AGENDA ITEM: Open Access to Hanna Park from Seminole Road

BACKGROUND: From time to time,the question of opening an access for local pedestrians and cyclists
to enter and leave Hanna Park at Seminole Road has been discussed. These
discussions cover many benefits and concerns about the impact opening an access
would have on our community. Discussions related to physical access,fee collection,
touring cyclists, safety and traffic on Seminole Road to neighborhood security are all
concerns to be addressed.
This item is being placed on the agenda to discuss how much desire there is from the
Commission to open an access. If the Commission agrees, Staff will pursue various
options with the City of Jacksonville and return with a full report on the topic.
Preliminary discussions with Jacksonville indicate a willingness to work with us on
allowing access. The proposal would be considered a pilot program that could be
reversed if the impact was found to be undesirable in the future after an evaluation
period.
Some of the issues discussed are as follows:
Reasons to open:
Provide easy access for residents to the park
Promote healthy lifestyle, walking,running and biking
Alternative to beach access
East Coast Bike Trail addition of significant improvement
May inspire a plan for a bike lane on Seminole north of the five point intersection
Great place for neighborhood kids to play with security
Eliminate the need to go to Mayport Road to get to the park
Atlantic Beach surfers can get to the poles by bike
Dogs are allowed
Gate could be locked at night
Adds acres of park
The access would be a selling point for home owners marketing their homes
Reasons not to open:
Fear of disrupting the quiet cul-de-sac at the end of Seminole Road
Traffic—bike touring groups on Seminole
Liability
Pedestrian Safety
Park visitors coming from the park into the neighborhoods

Other information of interest;
Only 900 persons per year=2.47 per day go through the front gate on foot or bike per COJ
At$3.00 per person, this equates to $2,700 in revenue to Jacksonville per year
There would be a cost to install a narrow gate and create a short path
There are many supporters of opening an access,but some issues need to be to solve first. I believe there is a
low cost solution if the Commission is interested in having staff go forward with the program.
BUDGET: There is no budget for this item
RECOMMENDATION: Discuss the desire to have staff work with Jacksonville staff to propose a
program that will allow for an open access gate at the north end of Seminole
Road

Park Guidelines
• Fee is required for re-entry
• Alcoholic beverages,glass containers and fireworks are not
allowed in the park.
• Open fires and grills are not permitted on the beach.
• All plants,animals and park property are protected.The collection,
destruction or disturbance of plants,animals or park property is
prohibited.
• Do not feed the wildlife.
• Pets are permitted only in designated areas,must be kept on a
leash no longer than eight feet,be attended and well-behaved at
alltimes.
• Swimming,powerboats,castnets and night fishing are prohibited
in the lake.
• Golf carts,ATVs,motorbikes,scooters,go-karts,skateboards,
chainsaws and generators are not permitted in the park.
