MINUTES OF THE SPECIAL CALLED MEETING OF THE ATLANTIC
BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY,
DECEMBER 15, 1975 at 8: 00 P.M.

Report by Mr. Parks on Saltair Subdivision Layout
Mayor Howell called the meeting to order and offered the
floor to Mr. Walter Parks for the purpose of explaining
his report on review of Saltair development. The refer-
ence report is attached hereto and made a part hereof,
The City Commission and Mr. Richard L. Lampp, represent-
ing the owners, Higley Publishing Corporation, agreed
with all of the recommendations contained in the report
with additional comments vis.
1. It was agreed that the center line of the
proposed new plan of Seaspray R/W be a-
ligned with existing R/W.
2. The encroachment of sewer lines at Seaspray
and Sailfish was left in abeyance until a
determination could be made as to the ac-
curacy of the survey.
3. Mayor Howell advised that there is an out-
standing obligation in the amount of $2, 365. 00
contained in an agreement between the city
and Interstate Contracting Company for all
lots fronting on Seaspray A- e. It was a-
greed by Mr. Lampp that this obligation
would be absorbed into the overall cost of
the development, and the owners would pay
• Interstate Contracting Company the above
stated amount.
4. The Developer agreed to furnish one water
meter for each lot as well as water and
sewer service to each lot. The City would
waiver the existing $85. 00 -eater ce:anec-
tion fee per lot for this service. However,
it was pointed out by Mayor Howell that fu-
ture rate changes will be applicable.
5. It was agreed that the developer would com-
ply with the existing subdivision ordinance
of the City of Atlantic Beach.

6. Mr. Lampp agreed to consult with Mr. Parks
concerning the realignment of the storm
drainage through Russell Park in order to
circumvent the old landfill area.
All basically agreed with the layout as discussed and the
motion of approval was made by Commissioner Mhoon;
seconded by Commissioner Minton and carried.
Re Ho Hilliard - Report on Ocean Front Street End Development
Mr. Hilliard requested this item be passed over until the
next meeting.
Resolution (75-28) Comprehensive Planning Assistance Program 701
Mayor Howell read in full Resolution (75-28) Compre-
hensive Planning Assistance Program 701 and opened the
floor for discussion. After no objections, it was moved
by Commissioner Cook that this resolution be adopted; se-
conded by Commissioner Minton and carried. Said resolu-
tion is attached herto and made a part hereof.
City Manager
Mr. Vogel read a letter from Oscar Rawls, Engineer for
Public Works in Jacksonville, which contained a copy of
a letter from James Lo Garland, Chief Engineer Division
of Corps of Engineers, in which it was requested that if
the City had any ordinances or quality control for fill
material, noise restrictions or other similar restric-
tions that such ordinances be held in abeyance, or an ex-
empting amendment be passed by the commission so that
work could proceed without restrictive regulations.
After a short discussion, it was determined that the city
did not have any such restrictive ordinance except for
motor vehicles on the beach at certain times. It was
moved, seconded, and carried unanimously that the City
Manager could waiver the restriction.
There being no further business the Mayor adjourned the
meeting.

RESOLUTION #75-28
WHEREAS, the City Commission of Atlantic Beach has recognized
certain problems in the Community which relate to planning and
management, and,
WHEREAS, the Comprehensive Planning Assistance Program
administrated by the State of Florida Department of Community
Affairs offers the opportunity to strengthen the community
development process through the conduct of a planning program,
Now, therefore, the City Commission of Atlantic Beach
officially requests the State of Florida Department of Community
Affairs to include Atlantic Beach in its application to the U. S.
Department of Housing and Urban Development for local planninG
Assistance funds for the fiscal year beginning July 1, 1976.
