Handout- Brenna Durden- 12-12-16 Na4144a161,41414 Pe / • Zit 21/ oA�e CITY OF ATLANTIC BEACH POLICE DEPARTMENT IG MEMORANDUM : : • POLICE TO: Commander Victor Gualillo, Interim Chief FROM: Commander Tiffany Layson DATE: DECEMBER 7T1-1, 2016 SUBJECT: COYOTE COMPLAINT SUMMARY Since May 31st, 2016, the Atlantic Beach Animal Control has received several complaints specifically in reference to coyote sightings and the possibility that a coyote is responsible for several missing cats in the area. The following is a brief synopsis of each complaint received and what the Atlantic Beach Police Department and Animal Control have done overall to address these issues. On May 31st, 2016, at approximately 9:30 p.m., Ms. Patti Connor left a message for Animal Control informing them that she saw a coyote across the street (Levy Rd.) from Hardees (1500 Mayport Rd.). Ms. Connor observed the coyote while she was feeding feral cats at that location. On September 20th, 2016, Ms. Connor contacted Animal Control again to inform them, that she believes the coyote may be living near the area of Hardees on Mayport Rd., because some of the feral cats she feeds have come up missing. Ms. Connor did not see the coyote on this date. On October 10th, 2016, Animal Control Officer Kelley Caton was flagged down by a resident (unknown name and address) who stated he saw a coyote at the end of Levy Rd. The resident showed ACO Caton a photo the resident took of the coyote. ACO Caton requested the resident email her a photo of the coyote and provided the resident her business card, however he never emailed the photo. On November 5th, 2016, Mr. Jimmy Savage, left a voicemail for animal control that he saw a coyote at an unknown time at night on November 4th, 2016, running through the 5-way intersection in front of the police/fire station heading towards the tennis courts. On November 7th 2016, ACO Caton was requested by Cmdr. Gualillo to contact two residents Iris Sirois and Leann Campbell who live on 19th St. ACO Caton contacted each resident and both stated that they are missing cats and believe the coyote is responsible for this, however neither resident observed the coyote. On November 8th, 2016, Sgt. Tusing made contact via phone with Florida Fish and Wildlife Conservation Commission (FWC) Biologist for North/Central Florida, Yasmine Serajfar. Sgt. Tusing explained to Ms. Serajfar of the situation in Atlantic Beach, and she recommended to leave the coyote alone, unless there is specific evidence for attacks against domesticated animals or humans and stated the biggest deterrent is to keep domesticated animals inside along with their food and water. ACO Caton, ACO Skarbek, Cmdr. Gualillo, and Sgt. Tusing met with First Coast Wildlife Services Trapper Scott Davis. First Coast Wildlife Services is an FWC approved trapper. ACO Caton and Sgt. Tusing showed Mr. Davis the locations where coyote sightings have been reported, 100 block of Levy Rd., Howell Park, 19th St., dead-end of Seminole Rd. Mr. Davis provided Sgt. Tusing with an estimate on November 10th, 2016 for the trapping and removal of any coyotes. On December 7th, 2016, Sgt. Tusing spoke with Hannah Park Manager David Benedict, who stated that they have not received any reports of coyote sightings from any campsites or visitors to the park. He stated approximately a month ago a park ranger observed a coyote crossing from the beachside of the park to the wooded area just north of the dead-end of Seminole Rd. Mr. Benedict also has received a few complaints from an Atlantic Beach resident (Diane Brandstaetter) in reference to coyote sightings in Atlantic Beach. Mr. Benedict contacted FWC and they advised to leave any coyotes alone unless they are attacking domestic animals or people. The following options are available to address this: 1. As recommended by FWC biologist, Ms. Yasmine Serajfar, do nothing, but allow citizens to hire trapper at their discretion. 2. The City can hire a private FWC Certified trapper to place traps on city property for the estimated cost of $3900 per 30 days regardless of the outcome. 3.
