The meeting was called to order by Mayor Persons. The invocation,
offered by Commissioner Morris, was followed by the pledge to the flag.

Correspondence
A. From Robert Bates & Associates, Inc. , to DER re Construction Grants
Priority List
Mr. Royal acknowledged receipt of a letter from Mr. Robert Bates,Robert
Bates & Associates, Inc. re the City of Atlantic Beach grant application
C120747030. Mr. Bates was in the audience and spoke briefly on the fact
that if any of the funded projects are bypassed,the City of Atlantic
Beach will still have a chance for grant funding. He plans to take steps
to maintain eligibility and incorporate the EPA's bidding documents in
our bidding package,and hopefully the 201 project will be approved.
If the grant should come in, it will be 55% of the eligible cost. Mr.
Jake Harber, Grants Dept with the N.E. District of Fla. DER, also
encouraged the city to stay as prepared as we can. Mr. Bates advised
that the design review conference has been scheduled for November 10,

A. Item #1 - Zoning Fee
The Acting City Manager requested that a zoning fee of $200

be established to defray the administrative costs incurred in the
changing of zoning classifications, and an administrative fee of
$25.00 per hour, plus any costs associated with consulting services,
be established for the review of proposed subdivisions. Discussion
followed.
Motion: Move to defer action on the zoning fee question until Cook x

Item #2 - Request by Florida Beach Properties, Ltd. for Water and
Sewer Services (Paul E. Knollman)
Mr. Royal' acknowledged request by Mr. Paul E. Knollman, Fla. Beach
Properties, Ltd.for water and sewer services for a five unit condo-
minium unit in Seminole Beach (outside city limits- 100 ft. north
of 19th St. on Seminole Road) and requested approval of the request.
Discussion followed on the existing sewer moratorium.
Motion: Make only the water services available at the establish- Cook x x
ed rate with the understanding that the owner pays all Gulliford x x
costs involved to hook up to the city's system. Morris x

Item #3 - Approval of Specifications for Police and Fire Vehicles
The Acting City Manager submitted specifications for five "police
package" automobiles and one emergency vehicle for the Fire Chief
and requested they be approved and the City Manager be authorized
to call for bids. Commissioner Gulliford suggested the city purchase
a more utilitarian vehicle similar to an S-10 Blazer for the fire ch: ef. Discuss=on
followed and it was the consensus of the Commission that the vehicle
should be equipped with a "police package".
Motion:Accept the specifications as submitted and ask the City Cook x
Manager to pursue the project of purchasing five "police Gulliford x x
package" automobiles and the possibility of a vehicle for Morris x
the fire chief such as an "S-10 Blazer equipped with a Persons x x
"police package" and also with the direction that he
pursue the possibility of buying the vehicle on state
contract if a vehicle like that is available.

Item #4 -Consulting Engineers Report-Sanitary Sewage Flow Monitoring
Studies
Mr. Robert Bates, Robert Bates & Associates offered a brief presenta-
tion on the infiltration and inflow areas throughout the city and
also discussed his report on the "Sanitary Sewage Flow Monitoring
Studies". Mr. Bates recommended that the city initiate a smoke test-

ing program and technical specifications and bid documents should be
prepared for pressure smoke testing. Discussion followed.

sewer lines with technical assistance and preparation of Morris x

New Business
Commissioner Gulliford commented that during a discussion with some-
one from the City of Jacksonville he learned that the city of Jack-
sonville takes bids every year using a unit price on paving and side-
walk construction. The City Attorney noted that the specifications
must read that other cities in Duval County would have the benefit
of obtaining the same prices as the City of Jacksonville. The sug-
gestion was made to ask the city to insert the above phrase in their
new specifications. Commission agreed that the City Manager should
pursue this avenue.

B. Ordinance No. 90-83-82-AN ORDINANCE AMENDING ORDINANCE NO. 90-82-
74, THE SAME BEING THE LAND DEVELOPMENT CODE, BY CREATING A MINIMUM
LOT REQUIREMENT FOR SUBDIVISIONS.
Said Ordinance was presented by Mayor Persons, in full, in writing,
and read on first reading by title only. The City Attorney expressed
concern over the wording of the Ordinance and stated the phrase "no
lot hereafter platted" should be included in the Ordinance. Discussion
followed.
Motion: Return the Ordinance and instruct the City Manager to Cook x
consult with the City Attorney for the proper terminology Gulliford x x
and consider it with the existing code.
