Handout-Dolly McCormick 07-11-16 7/////(0 AQUATIC GARDENS PETITION 1. Machine sweep streets and clean drains and drainage pipes throughout Aquatic Gardens immediately. 2. Clean streets and maintain clean drains and drainage pipes on a yearly maintenance basis. 3. Drainage ditches surrounding Aquatic Gardens sorely need to be dugout and all debris removed immediately. 4. Maintenance of these drainage ditches should be a yearly maintenance basis especially with constant flooding and the advance of the Zika virus. 5.The drainage ponds large sewer drains need to be cleaned of all debris immediately. 6. Large sewer drains and sewer pipes to and from drainage pond need to be maintained on a yearly basis. 7. Drainage pond needs to be dredged and clean of all debris from storms, plant growth and recent flooding debris and maintained on 2 to 3 year basis due to flooding and the advance of the Zika Virus. 8. Repair or replace sides of drainage pond that have washed away,collapsed or eroded due to lack of maintenance by the city. 9. Install signs and enforce no Swimming, Boating and seed Feeding of Birds or Geese with citations issued by city of Atlantic Beach law enforcement. 10.The main purpose of drains, drainage ditches,drainage pipes and drainage ponds are for water removal from Aquatic Gardens during rains, heavy storms and from flooding of neighborhood homes and family's. 11.The City of Atlantic Beach should also be installing more drainage ponds in Mayport to help relieve the chances of flooding in those areas and surrounding neighborhoods of Atlantic Beach. Reeves and City Commissioner, The flood on November 18, 2015 was on that devastated our community, homes and families and we are still rebuilding and recovering from it. All we have heard from our elected Mayor, city officials and council members have been excuses and denial of any and all responsibility to our community and its citizens. The standard response is"you live in a Flood Zone". We understand it's a flood zone; our question is where our elected officials were when they were needed. During the planning of this neighborhood our elected officials knew this was low marsh land, but was allowed to be developed without some sort of back filling and raising the grade of the land. Where were they when the drainage, sewers, (1) pond and infrastructure where put in and knew well the drains at the south end of this neighborhood wouldn't handle the flow of heavy rains or the overflow pond. So, before our elected officials go forth with the planned (23) affordable apartments on the corner lot of Aquatic Drive and Atlantic Blvd,you need to have an impact study done on how this will affect Aquatic Gardens community and its citizens on future flooding.Also the million dollars for(50) parking spaces at the Torun Center needs to be used for the care and maintenance for community. This planned property will be filled into build. Doesn't all new construction need drainage ponds?Where will all this water drain?Or will it just flow into our rebuilt homes as no one seems to care. Do they think the standard "you live in a flood zone" protects them from caring or concerning themselves about these issuers as long as the tax base grows with no forethought as to the community that has already been impacted by negligence on the city's part? Instead of wasting tax payer funds on pet projects such as the Tide view lot&increasing property value, maybe is should have been spent wisely to put retention ponds in our neighborhood and Mayport and surrounding communities impacted by the storm on November 8,2015. We understand forethought is difficult, but we are asking for you to use common sense and wisdom. Instead of just thinking about taxes and building on over built land now, maybe look at the property on the corner of Aquatic Gardens and Atlantic Blvd as another drainage pond and expanded Dog Park. It would help with drainage problems that truly exist now in our community, and expand the park and parking for dog loving voters of Atlantic Beach, et - 20 -tiL1, f o. r This would also not increase the amount of the dangerous traffic that another(23)"homes would bring"to the issue in our community,we have been fighting for years the constant unsafe cut thru traffic problem we have now.
