Ltr. FDOT SRTS 8-24-16 FDO1N Florida Department of Transportation RICK SCOTT 605 Suwannee Street JIM BOXOLD GOVERNOR Tallahassee,FL 32399-0450 SECRETARY August 24, 2016 Donald D. Jacobovitz, P.E., Director of Public Works City of Atlantic Beach 1200 Sandpiper Lane Atlantic Beach, Florida 32233 Subject: Sherry Drive Atlantic Beach Elementary School: FPN: 434343-1-38-01 Dear Mr. Jacobovitz: On August 22, 2013 the City submitted a Transportation Enhancement Program Application (see attached) for the subject project to the North Florida Transportation Planning Organization (North Florida TPO). The project was subsequently funded by the Florida Department of Transportation(Department). On October 8, 2015 an agreement was executed between the Department and the Jacksonville Transportation Authority(Authority) to deliver the subject project on behalf of the Department and the City. Since the project kick off meeting with the former Public Works Director, Douglas Layton on October 29, 2015, the City Commission has held a number of meetings to determine the desire of the community. During our teleconference on July 26, 2016 you indicated that there is no consensus amongst the City Commission on moving forward with the project due to conflicting community desires. The Department recognizes the need to have consensus among the Commissioners and the importance of the community's support. Given these circumstances, the Department recommends cancelling the current project. Please provide a response by September 26, 2016 as to whether or not the City wants to move forward with the current project or wants to request another project. Solicitation for new projects begin October 2016. Sincer , Roosevelt G. C. Write a brief history of the neighborhood traffic issues as background for the proposed project:Seminole Road and Sherry Drive are N-S collector streets, which along with the E-W collector of Plaza Drive(already has multipurpose path) serve almost the entire Atlantic Beach Elementary attendance area. D. How do the demographics of the school population relate to the anticipated success of the proposed SRTS project? For instance, is there a population of students near the school from a culture which traditionally walks a lot? Living in a beach community, the Atlantic Beach Elementary community is focused on fitness and outdoor activities. This is evidenced by the almost total student participation in the annual Walk-n-Roll to School Day, when extra attention is paid to parental supervision and safety enforcement. E.
