MINUTES OF THE SPECIAL CALLED MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD IN CITY HALL, 800 SEMINOLE ROAD, ON MONDAY, SEPTEMBER
30, 1991
The meeting was called to order by Mayor Gulliford. Present, in
addition to the Mayor, were Commissioners Cook, Edwards, and Tucker.
Also present were City Attorney Jensen, City Manager Leinbach, Finance
Director Royal and City Clerk King. Commissioner Weldon was out of town
and was excused.
1. Resolutions:
A. Resolution No. 91-31 setting the millage rate
B. Resolution No. 91-32 adopting the operating budget for FY
1991/92
Mayor Gulliford explained the meeting was being held to allow the public
to make comments relative to the proposed budget and/or the proposed
millage rate. He opened the floor for a public hearing and invited
comments from the audience.
Stan Jones, 2051 Seminole Road, said in light of the recent increases in
property appraisals he hoped the millage rate would not be increased.
Mayor Gulliford explained the proposed millage rate of 2.6624 was the
same rate as the previous year. Increased property valuations and new
construction had elevated the tax base for the city and this would
result in an increase of 5.95% in revenues.
John Sale, 1921 Selva Marina Drive said he was opposed to making
charitable donations from taxes and asked the Mayor for his position on
the matter. Mayor Gulliford said he was personally opposed to spending
tax dollars on charitable donations and explained an ordinance was being
drafted to establish the city policy in this regard.
W.J. Ryszykow, 535 Royal Palms Drive, asked whether there would be any
millage rate increase to cover water and sewer improvements. Mayor
Gulliford explained there would be no millage increase but that utility
rate increases were being considered.
Gene Nordan, 1146 Eleventh Street, commented on the recently increased
property appraisals by the Duval County Property Appraiser. Mayor
Gulliford reported a committee was studying the interlocal agreement
with the City of Jacksonville. Preliminary indications were that
Atlantic Beach was not receiving services tantamount to the taxes paid.
He felt if this agreement could be satisfactorily renegotiated, it may
be possible to reduce the millage rate that Jacksonville charges
Atlantic Beach and this would directly benefit the residents. He
invited those interested to contact Dr. Raymond Salman, Chairman of the
Interlocal Review Committee, and render any assistance they could.
Since no one else wished to speak to the matter the Mayor declared the
public hearing closed.
Mayor Gulliford presented in full, in writing, Resolution No. 91-31: A
RESOLUTION SETTING THE MILLAGE RATE TO BE LEVIED ON ALL REAL AND
PERSONAL PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF ATLANTIC
BEACH FOR FISCAL YEAR 1991/92.

Commissioner Edwards moved to approve passage of Resolution No. 91-31.
The motion was seconded by Commissioner Tucker and was unanimously
approved.
Mayor Gulliford then introduced in full, in writing, Resolution No.
91-32: A RESOLUTION ADOPTING AN OPERATING BUDGET FOR THE CITY OF
ATLANTIC BEACH, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1991,
AND ENDING SEPTEMBER 30, 1992.
Commissioner Tucker moved to approve passage of Resolution No. 91-32.
The motion was seconded by Commissioner Cook and was unanimously
approved.
2. Any other business:
Bob Weiss, 253 Seminole Road, addressed the City Commission relative to
access to the beach for the handicapped. He noted that the vehicles
which were permitted under Florida Statute to drive on the beach did not
include motorized wheel chairs, and stressed the need for ramps which
provide wheel chair access onto the hard sand. He felt this should be
addressed by the City of Atlantic Beach and hoped the state would also
address the matter on a state wide basis.
Mayor Gulliford requested the City Manager to come up with a design for
ramps which could be moved during an impending storm. He suggested
Seventh Street as a possible location for installation.
Parks & Recreation Director Blanchard reported handicap ramps had been
installed at Seventh and Eleventh Streets a few years ago. The Seventh
Street location had been successful and had provided access onto the
hard sand. However, the Eleventh Street location had not been as
successful and the ramp kept washing away and was eventually lost.
Mayor Gulliford encouraged residents to get out and vote in the
municipal election to be held the following day.
There being no further business to come before th- ity Commission, the
Mayor declared the meeting adjourned at 7:50 PM
