SEMINOLE ROAD AT 7:30 PM ON MONDAY, JULY 1, 1991
The meeting was called to order by Mayor Gulliford. Present, in
addition to the Mayor, were Commissioners Cook, Edwards, Tucker and
Weldon. Also present were City Attorney Jensen and City Clerk King.
The meeting was held for the purpose of discussing parking and traffic
flow problems throughout the city.
The following goals and objectives were identified and listed:
1. Address traffic flow, patterns, and speed;
2. Provide ample parking for Atlantic Beach residents;
3. Target and improve parking for beach accesses;
4. Improve physical condition and security at beach accesses,
(including bicycles and pedestrians) ;
5. Remove obstructions on right-of-way two blocks from ocean on
all accesses.
Each of these goals was then discussed.
1. Address traffic flow, patterns, and speed
Mayor Gulliford invited Chief Thompson to address the speeding problem
and the recent requests for speed bumps. Chief Thompson said the Police
Department was working in the area and would be in a position to make
their recommendations in a few weeks. He hoped to try other measures to
reduce speeding and said that the Atlantic Beach Police Department, as
well as the State of Florida, regarded speed bumps as a last resort to
control speeding. Commissioner Cook -uggested hiring a professional
planning firm to undertake a traffic flow and parking study on the two
blocks west of the ocean, and after further discussion, it was agreed to
direct the City Manager to investigate the cost of such a study.
Commissioner Weldon moved to recommend that the City Commission
authorize the installation of "rumble strips" on Beach Avenue between
Eighteenth and Nineteenth Streets. The motion was seconded by
Commissioner Cook, and after lengthy discussion, the motion was
unanimously approved.
2. Provide ample parking for Atlantic Beach residents
Mayor Gulliford said he had inquired regarding parking decals and the
City Attorney had indicated the city could legally issue decals to
Atlantic Beach residents and reserve a percentage of the beach access
parking spaces for decal parking.
Commissioner Cook moved to recommend that the City Manager be authorized
to proceed to implement the use of parking decals. The motion was
seconded by Commissioner Weldon and was unanimously approved.

Commissioner Cook inquired whether late or overnight guests of residents
who parked in the street would be cited. Chief Thompson said if
residents would let him know of such instances he would work with them.

After some discussion on parking at the beach accesses, it was agreed
this could be included in the scope of the services of the traffic flow
study to be undertaken. Some concern was expressed that the city might
sacrifice aesthetics for additional parking spaces, but William Morgan
said he felt it would not be necessary to sacrifice beautification.
4. Improve physical condition and security at beach accesses
Chief Thompson suggested improving lighting at the beach accesses. He
said the JEA had installed shields on the street lights at Seventh and
Eleventh Streets to deflect the light away from the ocean. If this
proves to be effective it could be expanded to all accesses. It was
agreed the recently approved limitations on the hours of parking on the
beach accesses would also help to minimize the problems the ocean front
residents had experienced.
There being no further discussion, the Mayor declared the meeting
adjourned at 9:10 PM.
