09-15-17 Minutes Special Called City Commission Meeting MINUTES CITY OF ATLANTIC BEACH SPECIAL CALLED CITY COMMISSION MEETING SEPTEMBER 15,2017—9:00 AM IN ATTENDANCE: Mayor Mitchell E. Reeves City Manager Joe Gerrity Mayor Pro Tern John Stinson Deputy City Manager Kevin Hogencamp Commissioner Mitchell R. Harding City Clerk Assistant Joanie Bowman Comissioner M. Blythe Waters (Arrived 9:08 AM) ABSENT: Commissioner Jimmy Hill Call to Order: Mayor Reeves called the meeting to order at 9:00 AM. Administrative Assistant Joanie Bowman, sitting in for the City Clerk,called the roll. Mayor Reeves noted that a quorum was present. 1. Courtesy of Floor to Visitors Mayor Reeves opened the Courtesy of the Floor to Visitors. No one wished to speak so Mayor Reeves closed the Courtesy of the Floor. 2. Action on Resolutions A. Resolution No. 17-17 A RESOLUTION OF THE CITY OF ATLANTIC BEACH APPROVING A CONTRACT WITH J.B. COXWELL CONTRACTING, INC. TO PIGGYBACK ON CITY OF JACKSONVILLE CONTRACT 6533-57 FOR EMERGENCY STORM DEBRIS REMOVAL AND DISPOSAL SERVICES FOR A TOTAL AMOUNT NOT TO EXCEED $250,000; APPROPRIATING FUNDS FROM THE CITY'S RESERVE ACCOUNT FOR THIS EMERGENCY PURPOSE; AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACT AND ANY PURCHASE ORDER(S) IN ACCORDANCE WITH AND AS NECESSARY TO EFFECTUATE THE PROVISIONS OF THIS RESOLUTION; AND PROVIDING AN EFFECTIVE DATE. Ms. Bowman read the title of the resolution. Motion: Approve Resolution No. 17-17 as read. Moved by Harding, Seconded by Stinson City Manager Gerrity explained that there are three parts of debris removal; one is the actual pick up, the second is the monitoring required for FEMA reimbursement and the third part is the disposal. He stated they have contracts in place with Ceres Environmental Services and Debris September 15, 2017 SPECIAL CALLED CITY COMMISSION MEETING Tech but do not have a contract with Coxwell. He explained that because of the amount of the contract and the amount they are spending,he felt it is prudent to bring this before the Commission before proceeding. City Manager Gerrity stated pick-up will start the 18th of September and thanked Mayor Reeves for diligently working with the City of Jacksonville to open the Girvin Road Landfill. Jacksonville will begin debris pick-up on the 25th of September. Commissioner Stinson spoke about last year's expenses for Hurricane Matthew and FEMA. He inquired if there was a more efficient way to monitor the debris removal. City Manager Gerrity explained that there has to be certification and it has to be approved by FEMA. That is why they used Debris Tech firm. Commissioner Stinson suggested getting city employees and residents certified for monitoring this and save on the cost. He thanked the Mayor and City Manager for getting the City moving faster. Commissioner Harding commented on the efficiency of the City Government and believes the citizens will approve that initiating this project sooner is prudent. Mayor Reeves thanked City Manager Gerrity for his due diligence in bringing this matter to the Commission before entering into a contract for that amount of money. Resolution No. 17-18 A RESOLUTION OF THE CITY OF ATLANTIC BEACH AUTHORIZING THAT THE CITY PROCEED WITH EXISTING AGREEMENTS WITH CERES ENVIRONMENTAL SERVICES, DEBRIS TECH, LLC, AND J.B. COXWELL CONTRACTING, INC. FOR EMERGENCY STORM DEBRIS REMOVAL, MONITORING AND DISPOSAL SERVICES FOR A COMBINED TOTAL AMOUNT NOT TO EXCEED $500,000, APPROPRIATING FUNDS FROM THE CITY'S RESERVE ACCOUNT FOR THIS EMERGENCY PURPOSE; AUTHORIZING THE CITY MANAGER TO EXECUTE SUCH CONTRACTS AND PURCHASE ORDERS IN ACCORDANCE WITH AND AS NECESSARY TO EFFECTUATE THE PROVISIONS OF THIS RESOLUTION; AND PROVIDING AN EFFECTIVE DATE. Ms. Bowman read the title of the resolution. Motion: Approve Resolution No. 17-18 as read. Moved by Harding, Seconded by Stinson City Manager Gerrity explained that this Resolution allows the City to engage the three firms that Page 2 of 4 September 15, 2017 SPECIAL CALLED CITY COMMISSION MEETING they talked about and puts a cap of$500,000 on the total debris pick-up. Commissioner Stinson inquired if the approved total for both Resolutions is $750,000. City Manager Gerrity stated no, it is an approved combined total of$500,000. Commissioner Harding inquired what was spent last year. City Manager Gerrity stated that last year they spent$373,000. Commissioner Stinson inquired if these expenditures would be submitted to FEMA for reimbursement. City Manager Gerrity stated absolutely, and Mayor Reeves assured everyone the paperwork is getting done. Commissioner Waters arrived at the meeting at 9:08 a.m.. Votes: Aye: 4 Harding, Stinson,Waters, Reeves Nay: 0 MOTION CARRIED Mayor Reeves asked the City Manager to note for the record that every Commissioner was notified about this meeting. City Manager Gerrity stated that everyone was made aware of this meeting. Commissioner Stinson • Complimented City Manager Gerrity and his staff, Deputy City Manager Hogencamp, Interim Public Works Director Scott Williams, Chief Cook, and Commander Gualillo and appreciates everything the City did to protect our citizens during the hurricane. Commissioner Harding • Complimented the great level of communication that we had with Deputy City Manager Hogencamp and the staff with keeping the public advised which was recognized on social media. Thanked the law enforcement officers and city workers for their great efforts to take care of the public. Hats off to all of our staff and department heads. Commissioner Waters • Spoke about the routine projects that Public Works has been doing dredging our drainage ditches. She stated that the hard work that they do every day really pays off in a storm like this and citizens see that benefit. It is great to see this City getting recognition in the National media for the great job our City did. Hats off to everyone for doing a fabulous job! Mayor Reeves • Spoke about the difference in response between Hurricane Irma and Hurricane Matthew, and saw a big difference in our City this time. He stated that department heads slept in their offices. He complimented every department and stated that everyone worked together as a team. He suggested that the Commissioners request the City Manager send a copy of the Sit Report which logs any incident that occurred during the storm and the results of the action that was taken. Commissioner Stinson recognized Commissioner-elect Kelly for attending the meeting. Mayor Reeves inquired if Ms. Kelly had any comments. Commissioner-elect Kelly stated that she thought it was awesome and that she was watching from Arlington. Mayor Reeves thanked Commissioner-elect Kelly for taking time out to attend this meeting as a newly elected official in this City.
