Re: Seminole Road Bike Lanes
This memorandum is being generated at the request of Doug Layton to determine the feasibility and
costs of adding 4-foot bike lanes on Seminole Road from Plaza Street to where the road ends at Hanna
Park. Seminole Road is a two lane rural roadway with a posted speed of 25 MPH within a right-of-way
that varies from 90 to 100 feet wide. The clear zone is 10 feet based on Table 3-12 in the Manual of
Uniform Minimum Standards for Design,Construction, and Maintenance for Streets and Highways
(Florida Greenbook).The road serves mostly residential properties that are in the northern limits of the
City of Atlantic Beach and was assumed to be a local Collector.
To prepare this memorandum we visited the site to identify impacts to the existing signs,trees,
drainage, driveways, utilities, and right-of-way. Enclosed with this memo are typical sections showing
the proposed improvements and plan sheets with aerials and photographs taken during the field
investigation. The anticipated impacts with adding the bicycle lanes on this roadway include:
• Existing single post sign relocation
• Existing mailbox relocation
• Existing tree removal
• Existing utility relocation
• Existing driveway reconstruction
• Existing sidewalk reconstruction
This project will have two different typical sections that can be further broken into three distinct
segments that are described below. Breaking the project into segments will allow for phasing of
construction based upon budgeting.
Segment 1—Plaza Drive to 16th Street
This segment is approximately 3,185 feet in length. The pavement width in this segment is 20 feet
consisting of two 10 foot travel lanes.Widening will occur on each side of the road to add the 4 foot
bicycle lanes. There is approximately 90 feet of 6 foot wide sidewalk at the beginning of the project that
will have to be replaced because the widening will put the bike lane adjacent to the sidewalk. There is
sufficient width to shift the sidewalk out toward the right-of-way line. This segment will utilize Typical
Section#1 presented in the concept plans. There is sufficient right-of-way within this segment to
construct the proposed improvements without the need for acquisition.
Segment 2—16th Street to 18th Street
This segment is approximately 2,200 feet in length. The pavement width in this segment is 22 feet
consisting of two 11 foot travel lanes. The lane width can be reduced to 10 feet in each direction which
will limit the widening to 3 feet on each side of the street to add bicycle lanes on this segment. This
segment will utilize Typical Section#2 presented in the concept plans. There is landscaping on the west
side of the road in this segment and there is also an irrigation system for the landscaping. There are two
backflow preventers for the irrigation system that will end up within 1 foot of the edge of the bike lane

that would need to be relocated.There is a drainage ditch on the west side of this segment that conveys
water from south to north and gradually gets deeper as you move further north. The ditch is well
maintained, however,on the northern end of the ditch the banks are starting to erode due to the steep
side slopes. A new sheet pile retaining wall would be installed throughout this segment to
accommodate the pavement widening, provide the required clear zone, and stabilize the ditch side
slopes. There is an existing water main and force main throughout this segment that will remain. The
new sheet pile wall will be installed to avoid any conflicts.There is sufficient right-of-way within this
segment to construct the proposed improvements without the need for acquisition.
Segment 3—18th Street to Oceanforest Drive N
This segment is approximately 5,109 feet in length. The pavement width in this segment is 22 feet
consisting of two 11 foot travel lanes. The lane width can be reduced to 10 feet in each direction which
will limit the widening to 3 feet on each side of the street to add bicycle lanes on this segment. This
segment will utilize Typical Section#1 presented in the concept plans. There are a significant number of
private driveways and mailboxes that will be impacted due to widening. The private driveways will
require a significant amount of reconstruction due to the grade differences between the road elevation
and the driveway elevation. There are also a number of landscape features that will be impacted with
the addition of bike lanes. The bike lanes could be ended at Oceanforest Drive N as there would be a
limited amount of users further to the north and there will be no further development beyond that
point. There is sufficient right-of-way within this segment to construct the proposed improvements
without the need for acquisition.
Estimate of Probable Cost
Based on the information presented above the overall probable construction cost to provide bike lanes
throughout this project is$3,501,919. A more detailed breakdown of the construction costs are
presented following the concept plans.
