ATLANTIC BEACH CITY COMMISSION HELD AT THE
CITY HALL ON TUESDAY, FEBRUARY 10 , 1976 AT
8 : 00 P .M.

The special called meeting of the Atlantic Beach City Commission
was called to order by Mayor-Commissioner , Mr . Howell .
The first order of business was introduced by the Director of
Public Works , Mr . Hilliard . He advised the Commission that the
4 , 000 gallon underground gasoline tank was leaking ground water
into the tank and it was necessary that it be replaced as soon as
possible . He advised the Commission that he had a firm price from
T. P . Herdon & Company of $750 . 00 for the tank and materials and
$750. 00 for the installation. The Commission approved the in-
stallation of the tank after ascertaining that it was the best
possible price that could be obtained.
Chief Stucki advised the Commission that the action taken at the
previous meeting needed to be rectified due to the fact that he
had discovered that the original quotation for the radar unit
was from a misprint in the catalogue and he had been advised by the
supplier that the correct price is $1 , 195 . 00 . He requested that
the Commission resend the previous action and allow him to purchase
the unit for the correct price. It was moved by Commissioner
Jensen that the original action be resended and the Chief be
allowed to purchase the radar unit at $1 , 195 . 00 . The motion was
seconded by Commissioner Cook and passed unanimously.
The Mayor called on Robert A. Goll for a brief presentation of his
company ' s activity concerning the Federal Grant and proposed plans
for the development of the Federally funded park project. Mr . Goll
outlined his participation with the City Manager in formulating an
acceptable work program and plan for the development of the City
of Atlantic Beach ' s park system. Mr . Goll asked for questions
from the Commission concerning the subject matter covered thus far
and the Mayor questioned whether or not the Commission would be
given an opportunity to approve the tentative plan . Mr . Goll
stated that he fully intended to have local approval prior to the
development of any details necessary for the accomplishment of the
work program. He stated that he was in the process of preparing
background information and he fully intended to meet with the
Commission periodically until the final plan for the development is
approved. It was pointed out that the contract was drawn in seg-
ments in the event of termination of the project and the landscape
architect would receive compensation only for the work product

completed at the time of termination , with this assurance , it was
moved and seconded that the contract with R. A. Goll & Associates
be confirmed. This motion was passed unanimously .
There being no further business , the Mayor declared the special
meeting be adjourned .

WHEREAS, Title X, Sectio 1003(1b) (3) of Public Law 89-136 as amended

"Whenever funds are made avail ble by the Secretary of Commerce under this
title for any program or projefit, the head of the department , agency, or
instrumentality of the Federal Government administering the law authorizing
such assistance shall, except as otherwise provided in this subsection,
administer the law authorizing such assistance in accordance with all
applicable provisions of that law, except provisions relating to - -
the Federal contribution to any State or local government,
whenever the President or head of such department, agency, or
instrumentality of the Federal Government determines that any
non-Federal contribution cannot reasonably be obtained by the
State or local government concerned."

attached financial information which evidences such inability to provide
non-Federal contribution is accurate and correct and prepared in accordance
with generally accepted accounting principles.

BE IT RESOLVED BY THE!CITY COMMISSION OF THE CITY OF ATLANTIC BEACH,
DUVAL COUNTY, FLORIDA, that
Section I . The City Treasurer be directed to open an account
at the Ocean State Bank to be known as Park Project Account, and
that,
Section 2. All monies received from the Coastal Plains Region-
al Commission shall be deposited in said account.
AND BE IT FURTHER RESOLVED THAT,
Section 3. Funds for the purposes of the Park Project to be
drawn on said account.
