MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MAY 17, 1978 AT 6: 30 P.M.

The Mayor announced the meeting was called to order to discuss
the bids for the storm drainage disposal facilities on the ocean-
front at Ahern, 8th and 10th Streets . Contractors present were
Chapman Construction Company, Griner-Woodruff, and I. B. Bratcher
Construction Company.
Mayor Howell explained there seemed to be some confusion concerning
the submitted bids and asked if the contractors bid the items I, II,
and III separately and/or lump sum. He commented that the Commission
could decide to award each individual item instead of one lump sum.
At this point, Mr. Chapman stated that he understood it to be a
lump sum and bid accordingly. The Mayor then stated this misunder-
standing needed to be cleared up before proceeding, and noted that
it appeared that Mr. M. E. Elkins seemed to be aware that was the
case because his lump sum bid was considerably lower than the
individual bids. Mr. Parks outlined that on page two of the call
for bids, it was stated that "The City Commission reserves the
right to reject any or all bids in whole or in part, with or without
cause; to award all or a part of the work for which bids are
received; and/or to accept the bid or bids that in its judgment
will be for the best interests of the City of Atlantic Beach. " Mr.
Parks further noted that the proposal form listed the three items bid
lump sum individually, with a total lump sum bid for items I, II,
and III.
Mayor Howell stated that Chapman Construction Co. was the low
bidder on III, and Bratcher Construction Co. was low on items I
and II . By awarding on an individual basis, the City could save
approximately $1400. Mr. Chapman agreed to accept item III if
offered. Mr. Dagley and Mr. Bratcher had some reservations about
accepting I and II without III as their bid had been submitted as
a lump sum.
A general discussion followed including the availability and cost
of river rock versus Florida rock. Mr. Davis advised the Commission
that the time schedule may not be crucial as Col. Wisdom had assured
him the City would have 90 days, and if needed the engineers would
back around the individual projects.

Commissioner Jensen moved for a general motion to plan to
award bids on Monday night, May 22, 1978 at 8: 00 P.M. Items
I and II to be awarded to I . B. Bratcher Construction Company,
and Item III to Chapman Construction Company, and in the
interim the two contractors confer with the City Manager before
the meeting on Monday night to determine if either or both wish
to accept or withdraw from their bid on an individual type of
award. Commissioner Van Ness seconded the motion. The vote
was unanimous.
Mr. Davis advised the Commission that the ceremony that was to
be held on the beach on May 19, 1978 has been postponed indefinitely.
Commissioner Van Ness stated that she was in receipt of all the
applications for the position of City Manager in The City of
Atlantic Beach and requested that on Monday night, May 22, 1978,
the Commission set a date for the first committee meeting as a
Committee of the Whole to go over the applications and consider
what action the Committee deem necessary in selecting a new
City Manager. Commissioner Van Ness listed the following individuals
had submitted resumes:

David Swain
There being no further business, Mayor Howell declared the meeting
be adjourned.
