Emergency Preparedness
•Established City‐wide committee to look at the use of social media to
keep our citizens informed regarding emergency preparedness andkeep our citizens informed regarding emergency preparedness and
updates on any upcoming threats.
•City employees to include the City Manager and Department
Directors have taken required on‐line FEMA Classes to increase
knowledge of the National Incident Management System (NIMS) and
the Incident Command System (ICS).
•City has established a co‐location for our telephone and computer
servers to enable us to get back in business immediately after an
iidtincident.
•City Manager, Department Directors, and other city employees
participated in a table top exercise in Jacksonville Beach.
Emergency Preparedness
•The City of Jacksonville and Duval County Comprehensive Emergency
Management Plan (CEMP)Management Plan (CEMP).
•Establishes the organizational and procedural framework to ensure
that the entire county, to include all municipalities, will be
adequately prepared for all hazards that threaten the lives and
property of our citizens.
•The CEMP is both a planning and an operations‐based document that
provides guidance for all aspects of emergency management
including, disaster preparedness; evacuation and sheltering; warning
d tifiti bli dti d iftiand notification; public education and information; resource
management; mutual aid; special needs; impact and damage
assessment; debris management; training and exercises; and post‐
disaster recovery programs.

Emergency Preparedness
•The City of Atlantic Beach has a Municipal Comprehensive
Emergency Management Plan (MCEMP)that is intended to conformEmergency Management Plan (MCEMP) that is intended to conform
with Duval County’s CEMP, the State of Florida’s Emergency Response
Plans, and the National Response Framework.
•Both the CEMP and the MCEMP are all Hazard Plans designed to
address all hazardous situations to include: Hurricanes, Storm
Surges, Floods, Hazardous Material Spills, Extreme Temperatures,
Fires, Explosions, Thunderstorms, Lightning Tornadoes, Droughts,
Terrorism, Civil Disorder, and Critical Infrastructure Disruption.

•Also located on the City’s Website are evacuation routes, and

Lifeguards
Lifeguards are staffed from Memorial Day through Labor
DDay.
The beach is staffed 7 days per week. Monday –Friday it
is staffed with 8 towers from 10am –5pm. Saturdays and
Sundays are staffed with 9 towers from 10am –5:30pm.
The only exceptions are in inclement weather.
Weekend staffing begins in March and continues through
the end of September.

Junior Lifeguard Program
A Junior Lifeguard Program was implemented in 2015.
This program familiarize youth with different aspects of lifeguarding, to
include: first aid, lifesaving techniques, competition training, lifeguard
training, marine life and safety, and physical fitness.
The program is designed to run for one week, 4 hours per day, with 10
participants attending per week.
There are 4 different sessions that the program is offeredThere are 4 different sessions that the program is offered.
Done both as a community outreach program and also as a way to
promote education with local youth who may have an interest in
becoming an Atlantic Beach Lifeguard in the future.
Fire/Rescue Services
The Fire and Emergency Medical Services in Atlantic Beach are
provided through a contract between the City of Atlantic Beach andprovided through a contract between the City of Atlantic Beach and
the City of Jacksonville.
Atlantic Beach provides facilities and funding to Jacksonville, and
Jacksonville staffs the Atlantic Beach Fire Station.
The agreement provides for an Advance Life Support (ALS) level of
emergency medical care for citizens,and the department membersemergency medical care for citizens, and the department members
continue to provide tours, blood pressure checks, and community
services as requested.

Citizen Police Academy
Promotes open lines of communication between citizens and police
officers.officers.
Local residents better understand police work in Atlantic Beach.
A great opportunity for the police to inform the public of what we do,
the challenges we face, and obtain citizen input, assistance and support
throughout the community.
Successfully completed our 3rd CPA class We now have approximatelySuccessfully completed our 3 CPA class. We now have approximately
68 citizens who have attended our Citizens Police Academy. We also
have a thriving CPA Alumni Group.
Class 4 scheduled for next year.
