Award of Contract - Two Pick-up trucks .,ids for two pick-up trucks were advertised in accordance with the specifi- cations review by the City Commission, and bid documents were sent to five area automobile dealerships. The bid opening was held on December 23, 1982 at 10:00 a.m. The following bids were received: Lynch Davidson Ford - Two 1/2 Ton pickups $15,027.17 Jack Lynch Chevrolet - Two 1/2 Ton pickups 15,966.00 Lynch Davidson Ford - Two 3/4 ton pickups $16,625, 12 Jack Lynch Chevrolet - No bid on 3/4 ton pickups -- * * * * * * * * * * * * * * * * * * State Contract Price- Regency Dodge - Two 1/2 ton pickups $13,084. 18 The City Manager recommended that the City purchase two 1/2 ton pickups from Regency Dodge through the State contract. Cook x Motion:Purchase two 1983 one-half ton pickup trucks for the amount of Gulliford x x $13,084. 18 from Regency Dodge under the State contract price, Morris x Van Ness x x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Persons x Verbal report - Selection of Architect to redraw plans for Public Works Bldg Mr. Moss reported that the Commission at the last meeting had authorized him to enter into negotiations with an architect to redraw the existing ans for the public works building. M S Y N City Manager's Report - continued that he be authorized to enter into a contract with Billy Arzie to re- draw the existing plans to meet the new building requirements for an amount of $3,500. He will subcontract the electrical and plumbing work for an amount of $1,000. The city will have the new plans and specifi- cations for a total of $4,500. The bidding, contract documents and supervision of project will be handled in house. There will be three bids: the site plan, building plans, and automobile garage and pumps. Cook x Motion: Authorize the City Manager to enter into a contract with Gulliford x x Mr. Billy Arzie for the amount of $4,500. Morris x x Van Ness x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Persons x Request for Water Service - Seminole Beach Residents The City Manager reported that the following Seminole Beach residents had applied for water service: Lisa Haycook, Rodney Margol, Dorothy Preuss, William Morgan, and Roger Sutton on behalf of Leigh Broward. The location is from Beach Avenue at 19th St. extending southward. Motion: Approve cut-ins for water service for a fourplex on Coral Cook x x Avenue, and also for five residents of Seminole Beach with Gulliford x x the understanding that all costs will be at the expense of Morris x the owners and developer with no reimbursement by the city Van Ness x expected. Persons x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Unfinished Business A. Planned Unit Development Application-Fairway Villas,Ahern & Assoc. Public Hearing Mr. Moss reported that the Advisory Planning Board had considered the proposed Planned Unit Development project at two meetings and recom- mended five changes that were provided to the City Commission on December 13, 1982. The first of two Public Hearings was duly advertised in compliance with Charter requirements. The Mayor then declared the meeting open for a Public Hearing, and asked for comments from the floor. Mr. Chuck James generalized his plans for the proposed develop- ment of 66 patio homes on the 10.76 acre tract of land bordered on the west by Mayport Road,&the Eastern boundary being Selva Marina golf course. As no one else spoke for or against, Mayor Persons closed the Public Hearing. Cook x x Motion:Give preliminary approval as recommended, and direct the Gulliford x City Attorney to prepare an Ordinance to be presented on January 10, 1983. M S Y N Unfinished Business - continued of the Alcoholic Beverage Ordinance to provide for beer and wine only to be served with food beginning at 10:00 a.m. on Sunday that a new Ordinance should be prepared. Commissioner Cook requested the City Attorney to prepare such an Ordinance and bring back at the next meeting. Action on Resolutions Commissioner Gulliford presented and read in full a proposed Resolution which commended the City Manager and his staff for their response to the severe needs of an Atlantic Beach family. Said Ordinance was presented by Mayor Persons in full, in writing, and read on second reading, by title only. Van Ness x x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Persons x ORDINANCE 10-82-14 AN ORDINANCE AMENDING CHAPTER 3 OF THE CODE OF ORDINANCES OF THE CITY OF ATLANTIC BEACH BY AMENDING SECTION 3-6(c) THEREOF, CONCERNING EX- CEPTIONS TO THE DISTANCE LIMITATIONS, AND PROVIDING AN EFFECTIVE DATE. A discussion of the Ordinance was held and the Commission agreed that a more extensive study be made to determine the effects if the amend- ment were enacted into law. The intention is not to penalize small businesses, but it was pointed out the possibility of having a number of establishments just serving meatballs and sandwiches along with beer and wine that would encroach on the fine already-established eating places. Cook X Motion: Table the matter for further study. The motion was defeated Gulliford X with a three to two vote; Commissioners Cook, Gulliford, and Morris x x Van Ness voting nay. Tucker City Clerk CMC RESOLUTION 82-24 WHEREAS, The City Commission of the City of Atlantic Beach, Florida recognizes that the City employees, and in particular the City Manager and his staff responded to the severe needs of an Atlantic Beach family - without electricity, heat, and hope and WHEREAS, they were directly responsible for raising over $1,400.00 for that family just prior to Christmas, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, FLORIDA: That, the City Commission as a body recognizes their humanitarian gesture and their concern for fellow residents in need, and thanks them for such a strong demonstration of Christmas spirit. The minutes of the regular Commission meeting of December 13, 1982 were approv- ed as written upon a motion by Commissioner Gulliford, seconded by Commissioner Morris and carried. City Manager's Report Mr. Moss reported that bids for two pick-up trucks were advertised in accordance with the specifications reviewed by the City Commission, and bid documents were sent to five area automobile dealerships. The bid opening was held on December 23, 1982 at 10:00a.m. Bid tabulation is attached hereto and made a part hereof.Two bids were received: Lynch Davidson Ford in the amount of $15,027. 17 for two 1/2 ton pickups, and $16,625. 12 for two 3/4 ton pickups (low bid) , and Jack Lynch Chevrolet in the amount of $15,966.00 for two 1/2 ton pickups - no bid on the 3/4 ton. The City Manager added that he had checked on the State contract price as recommended by the Commission, and found the two units would cost $13,084. 18 for the 1/2 ton as opposed to $15,027. 12. Mr. Moss recommended that the City purchase two 1/2 ton pickups from Regency Dodge under the State contract. It was moved by Commissioner Gulliford, seconded by Commissioner Van Ness and carried to purchase two •: one- a ton p c up ruc s rom 'egency ro.ge n. - e State contract for $13,084. 18. Verbal report - Selection of Architect to redraw plans for Public Works Building Mr. Moss stated that the Commission at the last meeting had authorized him to enter into negotiations with an architect to redraw the existing plans for the public works building. This was duly advertised and he reviewed the credentials of a minimum of three firms. The firms of Boyer & Boyer Associates and Billy Arzie were interviewed. The City Manager recommended that the City Manager be authorized to enter into a contract with Billy Arzie to redraw the existing plans to meet the new building requirements for an amount of $3,500.00. He will subcontract the electrical and plumbing work for an amount of $1,000.00. The City will have the new plans and specifications for a total of $4,500.00. The City will handle the bidding, contract documents and supervision of project. The three bids will be the site plan, building, and automobile garage and pumps. It was moved by Commissioner Gulliford, seconded by Commissioner Morris, and carried unanimously to authorize the City Manager to enter into a contract with Mr. Billy Arzie for the amount of $4,500. All meters and materials will become the property of the City of Atlantic Beach after installation.
