11-05-84 v MINUTES OF THE SPECIAL CALLED MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON NOVEMBER 5, 1984 AT 7:00 P.M.
PRESENT: William S. Howell, Mayor-Commissioner
Robert B. Cook, Sr.
William I. Gulliford, Jr.
Catherine G. Van Ness, Commissioners
AND: A. William Moss, City Manager
Claude L. Mullis, City Attorney
Adelaide R. Tucker, City Clerk
Mayor Howell called the meeting to order at 7:00 p.m. for the purpose of
discussing the utility (water main) conflict on Mayport Road, and the State's
order to relocate the water main.
The Chair recognized Mr. F. S. Deese, of the Department of Transportation.
Mr. Deese advised the Commission of the necessity of moving the utility lines
on Mayport Road. He stated the present location of the water mains on the west
side of Mayport Road will be in conflict with the proposed street lighting
system.
Mr. Richard Thompson, representing Robert Bates & Associates, City Engineers,
advised the Commission that the cost of such relocation of the city' s utility
lines would be approximately $45,000 to $60,000.
A lengthy discussion followed concerning the city's fiscal responsibility; the
time frame for accomplishing the project; DOT's alternatives if the city does not
act, and the possible availability of Federal Funds.
The consensus of the Commission was that immediate action should not be taken to
spend $60,000 of unbudgeted monies and Commissioner Van Ness moved for the
following motion:
Carry action forward to the next meeting for a report back. The motion
was seconded by Commissioner Morris and carried unanimously.

The City Manager presented a request by Beaches Memorial Gardens LTD to authorize
and execute a plat for Beaches Memorial Gardens Unit II. The City Attorney
expressed concern of whether all state requirements have been met, and suggested
he be allowed time to research the Statutes.
Commissioner Morris moved to approve the plat for Beaches Memorial Gardens
Unit II and authorize the Mayor and City Clerk to sign on behalf of the city
subject to the final clearance by the City Attorney. The motion was seconded
by Commissioner Van Ness and carried unanimously.
