The meeting was called to order by Mayor Howell. The invocation, offered
by Commissioner Van Ness, was followed by the pledge to the flag.

Recognition of Visitors - Muscular Dystrophy Assoc.-Mr. Pete Morgan
Mayor Howell recognized Mr. Pete Morgan, an executive with the Muscular
Dystrophy Association of Northeast Florida. Mr. Morgan introduced Orrin
maters, a Muscular Dystrophy victim,and his family, and also the six city
firefighters who collected money for MD during a Labor Day fund-raiser.
The firefighters received a round of applause when Mr. Morgan announced that
they had collected more per-capita than any other firefighters in the state.
Mr. Morgan presented to Chief Wayne Royal a plaque of appreciation from
the Miscular Dystrophy Association. The Mayor commended the Fire Department
for their efforts for MDA and stated that he felt sure they will continue
to do a good job in everything they tackle.
Correspondence
Mayor Howell suggested that action be taken at the same time on Items A &B
A: Fred L. Ahern re request for city water and sewer to property adjoining
Ocean Village Condominiums and Item B: Michael A. Akel re request for city
water and sewer to property south and north of the "Bluffs".
Motion: Requests by Mr. Fred Ahern and Michael A. Akel for city water Cook x
and sewer outside the city limits be approved subject to Gulliford x x
availability and final submissions of proper engineering and Morris x
prepayments of all charges and connection fees. All costs will Van Ness x x
be borne by the developers with no reimbursement expected from Howell x
the City. Approval of the sewer lines providing the city has
sufficient capacity so as not to deprive the citizens within
the corporate limits.

C. From Lt. Nicholas VanderWal Commending Police Officers David Archer
and Kevin Carver
Mayor Howell acknowledged receipt of a letter from Lt. Nicholas Vander-
Wal, Acting Police Chief commending officers David L. Archer and Kevin
D. Carver for their selfless contribution to their jobs. The Mayor
instructed the letter be filed for information.

City Manager's Report
A. Item #1-Authorization to Disburse Funds To Atlantic Beach Amoco for
Police Car Engine Repairs
The City Manager reported that one of the four police vehicles developed
engine problems that required the engine to be overhauled, and he asked'
for authorization to disburse $1,250 to Atlantic Beach Amoco for the
repair of the police vehicle. Cook x x

B. Item #2 - Vehicle for Fire Chief
The City Manager reported that he had contacted the State Purchasing
Office, as requested by the Commission, and they advised that four-
wheel vehicles are not available on State Contract. The City Manager
and Fire Chief suggested that a vehicle similar to that would be a
Chevrolet Suburban with two-wheel drive, which could not only serve as
a emergency vehicle for the Fire Chief, but also serve as a vehicle
to transport injured persons under certain emergency situations where
rescue units are not otherwise available. Mr. Moss stated that the
cost for a Suburban would be between $13,000 and $14,000 with a com-
petitive bid. Cook x
Motion: Move to defer action on the vehicle for the Fire Chief until Gulliford x x
after receipt of the new police vehicles. Morris x x

Action on Ordinances
Mayor Howell announced the City Attorney has ruled that city Ordinances
will be adopted on two readings instead of three to comply with the
State law. Ordinances read at this meeting, if passed, will be read on
second and final reading at the next regular Commission meeting.

D. ORDINANCE NO. 5-83-11- AN ORDINANCE TO PRESCRIBE AND AUTHORIZE A
UNIFORM TRAVEL POLICY AND PROCEDURE FOR THE CITY OF ATLANTIC BEACH
OFFICERS, EMPLOYEES AND AUTHORIZED INDIVIDUALS.

read on first reading.

Motion:Said Ordinance be passed on first reading. Gulliford x
Discussion followed before the vote. Commissioner Morris suggested the
following changes be made: page 2, Section 3, (b) After the word"City"
add "within thirty (30) days after return of the traveler; page 3,Sec.4,
line 3, add the words "where applicable" after the word"allowances:
Section 5-Schedule for meal allowance and acconunodations was discussed
at length. The decision was made to add another paragraph to read "No
travel expenses will be paid within Duval County unless approved by the
City Manager ". Section 6. Subsistence - meal allowances. Instead of a
Breakdown of $3.00-breakfast, $6.00 lunch, and $12.00 for dinner, the
basic travel allowance for meals will be a total of $21.00 per day
substantiated by receipt per meal. Discussion followed.
