Steve,
Our City Commission and Community Development Board both workshopped the major overhaul
that was done to Chapter 24 in 2001. We did not find any mention of gas stations or convenience
stores during workshops or public hearings related to the overhaul. Nor did we find any mention of
the subject in other commission minutes from 2000-2001. Additionally, it appears that Sonya Doerr
did not even show the Commission or public that she was inserting the 6 pump requirement into
the Commercial Limited code (see staff report with proposed changes PDF).

Steve,
In may haste to get my email to you on January 2o, I may have overlooked making a very important
point. When discussing the explosion of "super pumper" stations which begins at the bottom of
page 2 of that email, I failed to make the point that every one of them opened with a "convenience
store with sale of gas" concept. Prior to the Code rewrite which went into effect January 1, 2002,
these stores had no limits placed on them in terms of the number of pumps or fueling positions.
That is why Sonya Doerr rewrote the Code the way she did. None of them qualified as automobile
service stations — only as convenience stores with the retail sale of fuel but with no limitation on the
number of pumps or fueling positions — a distinction now reserved solely for automotive service
stations today due to the rewrite.
