our responsiveness to project demands, ensures a smooth flow of work from programming through occupancy. PROJECT UNDERSTANDING & FAMILIARITY CRA has a thorough understanding of the City of Atlantic Beach's needs for this project as wehave successfully worked with theCity to complete the most recent feasibility study. TheCity of Atlantic Beach requiresadditionalspace be added to the public safety building for whichthe police department will use. Additionally the current facility requiresremediation to improve functionality and accessibility. Ourstudy indicatesthat an addition to the existing facility is feasible, and with minimal impact will allow for continued operation of the facility whilethe addition and improvements are being performed. Within said study we identified the following needs in order to improvefunctionality and accessibility. 1. Renovateexisting 5,500 SF of ABPDspace. 2. Expand on the North side of thebuilding with approximately 1,527 SF for vehicular sallyport and intake housing area of the police department. 3. Expand on the South side of thebuilding with approximately 5,730 SF for office administration spaces. 4. Combined renovation/expansionarea of 12,807 SF for the police department with a publicentry on the East side, staff entry on South side, and service/intake entry on North side. 5. The emergencygeneratorneeds tobe relocated fromthe West side to the North side, which is theservice side of the site. 6. Communications antennas need to be removed. 7. The new additionneeds to match theexisting architectural style, and the projectneeds to include newsiding to complete the building, including thefire department area. 8. The facility is business occupancy and not a critical hardened structure. Flood Zone: The existing building is not in a floodzone. Adjacent areas to the Northwest and South are in 500 yearfloodzones. Theexisting finishedfloor and proposedaddition/expansion do not need to be elevated. Existing Building Plan: We have takenearlierproposedrenovationplans and created an accurate existing conditionfloor planas part of our study and report for ABPD. Creek: CRA has reviewed proposed site development with the Army Corps of Engineers and the local water management district and determined that expansion can occur as long as the current setback from creek is maintained or increased. Service Access: Existing service access for the fire department and police department are on the North side of the site off Plaza Street. Servicedrive and access need to remain at this location, in addition to minor building expansion on this side of building. We are critically aware of the importance of forward progress and are committed to meeting your schedule. Additionally, CRA has recommended the Construction Management deliverymethod as a way to help control project scheduling and budget limitations. Local Codes: We understandthere is a 35 footheight restriction and recommends a one story development scheme. If design and budget restrictions allow, utilizingatticspaceforstorage would be highly recommended. Construction Budget: We fully understand the need to design to your budget of $2.5 million. In thesetimes of shrinking budgets, werealize the need for economic solutions related to design and constructability while still meeting code and regulatory requirements andthe needs of the client. Thedesign team has a proven history of meeting tight Owner budgets successfully. Additionally, CRA has recommended the ConstructionManagement delivery method as a way to help controlproject construction costs. Overall Approach: It is our intent to provide a phased design that will support ease of access to all of the facilities located within the campus. Our design will also focus on keeping public safety at the forefront of all design considerations while also minimizingdisruptions of daily operations. An appropriate design will provide for locatingthe building addition to theeast of the creek, limit theimpact to existing trees, and produce zero net loss of the number of parking spaces. Our approach will be to continue with familiarizingourselves with the current facility, and continue analyzingexisting documentation related to the current development and proposed improvements. A boundary and topographic survey by a qualified licensed professionalsurveyor will be performed. The survey shall includethe location of all known utilities both above and below the ground. Conceptual plansand specificationsconsistent with the feasibility study will be produced based upon site observations and survey data and in compliance with the municipal code and state regulations. Conceptualplans will be further developed into design and permit documents, ultimatelyproviding completed construction plans and specifications. Permit documents will be submitted to the local planning and zoning departmentfor review andapproval. An environmental resourcepermit (ERP) for storm water will be required from the State of Florida. Permit application and documents for the ERP will be submitted to The St Johns River WaterManagement District for review and approval.
