The existing Randall Street Substation was a two- story, yellow brick office building with no windows. The new design removedthe east end andthe second floor, with exception oftherear wall that helps screen the switchgear behind. A sloped concrete tile roof was constructed over the main facility with smaller roofs stepping downto incorporate a small out building into theoverall structure. The brick was stuccoedover to emulate the style of some of the local homes in the area. The JEA Crew Sites, also nicknamed "Show-up Shops", offered a unique challenge - todevise a prototype facility which allows work crews to assemble and to pick up assignments & equipment without havingto commute to the Central JEA Warehouse. 4 The resulting design was applied to existing vehicle rs, inspectionstations around Duval County. Instill a prevailing attitude of satisfying the City's needs. Attain a standard of 100%conformance to construction requirements. PQH's "proactive"method of projectdelivery affords the opportunity for obtaining exceptional construction quality by facilitating the communication between the project participants in a non-adversarial relationship from projectinception. Thismethod enables the City to establish the level of quality required on the project. During the construction phase, traditional technical means of monitoring conformance are applied. Critical quality elements of each project are identified and technical measures of conformance are then appliedaccording to a specific and detailed quality control plan designed for that project. As in thedesign phase, the focus is on attaining quality by achieving conformance to requirementswhen work is first performed. Establishing the level of acceptable Quality Conformance at theonset of field activity is important. Sustained diligence of communication and inspection is essential toproduce the desiredresults. ow- r'ilpe 'r r, 1 A, tea* r Wit vv.ilk lio r c.) a r 41, QUALITY CONTROL Anticipation, attention todetails, experience and careful inspections are the elements of ' itsuccessforqualitycontrol. Once your quality assurance standards are set, we will implement the quality control process throughout the Projects on a constant and very visible basis. Through field observations, shop drawing reviews, reports, testing and field meetings, we will scrutinizesubmittals, materials and workmanship to ensure acceptable work and reject unacceptable performance. During construction, our quality control system will represent a proactive pursuit to identify and prevent potential problems regarding workmanship or inferior materials. We will implement a formalized program of checklists and inspections that will be tailored to overallproject&goal objectives. QUALITY CONTROL CHECKLIST REPORT Your project's Construction Administrator,Danny Strickland, will develop a Quality Control Checklist Report for monitoring and reporting field activities. Sl1 a o 741I, Project Understanding PQH has reviewed the Scope of Services identified in the RFQ andthe reports provided. We understand that this anticipated contract will be to provide Architectural/Engineering services and also provide guidance to the City during the performances of the services. PQH concurs that the best site is the combined site in the central governmental complex. It is important that the station maintains its location and remains part of the neighborhood's creative fabric. As part of other governmental offices, open community spaces and public park,it will strengthen the concept of a neighborhood civic center. The new station needs will bring the police andthe community together. It needs to bea sense of pride for the neighborhood. The use of pedestrian spines that connect the complex will create a beneficial work environment for Officers and other City employees. Improvements with innovation, functionality as well as aestheticallypleasing design will make this a signature building. We will proposeclean circulation and maximize the use of light while preserving security in orderto achieve a cohesive sense of space. Amenities such as secured corridors, separateentrances for the public and police personnel, private interview offices and secure records andstorage shall be included to ensurethe highest level of security. PQH proposed the station to be attractive, functional, cost effective, but also be energy efficient in order to reduce the building's dependence on natural resources. For example,we may specify recycled materials such as flooring from old tires and stair treads from beer bottles! Team We have discussed the Scope with our Teammembers and developed successful strategies to ensure quality control. By maintaining constant communication with the City and sub-consultants, attending meetings and conferences, and by providing memoranda and schedules, this will make for a smooth and cooperative process. We have assembled an experienced Team with the following qualifications: 1. Experience with designing Public Safety Facilities including police stations, fire stations, emergency operation centers, maintenance facilities and a number of office buildings. 2. Successful performance in working with public clients. 3. Ability to design architectural structures that make a statement. 4. Ability to fulfill program requirements and design within budget. 5. The facility is the main operations center which includes our Electric Utility, Public Works,Central Services and Police Property and Animal Control Divisions. Great care was given by PQH. in programming the design of this new facility. Meetings were held at our old facilities in an effort to look first hand at problems we currently were facing so we could design the new facility with solutions to existing problems. Wealso traveled around the State with PQH prior to final design to tour other cities facilities to get ideas that may be helpful to us in our final design. The tours paid off and we gained a lot of good information and ideas that were ultimately used at our facility. Our facility is not only functional but also aestheticallypleasingto look at with nice street front elevations and substantial landscaping. The facility won an"Award of Merit"at the Associated Builders and Contractors, Inc. award ceremony the year it was completed. I have been based at the facility since it was built and continue to get compliments onthe facility fromvisitors I meet with. The staff at PQH are were great to work with on this project and have always been available when needed after the project was completed.
