The meeting was called to order at 7 : 00 p .m. by Mayor Howell ,
The Mayor asked the City Clerk if she notified the press the.
meeting had been called and she answered yes . She said she
notified Mr . Dryden of the Beaches Leader , and the Times-
Union. She understood from Ms . LaVake that a representative
from the Times-Union would be present, as they had called
inquiring about the meeting.
Mayor Howell advised the meeting was called for the purpose
of appointing a committee to look into those allegations
specifically as they refer to section 166 of the charter of
the City of Atlantic Beach, which is a personal interest
section , particularly as he understood , against two Commissioners,
and perhaps any other allegations in the presentments of the
grand jury that have been presented that the committee would
be in a position to look into . The Mayor asked the Commis-
sioners if there were any corrections . Commissioner Van Ness
said the committee would simply look into any violations of
the city charter and not any criminal intent, and Commissioner
Jensen suggested the committee look into any allegations in
the presentment of the grand jury that they are able to
regardless of the City Charter . The Mayor said that the
committee should look into any allegations they are able to
and if they find problems , they should be brought out , and
the problems corrected. The Mayor then recommended that those
people that were appointed to the Code Enforcement Board be
appointed to a special committee as provided under Section
164 of the City Charter to look into the matter as Commissioner
Jensen had recommended at the meeting of May 25 , 1981. He
did not think the board should be appointed , but those members
that serve on the board to wit : Former Judge Charles Cook
Howell , William S. Wilson , Fred Mills , Harold A. Schultz ,
Billy M. Arzie, and Alan Potter . The Mayor also suggested
that if one of the members feels , for some reason , he should
not serve , that Judge Howell be given the permission to
appoint a substitute for that person on the special committee .
The City Attorney stated that he had no objections to that
suggestion.

Motion : Form such a committee with those persons above Jensen x
named and if any of the members do not wish to Mhoon x x

Mayor Howell stated that the only person he had contacted
was Judge Howell and that he is willing to serve .. He
asked that the records show that there is no relation
what-so-ever between Mayor Howell and Judge Howell .
Mayor Howell reminded the Commission that a special
meeting has been called for Monday night , June 1 , 1981
to attempt to split the City Clerk/Treasurer-Comptroller ;
job. Chief Stucki advised that he had discussed the
matter with two professional people only in the manner
of trying to establish an idea of a salary range . A
discussion followed on whether or not to advertise, The
Chief asked for a salary range if the position was to be
advertised, and a date for a special call meeting . The
decision was made to consider a salary range of approxima=ely
$17 , 000 and to not advertise at this time .
Motion : The special called meeting will be held on Jensen x x
Monday , June 1 , 1981 , and that the people that Mhoon x x
have contacted the City Manager be advised to Van Ness X
be here at 8 : 00 p.m. for an interview,and any Howell x
one else interested in the position.

There being no further business , the Mayor declared the
meeting adjourned.

SPECIAL CALLED MEETING
CITY COMMISSION OF ATLANTIC BEACH
This is to advise that I am calling a special
meeting of the City Commission on Wednesday
night , May 27 , 1981 at 7 : 00 p . m. to appoint a
committee for the primary purpose of looking
into the allegations against the City . The
appointment of a committee was discussed at last
night ' s meeting on may 25 , 1981 .
Please advise me by telephone if you are unable
to attend as it is very important that we have
a quorum for this meeting .
