THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY
HALL ON NOVEMBER 10, 1976

The meeting was called to order by Mayor-Commissioner, Mr.
Howell, for the purpose of awarding a bid for the Police Cars
and various other unfinished business items.
The Mayor recognized Chief Stucki for comments pertaining to the
Platt Pontiac bid of $22,051.44 and an alternate bid of $21, 552.71.
After a short discussion, motion was made by Commissioner Jensen,
seconded by Commissioner Minton and carried unanimously to
award the alternate bid of $21,552 .71 to Platt Pontiac for three
police cars and one Lemans Station Wagon.
The Mayor recognized Mr. Parks in connection with a proposed
extension to the sewer line now being installed in Selva Marina
Subdivision Unit #9. The purpose of the extension would be to
serve the area east of Seminole Road and North of 17th Street
which is not part of Selva Marina Subdivision Unit #9. Mr. Parks
recommended installation at this time of only sufficient 12" sewer
line to get east of a new storm drain to be constructed along
Sea Oats Drive north of Saturiba Drive . Mr. Parks also stated that
the cost would not exceed $500.00. It was moved by Commissioner
Minton, seconded by Commissioner Jensen and carried to approve
Mr. Parks ' recommendation.
MS 708 A Paver - The City Manager stated that we have a number of
streets in need of resurfacing as well as streets that need paving.
Mr. Hilliard has recommended that we look into the feasibility of
purchasing a hydraulically controlled towed Paver. Mr. Vogel
stated that it is estimated that we can save considerable money
over a period of years by purchasing this unit because the cost
of contracting paving has increased in excess of 150% in the past
few years. The Commission instructed the City Manager to call for
bids for the Paver for opening at the next meeting.

Mayor Howell informed the Commission that he had received a
letter of resignation from Mrs. Emma M. Stephens, Treasurer -
Comptroller, effective December 31, 1976. With regret from
all the Commission, motion was made by Commissioner Jensen,
seconded by Commissioner Minton and carried that Mrs. Stephens'
resignation be accepted. Mayor Howell then stated a replacement
would have to be considered, and since Mrs. Grage had held the
dual position for such a long time, the Mayor suggested Mrs.
Adelaide R. Tucker be appointed Treasurer-Comptroller in
addition to her duties as City Clerk. Motion was made, seconded
and carried by Commissioners Minton and Mhoon to appoint Mrs.
Adelaide Tucker City Cle±k, Treasurer-Comptroller.
The Mayor further stated that under the circumstances, it will
be necessary to appoint someone as Assistant City Clerk-
Treasurer-Comptroller in the event of Mrs . Tucker' s absence,
and suggested Mr. Paul R. Steckla be appointed. Upon a motion
by Commissioner Minton, seconded by Commissioner Jensen, it
was unanimously carried to appoint Mr. Paul Steckla Assistant
City Clerk-Treasurer-Comptroller effective November 11, 1976,
and a resolution drawn for the purpose of documenting this action.
Resolution 76-14 is attached hereto and made a part hereof.
The Mayor indicated that due to unforeseen circumstances and
Mrs. Stephens ' resignation, there may or may not be a time
problem on receiving the computer program for water billing. In
this connection, the Mayor stated Mr. Vogel had received an offer
from a local programmer to supply our needs, that it would be
necessary for the Commission to appropriate $1500 to expend in
the event there is a delay in delivery by Burroughs, and that the
City would retain an equal amount of credit with Burroughs for
future programs. Motion was made by Commissioner Minton,
seconded by Commissioner Jensen and carried to approve the purchase
of the water billing program.
The Mayor pointed out to the Commission the need for two public
safety radios, one for the Building Department' s truck and one
replacement that will amount to $627 .00 each if purchased through
the Police Department. It was moved, seconded by Commissioners
Mhoon and Minton and carried that the foregoing be done.
Affirmative Action Program - Mayor Howell stated at this time that
the Commission needed to designate an Affirmative Action Officer

Inasmuch as I have already met the requirements for
length of service for retirement and will reach the
age requirements for retirement on December 26, 1976,
I would like to submit my resignation effective
December 31, 1976 .
By giving my notice at this time, I feel it will give
you an opportunity to hire someone for the Treasurer ' s
job in time to start training on the computer from the
beginning.
I wish to say that I have enjoyed my association with
the City of Atlantic Beach and appreciate the confidence
placed in me by the members of the City Commission.

Commissioners Mhoon and Minton and carried that Mr. Paul Steckla
be appointed the Affirmative Action Officer.
There being no further business, Mayor Howell declared that the
meeting be adjourned.
