respect. He began by informing me he was filing an official complaint on two employees and

e employees were not fault. He dropped the letter off andthey were distributed to
Mayor and Commissioners as directed. I then questioned my staff about the incident and they
confirmed that Mr. Jorgensen's behavior was not appropriate. On two occasions after that, I
spoke with Mr. Jorgensen and he was still upset. I told him I was not going to put
reprimanding letters in the employees file because I do not agree with him. I asked him what
the Mayor and Commissioner's felt about it and he replied he had not heard back from any of
them. I told Mr. Jorgensen that as far as I was concerned, the matter was closed. It is not
accurate to say no one contacted him about this when I had three cnnvprcatinns with im and /IBJ
told him it was over. I told him the Clerk show a opies of the letters he sent, `J

And, according to Mr. Jorgensen, he asked if you could comment on the matter to him, and your
reply was you could not comment to him about personnel.
I have had significant training in HR matters and understand the delicate balance a manager
must take when commenting on such matters. I again think this is an insensitive response to
one of our citizens. In my opinion, the proper response would have been to apologize to Mr.
Jorgensen for experiencing something less than what he believed to be exemplary customer
service from a City employee. A comment that the culture you are promoting within the City of
Atlantic Beach would not abide with anything less than respect and courtesy towards any
stakeholder of the City. Close with a commitment to inquire about the matter with those
involved and to follow up with Mr. Jorgensen with any appropriate comments not of a personnel
nature. And all of this has to come from you.
Had Mr. Jorgensen received any contact from your office, I fully believe this would have been
put to rest and not an issue that is "festering" with one of our citizens. Mr. Jorgensen is
an extremely engaged citizen. We should all foster such involvement by other citizens to tap
the vast resource of people our City is blessed with.
