Commissioners,
I want to make you aware that City staff signed off on the Gate preliminary site development permit
today. We initially received the permit in early October of 2015 and have had three different
submittals to us, as Gate has been addressing staff’s technical comments in the process. Throughout
the process, we’ve had residents request that the City require a public hearing in front of the
Commission or Community Development Board. If our code lists a use as “permitted”, we have no
formal process to do so. It is staff’s determination that the proposed use would qualify as
“permitted”. As a result of assertions from residents and stakeholders relating to the project, the
City contracted with Steven Lindorff to conduct an independent review of the plans (see attached
report). Mr. Lindorff was Jacksonville Beach’s Planning Director for thirty years. His report outlines
why he believes the proposed use would qualify as “permitted”. It also touches on other questions
raised about the project.
The plans that were approved today are strictly for preliminary site development work. Gate will still
have to submit and receive a building permit for vertical construction.

know you don’t need reminding, but just to be on the safe side, do not hit reply all to this message
