' ):/-/X 3t ` y e - Beaches Town Center Way Finding Signs Key Points for COAB Council Review • This project has been requested by the merchants of Beaches Town Center for many years. The attached brocure with 43 participating merchants represents the equivolent of a signed petition for approval. Merchants listed have paid for membership in the Beaches Town Center Merchants Association and inclusion on the brochures and Way Finding Signs. • Beaches Town Center Agency (BTCA) has fully funded this initiative at a cost of approximately $30,000. Preparations included detailed consulting by Ed Bondi of "Renaissance 2.0" whose report addressed need, locations, design and other factors. • We are requesting approval for two (2) locations in Atlantic Beach. City of Neptune Beach already approved these Way Finding Signs for four (4) locations in Neptune Beach documented in their minutes of 11/17/2014. • Additional detailed points are included on page 2 of this document. • We request approval subject to review by your Building and Zoning Dept as to final placement of sign at corner of Ocean Ave and Atlantic Blvd. We have involved all of these professional skills as well as BTCA board member input in our design and planning; professional graphic designers, land planners, urban planners and architects. • Ed Bondi "Renaissance 2.0" The "total approach" to this wayfinding system was designed by a professional with 30+ years of experience in environmental graphic design and wayfinding. He made a careful and detailed study of the area. • This is not about making a "cute" "beachy" or "cartoonish" sign. It is about providing an easily understood graphic system to direct people to our merchants and services. The merchants have been asking for this for a very long time and deserve a professional solution. • The "map" graphic is essential to give complete picture of the shopping, dining, service opportunities available in BTCA.... including those businesses tucked away not on a main street. It tells people what is here and the many possibilities for dining, shopping etc. • The signs are proposed to be placed in logical and well thought out locations in order to lead people to destinations no matter where they begin the journey. • The graphic is clear, "uncluttered" and easy to understand. This is essential to having people navigate without frustration. You can quickly grasp what is in BTC. • The aesthetic for BTC was established 20+ years ago. This is an "old town" image with red brick and historic fixtures. Part of the influence for this theme was the old railroad station and the old Atlantic Beach Hotel which were historic monuments in Atlantic and Neptune Beaches at one time. We want to respect this theme and be consistent in our design choices to enhance the theme. • We do not need/want cartoonish or clever images for our graphic (think mermaids with cocktail glasses, surfing dolphins, etc) or electronic signage. This type of thing is appropriate to the commercial areas like Jax Beach. BTC aesthetic is somewhat upscale, low key and residential in feel. • Harbinger, a local company, is the sign manufacturer contracted by BTCA Facts to Consider on the Proposed Hanna Park/Atlantic Beach Access Parking/Safety Issues 1. The First Coast.Metropolitan Planning Organization (2006 Greenways & Trails Plan), stated that property owners may fear their neighborhood streets becoming a de facto parking lot due to opening a southern access to Hanna Park. 2. Section 21 of the Atlantic Beach Code of Ordinances governs parking. If parking is permitted, it is permitted for the public as well as for the residents. iii , , a At" 1 * '' .; . ',,,, as kd . it'b'. Facts to Consider on the Proposed Hanna Park/Atlantic Beach Access Traffic/Safety Issues 3. According to Atlantic Beach public works, there are no "dedicated bike lanes" in Atlantic Beach. Bikes and motor vehicles share the same lane. 4. The following roads do not meet Fla. DOT recommended lane width (14') for shared motor vehicle/bike usage: Ocean Blvd., East Coast Dr., Seminole Road. 5. If the 14' recommended width is not available, Fla. DOT recommends specific pavement markings and edge of road signage for public safety. There are no present plans to implement these markings or signage. 6. There is a distance of approximately 400' from the Oceanwalk north entrance to the Hanna Park/Seminole Road fence. There is no sidewalk in this area to separate pedestrians from cyclists and motor vehicles. 4 i A f Crime/Safety Issues 7. The Jacksonville Sheriffs Office statistics in 2005 showed Hanna Park had the highest number of incidents and arrests in the City of Jacksonville Park system. History of Seminole Road North Access Closure 1. Closed by the Council of the City of Jacksonville, ordinance 72-650-340, approved August 25, 1972 2. Interest to reopen Seminole Road appeared in early 1983. Atlantic Beach City Commissioner Gulliford presented and read in full a proposed Resolution opposing the reopening of Seminole Road at the January 24, 1983 Atlantic Beach City Commission meeting. A motion was made: Proposed resolution opposing the opening of Seminole Road be adopted. The vote was taken and the motion carried unanimously. 3. May 21, 1983, the head of the City of Jacksonville's Traffic Engineering Division made the decision to continue to keep the road closed.
